I think you're cutting to the centre of something I suggested a year or two
ago (and got lambasted for it) - which is a charter. I reckon we need one.

Re OT posts there are a few points:
1. If we ban them I need to ride that pretty hard.
2. Having an 'OT' list has/always will fail because it fragments the
community.
3. We can tell people to use rules BUT a not-insignificant group of people
will always think the list is 'too hard' to deal with if it requires end
user action to stop OT posts.
