The Congress and the BJP are in a straight fight with each other for the seat in South Goa district. The Congress leadership is quite irked at stance of Save Goa Front, a constituent of the government, as its leaders and workers worked against the Congress nominee in the by-poll. The Congressmen have demanded action against the SGF leader, Mr Churchill Alemao and demanded that he be dropped from the cabinet. According to the sources in the party, if the Congress nominee fares below par in the constituencies represented by SGF, the chorus for removal of the SGF leader from the government would only grow louder and the party would soon have to take a decision to please the Congressmen. The sources in the party, however, said that no conditions have been put forward by the MGP MLAs. According to the Congress leaders, both the MGP legislators want their voting rights in the House restored for extending support to the government and the party leadership has acceded to their request. Mr Ramkrishna Dhavalikar, however, said that the case him and his brother was dropped because there was no substance in the case filed against them. He hastened to add that it was for the Speaker and the Supreme Court to decide on the matter. The sources also said that there could be a minor reshuffle in the ministry and one of the ministerial colleagues of the Chief Minister could be axed. The possibility of dropping one of the Alemao brothers has not been ruled out to accomodate one of the Dhavalikar brothers. An outbreak involving 370 cases was reported in Kingston, Jamaica, in December 2006 but was believed to have subsided. However, two new cases have been identified in the Kingston area in the last few weeks. Goa has also seen a rise of malaria cases in residents since last year. During the first six months of 2007, there were 788 cases. In the same period of 2006, there were 240. There have also been a few cases of malaria in travellers to Goa as recently as August. In Sanguem taluka the BJP took a lead given that the constituency has been under a BJP MLA for well nigh two terms and the Van vasis forest dwellers have been well cultivated as grass root workers in this region did well. But unfortunately for the BJP the real blow came to them in some of the Constituencies held by their MLA's viz; Mormugao, Fatorda, Canacona, and Poinguinim where the INC took leads. Contrary to the common belief that the SGF would play spoil sport the leads for the INC were convincing in Curtorim and Navelim. Similarly in the case of Benaulim where the NCP MLA reigns supreme there was no signs of the SGF or the UGDP having tilted the votes to the BJP camp ; the same appears to be the scenario in Loutolim, Cortalim Velim and Quepem. In conclusion one could read from this bye elections the following scenario a) those who were disillusioned with the current politics in the State stayed away from the EVM's b) the secular votes of SGF UGDP NCP and an Independent appears to have easily gone to the INC c) similarly the MGP votes went to their near ideological partner the BJP Since as already stated all regional and national parties contested against each other in the 2nd June 2007 Assembly elections; except for the pre election partners viz the INC and the NCP it was difficult for any sitting MLA either in the oppositon or the BJP to campaign for votes in favour of the INC or BJP for the 2 Lok Sabha Mormugao Parliamentary Constituency For the BJP it must be clear that the secular votes cannot be expected to go for the right wing hindu fundamentalist party notwithstanding their efforts to show a peace flag in the Catholic bastion of Salcete. Another major reason that the BJP did not succeed even in their own homeground talukas in Novas Conquistas arties was owing to its soft polarisation agenda that started since 1994 and was reinforced during their rule since 24th October 2000 which had clearly attempted to divide the voters on two planks a) Catholics and Moslems ---as voters of INC and other secular based pAnother major reason that the BJP did not succeed even in their own homeground talukas in Novas Conquistas arties viz SGF and UGDP b) Hindus as voters of the BJP and MGP . Hence the offer of the BJP seat to a Catholic was seen by the voters as a betrayal of their leadership just to grab power at any cost. Credibility of Mr Manohar Parrikars suffered a downfall having hobnobbed with the likes of Mr Antanasio (Babush ) Monseratte, and the Churchill Alemao overnight under the guise of Goa Democratic Alliance to grab power in the State despite his pre election assurance that they would sit in the Oppostion if they did not get a majority. He proved that his was not a party with a difference. Even the BJP High Command Mr L K Advanic and Mr Pratap Rudy overseeing the BJP desk in Goa had rebuked Mr Parrikar for his lack of foresightedness in the July August 2007 drama to bring down the INC NCP government. From now on it would be ideal for the Opposition and the Ruling alliance to take note of the peoples disgust and bring about a reasonable attempt at governance a message which His Excellency the Governor of Goa Mr S C Jamir had given to the elected representatives of Goa Legislative Assembly at the time of Budget presentation. For the INC NCP combine led by Mr Digamber Kamat