Rusty,
          If the present regime want to infringe the right to rebel
recognised by Chapter 61 of Magna Carta and the Declaration and Bill of
Rights ( or any other common law rights such as freedom of speech) IMHO they
have
two problems.

Firstly, repeal must be in plain language, from the decision in R.v. Witham
(1997). In other words they will have to acknowledge common law rights
publicly, which will be news to a lot of people.

Secondly they will find that they do not have the power to infringe them
because their authority comes from the same source, i.e. the common law.
This means that all Crown servants, including the police and judiciary are
sworn to respect the subjects common law rights and are responsible as
individuals if they fail to do so.
