GNOME Foundation 2019 Annual General Meeting (AGM)

You are invited to attend this year's Annual General Meeting (AGM), which
will be held at GUADEC 2019 <https://2019.guadec.org/>, this year in
Thessaloniki, Greece.

*About the AGM*
Every year, the GNOME Foundation's Board of Directors sets aside some time
at GUADEC for the Annual General Meeting (AGM). Everyone is invited to
attend the AGM and hear updates on what has been happening at GNOME for the
last year, and also to get to know the new Board members and ask any
questions that they may have. If there are any items requiring a vote by
the Foundation membership to resolve, a vote is conducted at the AGM.

*Why attend? *
Besides getting an update on what has happened at GNOME over the last year,
and getting to know some of the GNOME Foundation leaders, there will be
other fun things planned too. Sometimes we do give-aways and prizes, and
will take a break for the GUADEC group photo -- which you'll definitely
want to be part of to prove you attended GUADEC 2019! At the end of the
AGM, we'll do our annual Pants Award ceremony. Yes, we give away trousers.
You'll see what we mean if you attend.

This year, there will be a vote about bylaw changes that the Board is
proposing, including changes to Board terms and updating the bylaws to make

mailing list, the Board plans on explaining these changes at the Q before
an in-person vote is conducted so that Foundation members have a chance to
ask any questions that they may have. While community members are welcome
to join the discussion, only GNOME Foundation members are allowed to
participate
in the vote.


If you are a member of our community who has contributed significantly, we
encourage you to apply to become a GNOME Foundation member as soon as
possible so that you can participate more fully in events like our AGM. For

+1. All of the current board members are in agreement that this should be
done and Neil has been investigating how we might do this. So far he's
found someone who has the time and expertise to help us, and is working
with them to understand what needs to change in the bylaws and and how to
implement the changes practically. Unfortunately, it wasn't possible to
move to two year terms for this election cycle, but we hope that it can
move to the staggered two year cycle asap!

Events Code of Conduct and New Committee Ratification

Dear Foundation Members,

The GNOME Foundation Board of Directors would like to announce the
ratification of an Events Code of Conduct for GNOME events:

This Event Code of Conduct is the product of over one year of work by the
Code of Conduct Working Group, as well as a round of feedback from GNOME
community members, and scrutiny by the GNOME Foundation Board.

The Board has also appointed a new Code of Conduct Committee (
https://wiki.gnome.org/CodeOfConductCommittee) to help with:

   - Ensuring that GNOME events follow the GNOME Foundation's events codes
   of conduct.

   - Responding to incident reports, in accordance with the incident
   response guidelines.

   - Keeping records of code of conduct issues, and tracking repeat
   incidents.


The Code of Conduct Committee can be reached at code-of-conduct-committee@
gnome.org.

The GNOME Foundation Board invites interested community members to
participate in the general Q session to be held at the 2018 Annual
General Meeting (AGM) at GUADEC if they have questions for the Board about
this new events Code of Conduct.

While this Code of Conduct for Events has been ratified, we look forward to
continue to improve it in order to help make GNOME events a safe and
welcoming place for our community.

Call for Bids for GUADEC 2019

Hi all,

The GNOME Foundation would like to invite bids for hosting GUADEC 2019. GUADEC
is the biggest gathering of GNOME users and developers, which takes place
in Europe every year, and you could make it happen next year!

If you are interested in submitting a bid, please send an intention to bid
by end of the day on Sunday, May 6th. Bids will be due on June 3rd, and you
can talk to the Foundation Board and previous GUADEC organizers to find out
more about what is involved.

Intentions to bid and bid submissions should be made by e-mail to
foundation-announce
gnome org and board-list gnome org. Both intentions and bids should also be
added to https://wiki.gnome.org/GUADEC/2019/Bids.

