Honestly we cannot compare Zenoss vs Splunk. Their main purposes are different.
Whilist Zenoss can do some stuff that Splunk does, it is not necessarily tru
the other way round. Splunk is just shallow focused as compared to Zenoss.

If your are talking about "Monitoring", then the choice is very clear (unless
if you dont understand what monitoring is) Zenoss is indeed a monitoring
solution.
Splunk is a repository of logs, what you want to do with the logs is entirely
up to you, (whether u use them to monitor something, business intel, etc...
thats another issue)

To show you how these differ:
Imagine something occurs on your server, but is not configured to log any info
in the log files, how are you gonna find out???? (splunk-0,zenoss-1)
For example, your ESX host is installed on some proprietary hardware. You want
to monitor the hardware independently of the operating system, say a power
supply has developed problems like weak current etc, or a fan is having issues,
Mostly all this info will not be written in any log files. Well what about if
some critical hardware failure is imminent, wnad it affects your hard drive
(where your OS is) any solution that depends primarily on the OS will not help
in this case because the OS will die. Now with your proprietary hardware like
Dell which comes with DRAC, or IBM which comes with RSA, you can get info about
the hardware irregardless of the status of the OS. Now you can leverage these
out-of-band supervisor interfaces to monitor the servers in Zenoss.

Its usually VERY difficult to make choices between solutions that you dont
understand. Its best, as an IT engineer, to sit down and study the options that
you hyave first, understand them well, and you will notice, before finishing
your analysis, your choice will be VERY clear and in ALL cases your choice will
surpass the other options by at least 40 percent.
