   Ah!  I hadn't thought of that.  That does sound like a better first 
step.  A new "all-numbers" mode.  This lets users hack around the lack 
of a device file for their particular device.  It would be pretty 
straightforward, though a little scary to look at.  Something like:

Bank MSB:LSB [X] 000 : 000
Program      [X] 000

...where the "000"'s are edit boxes where any number 0-127 can be 
entered.  [X] is the usual enable/disable checkbox for devices that 
can't handle BS/PC's.

   It might be activated by a special tag in the "all-numbers.rgd" file. 
  And perhaps something on the Bank Editor UI as well.  So, the user 
would import that specific device file and end up with the above.  Other 
device files would provide the usual comboboxes.

   This could then evolve to offer new modes that remove the checkboxes, 
disable bank selects, etc...  The original Bank/Program combo/checkbox 
presentation would still be available for those who really want it.  A 
"Classic" mode, perhaps.