they should realise that cultivating the SGF and the UGDP instead of the MGP Sudin and Deepak Dhavalikar would be the ideal situation for stability and have a cohesive vote bank in the Velhas Conquistas talukas not vice versa. This is even conceding the fact that the writ of Mr Alemao on his personal capacity till this dates runs beyond his constituency and that of Monseratte in Taleigao Santa Cruz Panaji and eventually whole of Ilhas (Tiswadi)and Dhavalikar brothers within the Ponda taluka. Wow ! What a spectacular exchibition of photographs taken all over Goa by Rajan Parrikar. He is not a professional photographer, at least that is what I believe, but the photographs are excellent, in composition, subject, background etc. His love for Goa shows in his comprehensive coverage of various parts of Goa. This is a must see for our Goencar bhau (including me) who think that Goa starts and ends with the relatively narrow and crowded districts close to the ocean. Rajan has journeyed to the interior of Goa as well as the coastal districts and chosen a wide variety of subjects to photograph. There is Tambde Surla temple, there are the remains of the ancient port built by the Kadambas along the Sal river, there are portraits of ordinary people in the hinterland. It was wonderful talking to Rajan in whom I found a fellow Goaphile who is so passionate about Goa, I asked him if he was going to publish a book with his photographs. Yet none had any arguments when the social / legal (non-religious) reasonings against consensual sex were presented. TRIBUTE TO A TRUE GOAN By Valmiki Faleiro Hoary Hospicio, South Goa’s major public hospital, opened on December 13, 1867, in a thatched hut. Yes, a single thatched hut. A saintly Catholic priest, Antonio Joao Miranda, a Margaoite who lived on the same street as I am now privileged to, started it at a time when the town reeled under an epidemic of the dreaded small pox. Dozens were dying. Disposing the dead was difficult: people feared the contagion. In tattered cassock and ragged leather chappals, Pe. Miranda, after whom Margao’s main entry thoroughfare is today named, not only tended the sick and buried the dead, but went door to door beseeching the wealthy Margao gentry for alms for his ‘Hospicio do Sagrado Coração de Maria.’ Like his ‘Gaudi’ patients, he lived on ‘ambil’ and frugal meals. The institution, under a Trust, received funding from the colonial regime much after the Padre had demised. Such were pioneers. Let us pan to the present. Hospicio was nationalized in the late 1960s. It is since begging for both official attention and facilities. Money was well spent in the 1980s, on a new block behind the old, now heritage, structure. The present morgue was added. Times still were when ministers inaugurated only major public projects, not urinals and, as we shall see, compound walls. Then Health Minister, Dr. Wilfred de Souza, caused a flutter when he insisted on ‘inaugurating’ the morgue. He didn’t do it the way Margao’s irrepressible stormy petrel, late Jyoti Sarmalkar, wanted him to. Dr. Willie cut a ribbon and spoke about caring for the dead, even if he forgot that those still alive in the by-now notorious public hospital, where one went in vertically but emerged horizontally, also cried for care. Goa’s current Health Minister is a young man in a tearing hurry. Watch how he left all other ministers way behind with a rapid-fire major policy decision to hand over public land in the GMC for a super speciality private enclave. Given the speed at which the young Rane wants to spend public money, I have no doubt the proposed District Hospital in Margao will soon be a reality. And the hoary Hospicio, history. I have an honest suggestion to my friend, Digu, the Chief Minister. When the new hospital is ready, pay a fitting tribute to the old Hospicio premises. In the heritage part, house a South Goa branch of the Dept. of Archives and Archaeology, an urgent need. Old civil registration records, re-shifted in mixed wisdom from the erstwhile Psychiatry Hospital at Altinho-Panjim, need better handling than what they receive at the crammed Sub-Registrar offices in South Goa. The impression that these records, pertaining largely to Goa’s Christian minority, are systematically being destroyed, must be allayed. Margao also needs a sub-Central Library. House one in the new block of the Hospicio. Pretty certain Pe. Miranda would be pleased. UZGATTAN: One has heard of public projects, big, small and insignificant -- from a wayside bus shelter to a public WC block -- being inaugurated by our worthy ministers. But, inaugurate a compound wall? The North Goa Member of Parliament, Sripad Naik, not long ago inaugurated a compound wall built around a college campus at Mapusa. The wall was funded from his ‘Local Area Development’ kitty. Pray, how does one inaugurate a compound wall? Simple, fix a plaque to the wall and unveil it! Even routine repair work of old public utilities like roads, are now being inaugurated by our worthies. The trend, I believe, was started by Luizinho Faleiro, a past master at appropriating credit to himself, even if none was due. But then, I guess, that singular skill -- of appropriating or misappropriating -- is the true hallmark of today’s authentic politico. DROWNING DEATHS: We