You might either
*  build an osg::HeightField 
(http://www.openscenegraph.org/documentation/OpenSceneGraphReferenceDocs/a01227.html)
 
and draw it with an osgTerrain::TerrainNode node with an 
osgTerrain::HeightFieldLayer as an elevation layer
* or use VirtualPlanetBuilder 
(http://www.openscenegraph.org/projects/VirtualPlanetBuilder)
