The idea was to start the selection process at submission time.
Of course, rejecting talks early is part of the deal, so we
don't end up with lousy talks just because they were submitted
early.

Still, I can see the problems, so Michael's suggestion of just
using an earlier deadline is probably the way to go, e.g. having
the deadline about 6 months before the event, similar to what PyCon US
does.