Bids from previous years are available for reference [1]. Your bid should
demonstrate that:

   - The location is easily accessible by plane or train
   - You have a motivated local team with a few core members, preferably
   with experience in event organization
   - A good venue is available to host the event
   - There are affordable accommodations and places to eat
   - There is local industry and government support

While organizing a conference such as GUADEC is a huge undertaking, people
from the GNOME community have been there before you and will be there to

including an overview of the sorts of things you should include in the
proposal.

GNOME-Related Small Event Ideas and Resources

Hi everyone,

The Engagement team recently updated relevant pages on the gnome wiki to
help our community our sparkly new GNOME-Related Events page
<https://wiki.gnome.org/Engagement/Events> [1]. Please take a look!

This new page has a list of ideas for small events that the Engagement team
would like to encourage the community to organize, as well as links to
resources for the events (SWAG, budget, etc). This initiative started in
order to help the community organize impacting events for user conversion,
GNOME brand awareness, community strengthening, etc. If you have other
event ideas, we encourage you to add them.

*Small events budget*
You may notice that we have a $50 USD budget for small events, just like we
have started having for release parties. This is a direct response to
community members' requests for funding for things like social events at
hackfests.

*Questions?*
If you have any questions about the events budget and/or the wiki page,
please send them to the Engagement team (engagement-l...@gnome.org), or to
me, since I've been actively involved in this project and am the current
budget holder for the Engagement team. I'm sure we'll find ways to improve

Announcing officer position changes on the Board

Hello Foundation members and friends,

I'm writing to let you know of some recent changes to the officer positions
held within the GNOME Foundation Board of Directors. Alexandre Franke
resigned as Secretary on February 13, 2018, and we appointed Allan Day as
his replacement during our last Board meeting, on Tuesday, March 6th. We
appreciate Alexandre's contributions as Secretary, and we thank Allan for
stepping into that role.

There is no change to the actual membership of the Board or other officer
positions, and Allan Day will continue to also hold his position as
Vice-President until the end of the term. Allan has been and will continue
to take notes and publish meeting minutes from a couple of weeks ago until
the end of this Board's term.

I'd like to note that this is not the official way we'll be reporting about
hackfests we had this year -- we do that in the official GNOME Annual
Report. What you're referring to is my personal blog.

If someone wants to contribute to Wordpress so that they offer more free
software options, great! I'm not a developer and so will not be very useful
in discussing how to fix the technological aspect you're referring to.

If you guys still want to chat outside of this mailing list, I'm happy to
do so. I'm moving the list to bcc so we can continue the conversation if
needed.

Welcome to Didier Roche, new Board member!

Dear all,

As many of you know, Zeeshan Ali recently stepped down from the GNOME
Foundation Board. As a result, we've had a place on the Board to fill. In
these situations, the bylaws [1] state that the Board of Directors may
choose a replacement of their choosing [2].

After accepting nominations from the community [3], and conducting an
internal voting process, we are very happy to announce that Didier Roche
will be joining us with immediate effect. Didier Roche is part of the
Ubuntu desktop team at Canonical and has been very helpful with recent
GNOME community efforts to help with the Ubuntu migration. He is proactive,
friendly, and we think he will make an excellent addition to the Board.

Welcome Didier, and thank you for accepting this position! We look forward
to working together in the months ahead.

CoC Enforcement Training Interest

Hi Foundation Members,

Rosanna and I are thinking of participating in a Code of Conduct (CoC)
enforcement workshop run by Sarah Sharp on Sunday, November 26th in SF. The
event is tentative now, but we would like to know who else might be
interested in attending, either virtually or in person, just so we know how
large the interest is. We may propose holding a separate large event if
there's enough interest.

The workshop would include running through some common "tough situations"
and learning tips on how to handle them. Our goal in going is to gain some
insights into how to better shape the GNOME Event CoC we have started and
also get ideas on how to train local events organizers.

