Would it make more sense to gather together the following:

1. The Program checkbox in the Instrument Parameters box
2. The Bank checkbox in the Instrument Parameters box
3. The Variation checkbox in the Instrument Parameters box
4. The "Show Variation list based on" checkbox and droplist in the bank 
editor (Manage MIDI Banks and Program)

...and transform them into a single droplist in the bank editor called 
"Program Change Mode" with the following options:

1. No Program Changes (no PC's or BS's will ever be sent)
2. Program Changes Only (only PC's will be sent)
3. Program Changes and Bank Selects (both BS and PC will be sent)
4. Variations by LSB
5. Variations by MSB

   This would remove the checkboxes from the Instrument Parameters box, 
and automatically show or hide the various comboboxes appropriately. 
Basically, this moves responsibility for how each synth is treated into 
the bank editor which seems sensible.

   I was going to put together a feature request to document this idea, 
but I wanted to make sure there weren't any serious/obvious holes that I 
might be missing.

   The only drawback that I can think of is that this would make it 
impossible to have different tracks for the same synth send different 
combinations of PC and/or BS.  But that sounds kind of bogus.  Does any 
synth really require e.g. PC's only on channel 1 and Bank Selects only 
on channel 2?  Maybe some non-synth application, like stage lighting?
