So you both have the "Window Decorations" translation missing in the GUI but it is there in the PO file on your systems. Not sure what to do about it to be honest. Entries in .desktop files are extracted into PO files and translated there. Then the translations are merged back into the .desktop file. That part seems to work, hence you can see the translation in the .desktop file. Why these are not shown for you, is beyond me. Could be an Arch issue. ... Could be a configuration issue limited to your machine. ... Not sure. But as far as I can see, it's not an issue with the German translation. Maybe try asking around in some Arch forum.