GNOME Beers with the Board in Berlin

Hi All,

The GNOME Foundation Board will be meeting in Berlin this week (Oct 6 -
8th) for a hackfest <https://wiki.gnome.org/Hackfests/Foundation2017> [1]
to plan for the upcoming financial year. While we're there, we would love
to invite anyone in the area to join us for drinks on Saturday, October
7th.

We're aiming to hold the event at C-Base
<https://en.wikipedia.org/wiki/C-base> [2], one of the world's first
hackerspaces, and will update the wiki page referenced above as the time
draws nearer. I'm pasting the current event details below.

We hope to use #Engagement on IRC and the public GNOME Telegram group to
communicate with anyone interested in joining us closer to the time we are
there. If you're not part of the Telegram group and would like to be, let
us know.

Since we already allow non-Foundation members to take advantage of travel
sponsorship money, the problem may be in advertising this fact. Noted.

As of now, we don't have any other accounts set up. We have thought about
using TransferWise <https://transferwise.com/> [1], but I doubt we'll have
this set up in time for this upcoming release party cycle.

It looks like TransferWise would work in Turkey, and in many of the
countries where we have local groups. Does anyone have experience using the
service? Apparently, TransferWise has low fees. *@Muhammet *- have you used
Payoneer or Skrill before and do you recommend those above others? We're
happy to consider other tools and it'd be helpful to know people's
experience using them.

I'm including more information about the larger challenge around payments

Some context on payments

Here are the main problems we've had with sending small reimbursements so
far:

   - Bank transfer fees are heavy and paid by both the GNOME Foundation and
   usually also by recipients, depending on their bank's policies.

   - PayPal is not available in all of the countries where we have active
   groups. It still has steep fees for some countries.

   - We don't want to set up too many online payment accounts because of
   the overhead of managing them.

Because of these issues, it's been hard to reimburse local organizers for
small events. The PayPal solution has worked at least somewhat well for
groups in the past year, but it excludes people in Turkey, where we have an
active community.

We hear you Felipe, thank you for sending that and we will definitely take
it into consideration!

Another important consideration and requirement is that we need to have a
local team that can help with a lot of the planning. LAS is kind of like an
emerging GUADEC -- it's definitely not going to be as big yet, but
eventually we hope it will become as large or larger than GUADEC since it's
not just GNOME-centered.

James - I'll touch base with you to learn more about the space and local
team there. Thank you for the suggestion!

Is anyone else interested in helping to organize LAS at a local level?
Since Spring 2018 (~April) is not that far away, as far as
conference-planning goes, we really do need to keep up momentum on the

LAS GNOME Update | Postponed until Spring 2018

I'm writing to announce that, after a lot of consideration, we have decided
to postpone LAS GNOME from November 2017 to the Spring of 2018. We believe
that this will allow us to have a great conference that helps us meet some
updated goals around the libre application ecosystem, especially now that
we have launched Flathub and are gaining momentum on newcomers initiatives.

Below is more information on our wider proposal for what the *2018 Libre
Application Summit* should be and how it can fit in with regard to other
more GNOME-centered events.

*The Libre Applicaiton Summit / LAS Strategy*
Since the long-term vision for the Libre Application Summit is that it
outgrows GNOME and becomes its own thing, with many ecosystem players
besides GNOME participating, we want to try to get rid of the "GNOME" part
of "LAS GNOME." This means we will start to refer to the conference simply
as the "Libre Application Summit," or "LAS."

We would like to incubate the Libre Application Summit within a North
American event for about 2 - 5 years. We believe this will help us get more
people to attend and provide enough volunteer manpower and GNOME-raised
funding to get LAS off its feet.

*Co-Hosting with a North American GNOME event*
With no formal GNOME-related conference in North America (where a number of
GNOME developers reside), it seems prudent to merge the concept of the
Boston/Montreal Summit and West Coast Summit into a single unitary GNOME
event in North America.