entice people from India’s hinterland to our land of beaches and booze. A fatal combination for those who have never seen an ocean, and liquor so cheap. A handful of untrained and underpaid lifeguards -- however gallant their individual rescues -- could have never stemmed the alarming tide of sea drowning deaths. Goa Tourism Development Corporation and its ex-chairperson, Fatima de Sa, did well to recruit and train a hundred lifeguards. That would have earned them accolades anyway. But the GTDC did not stop there. It went overboard with a series of large newspaper ads with macabre titles. Was that necessary? Have our Babus lost all sense of proportion and sensitivity? DEMOCRACY: In the tailpiece last Sunday, I had spoken of low voter turnout for the Oct 31 poll. We must thank the migrants; else, the figure wouldn’t have crossed 20 percent. Time Digu started work, and not only for the migrant Aam Aadmi. Even if decisions for the good of Goa cost him the chair. After all, as he rightly said, CMs are not permanent. The Goa State Commission for Children (GSCC) which works for promotion and protection of child rights in the State The Commission observed the bus operators do not permit students to enter the buses until all the seats have been occupied as they pay only 50 per cent fare as provided under rules. This means that all children are only permitted to stand in buses. Children then have to make their way into the buses with heavy bags/raincoats and are pushed into buses that are packed over permissible limits. Some students have also complained that the bus conductors are rude and at times even subject them to sexual harassment. Adults who travel in these buses also allow for this unjust practice to continue as if it were only fair that they be allowed to sit since they are paying more, pointed out Commission. RECOMMENDATIONS *It should be made mandatory in all buses (both public and private), to allow children to enter the buses and be seated and to be treated equal to passengers who pay the full fare. I had previously told him I was planning on visiting the Taj Mahal and then proceeding to Goa by train. When I asked him why he would not let me out, he told me that Indira Gandhi had been shot a few days earlier and that Hindus were still stopping trains and killing Sikhs and vice-versa. One thing communism has achieved in Cuba is that it has almost wiped out religious and racial discrimination. Another thing that communism has achieved there is Cuba's medical services. Countries that provide free medical services that are better than Cuba's can be counted on the fingers of one hand. But it has suddenly woken up... THEY serve up the same luxury of sea views and salt spray, but one year ago you could hardly speak of Juhu and Calangute in the same breath. One is home to the cream of Mumbai and Bollywood, with residential real estate rates here making it to global charts. The other is on every globetrekker's annual December agenda, a pristine Goa beach skipped by the winter and the moral police. Now, unbelievably, the two unlikely rivals are neck to neck in the realty market. Goa's big story is no longer the foreign tourist returning unerringly. It is the cold mathematics of real estate, more fashionable here than in any Tier Two town and pricier than ever before. In Panjim, where prices have doubled in a year and developers are fielding enquiries from Europe, New Delhi and Bangalore every day, apartments in well-planned townships are demanding—and fetching—Rs 10,000 a sq ft. Goa's real estate is quickly moving away from its original tag as holiday home property, says Anuj Puri, managing director of property consultants Jones Lang la Salle Meghraj. Puri confirms there is keen interest among foreign buyers too, perhaps a lot of the tourists now want to just stay back. In Phase I, 42 per cent of our buyers were Goans seeking to shift residence into this gated community—for the lifestyle, the amenities and the security, says Brigadier SCK Puri, director at the lavish project of plots and readymade tiled-roof homes on thoughtfully landscaped slopes on a 140-acre estate adjoining the sea. The others were from Delhi, Mumbai and Bangalore while another 30 per cent belonged to the UK and the Middle East. Depending on the view, plots in Aldeia de Goa could set you back by about Rs 40,000 to Rs 55,000 a sq m—up from Rs 15,000 a sq m two years ago. Sit Right Backside Arrangements Where you are seated, and who you are sitting with By Cecil Pinto Many moons back I had written about my entrepreneur friend Michael D'Costa whose latest unconventional business, at the time, was Mood Guests on Call, which basically consisted of sending specific paid guests for weddings and parties to define and enhance the required ambience. Since then Michael has moved on and now runs Sit Right Backside Arrangements. What exact service does SRBA provide? I plan out the exact seating arrangement at the wedding reception in advance, in consultation with the groom and bride and their families. Why don't you just join me for a client meeting Cecil? So off we go to the house of Edwin and Priscilla Alvares whose son Savio is down from Kuwait and will be marrying Marushka Rocha, daughter of Cajetan and Lucy, who works at a Call Centre in Mumbai as a senior supervisor.
