emerge -a portage --newuse --update

That tries to updates deps too, try this

emerge -1a portage

or even, if that still fails

emerge -1a --nodeps portage

emerge -1a portage

So portage cannot be installed because portage is installed?

When I use --nodeps, portage might not work at all anymore and I would be
totally screwed. And 'emerge -1a --newuse --update portage' gives the
same result.