Last week on foundation-list, Allan proposed having something like a "North
American Summit" [1], and we think it's a great idea. However, we would
like to propose that the official name of that event have "GNOME" in the
title so that we can call it out as a GNOME-centered event.

We have come up with some ideas for the name of the event, and would love
help coming up with others. We are missing a clear vision for what the
North American event will become, which makes it harder to name it. We'll
circulate a separate email asking for help naming the event soon.

*Next Steps for LAS 2018*
We are planning an event for LAS 2018 organizers in a few weeks to keep the
ball rolling since the event is still just a few months away. The event
will most likely be the weekend of September 30 - October 1st in San
Francisco since most of the people interested in organizing LAS 2018 are
already in the SF Bay Area.

If you are interested in organizing LAS 2018 elsewhere in North America,
let us know ASAP so we can talk about next steps.

Hello Foundation Members,

I'm writing to announce that we have elected a new Treasurer for the
remaining 2016-2017 term.

Ekaterina Gerasimova announced her resignation as Treasurer on June 1,
2017, and Shaun McCance was voted unanimously by the GNOME Foundation Board
of Directors to take her place until the formal handover to the new
officers at GUADEC 2017.

The Board thanks Ekaterina for all of her work over the past few years
serving as Treasurer. She has helped shape the GNOME Foundation's financial
policies and has, in many ways, been the guardian of the financial health
of GNOME.

to the Board. The Board is in advanced stages of the process. As of now, we

We're all here to learn from the past. Since drafting a CoC can become an
emotionally charged subject very quickly, we need to make sure not to make
things personal.

I appreciate your sensitivity to a past issue that caused a lot of
controversy, so thanks for sending that link. It's a great example for us
to consider when drafting the CoC, so that we dissect the issue and think

Hi Richard, you're not doing anything wrong. I think the problem is with
the moderation of the emails. Lefty's emails may not all be coming in, so
it's hard to know if everyone has seen the entire conversation unfold. I'm
not the foundation-list moderator, so I'm basing my response on Shaun's
last email.

*@Everyone *- The Foundation list does not need to know the entire
conversation going on. It's not our business and seems to be personal
between two members. I agree that we should protect members from
harassment.

*@Richard* and *@Lefty*, if either of you feels like you are being
personally harassed, please send an email to
coc-working-group-l...@gnome.org describing the full concern and we'll try
to help. The entire Foundation list no longer needs to be involved in the
threads you guys are sending as it has devloved from being productive and
has become more personal. Let's try to have a constructive conversation
instead of one full of personal attacks.

I'd like to raise the point that we do not have an organizational CoC with
a strong enforcement policy. This is something the CoC Working Group is
hoping to propose as a Phase II of this project. This would help with what
James is talking about.

It takes each and every one of us to promote a safe and welcoming space. We
hope that you'll help us remain productive through this CoC drafting
process and welcome more resources and examples for us all to learn from.

If any of you are planning on attending the Boston Summit this October at
MIT, please consider representing GNOME at the Libre Learn Lab summit.
Their Call for Proposals deadline is this Friday, July 15th:

talk this week.

Members of our Advisory Board are helping to organize Libre Learn Lab,
which is a binannual two-day summit at the Tang Center in the Sloan School
of Management at MIT in Boston, Massachusetts on October 8th and 9th 2016.
The event is for people who create or implement freely licensed resources
for education. So far, confirmed keynote speakers include Stefania Druga
from HacKIDemia  and Andrew Marcinek from the U.S.

I think this is a very interesting question and I would approach it in two
ways:

   1. What is the role of the Board in actively combating negative
   perceptions of the GNOME Project in the eyes of the community?

