You probably need the OpenSSL development package.  Try:
rpm -qa | grep -i openssl

and see if you have something like openssl-devel. On RHEL 4, I have
openssl-devel-0.9.7a-43.16, for example.

This package ought to have the header files you need to build against OpenSSL.
