Splunk does log management, not monitoring as such as I understand it.

Zenoss doesn't charge for Community Zenpacks, only Enterprise ones and 
official Zenoss support. So you could meet your requests with the 
Community Zenpacks for Exchange, MSSQL or MySQL(you didn't specify). If 
those meet your needs, Zenoss is free. You might also want to consider 
if you can learn to extend each solution - Zenoss Core is pretty much 
GPL and you can extend it as needed, and with command datasources, 
templates and such, it's not really programming that's needed, but you 
can do that too with your own scripts as datasources, or full access to 
the source code.

Also, remember that via command data sources, Zenoss can use Nagios 
plugins and Cactii plugins in the free Core product.

I hope you've asked this on the Splunk forum as well, as I'd like to 
hear the comparison.