   2. How can the Board empower the community to be able to advocate on
   behalf of the GNOME Project and the Foundation?

I would love to explore the first, and learn from what has been done by the
Board in the past in such instances. I imagine we could potentially release
a statement publicly to defend the GNOME Project, if needed. That being
said, I would really like to understand where the negative remarks are
coming from and if there's a common theme. I'd ask questions like, are the
negative remarks coming from a single user or user group? What's at the
foundation of their attack? Do they have any valid point, or is their
campaign just based on hatred or misunderstanding? Once we better
understand the negative comments and campaigns, then we can decide if their
criticism is something that we want to take into account and change about
the Project, or not. There's often truth in criticism, and so my approach
would be to understand what's at the bottom of the campaigns first and
foremost in order to improve the Project, and in order to keep it safe.

The second point is important too — it would be great to empower the
Foundation members, and our larger community, to help us combat negative
campaigns. We can do that by increasing the communication flow and
educating the community on the criticism, on what we are doing to address
valid points in the criticism, and how we should handle any parts of the
negative campaign that are invalid or just hateful.

Since I'd be a new Board member, I haven't been planning anything like that
:) But, I'd love to hear suggestions like this surfaced to the Board! What
are your ideas to benefit the whole community? This User Experience Roadmap
idea sounds very interesting, and I'd love to hear more about the problem
you think it'd help solve. If it's not something that the Board should be
involved with directly, maybe we can point you out to the right team or
figure out the best way to address your concern.

I'd love to help promote a culture of listening in the Board and be
proactive in serving you guys. Because of my Engagement team hat, I'm
really interested in hearing more ideas for how to connect existing members
and draw in more users and contributors.

I plan to dedicate around 5 - 15 hours a week for GNOME activities, and
know that some days the work will be lighter and sometimes it will be
heavier. My employer is understanding of my commitment to GNOME, so I would
be able to adjust my hours as needed.

I would approach this question from the Engagement team's perspective :) We
are working on things to empower local groups, not just in Asia, but all
over the world. The first thing is identifying our core local organizers in
Asia, talking with them to understand their needs, and then giving them
tools to empower them. We are creating more visible merchandise for GNOME
so that local organizers can easily buy things like stickers, t-shirts,
pens, etc. In order to make GNOME more accessible, we are also working on a
budget plan - and will try to create an easy process for local organizers
to ask for a budget for things like meetups, release parties, merchandise,
and potentially travel to conferences to represent GNOME. I also hope we
can start better documenting the success stories for starting and
maintaining new local groups so that we can replicate them in other areas.

I have a lot of other ideas, as does the Engagement team. If you're
interested in learning more about our work, and potentially contributing to
our local organization project... you should join us! ;) Our meetings are
at 17:00 UTC on Fridays via IRC (#engagement) and video calls. It'd be
great to have more members in Asia so we can start regular Engagement
meetings at another time and then sync the two Engagement teams via regular
email updates and IRC.

I'm not sure that I fully understand this question, but I think you're
asking how an ED would function in relation to the Board. Please send a
follow-up question if that wasn't really your intended question.

Since I haven't been a Board member before, I don't have full visibility
into that relationship, however, one particularly interesting part of the
ED's job description is that he or she would be the main relationship
builder between the GNOME Foundation and the Advisory Board. I would love
to help the ED better leverage the Ad board ;) I really like the idea that
we can ask our Ad Board not only for monetary help, but for relationships
that can help the GNOME Foundation (like connecting us to speakers for our
conferences, or helping us post news items to the press wire when needed,
etc).

As part of the Board, I would be particularly interested in increasing
internal communication throughout the GNOME project and understanding the
pain points and wish lists of each team so that the Board can better serve
and connect them to resources. Until we find an ED, it would be great if
the Board can take a proactive stance towards leveraging the Advisory Board
to help the GNOME project in these ways, and when we find the ED, the Board
can still help the ED be the bridge between all teams.

I just want to emphasize the importance of listening and learning first. In
order to be truly effective, I want to first spend time learning more about
how everything functions, including the ED / Board relationship.

like this. We need more members to get cool projects off of the ground, so
if you are interested in increasing internal engagement at GNOME, or
