Panaji, Nov 03: Congress candidate Fransisco Sardinha won
Mormugao constituency Lok Sabha bypoll by 40,000 votes on Saturday. He defeated
his close rival Wilfred Mesquita of BJP. 
The counting for the October 31 Mormugao constituency Lok Sabha bypoll
began here today at 0800 hours. 



The Congress and the BJP are in a straight fight with each other for the seat
in South Goa district.  The seat fell vacant after the then Congress
MP Churchill Alemao resigned on May 8 this year to join state politics.   
Congress has fielded Fransisco Sardinha
against BJP's Wilfred Mesquita. Two Independents - Hamza Khan and Jawahar Dias
are also in fray.

I am totally disappointed that GOASURAJ has stooped so low to say may BJP wins.


Thant congres is bad is anybody's guess, but wishing the comunial cancer like 
BJP to resurface is disastrous.

I am happy, not that Sardinha has won, but that the south goan electorate has 
show the BJP the door. I guess the so called best CM Manohar parrikar should 
pack his bags and take sanyas along with all his other BJP zealots and cohorts.

There is no place for communial elements in GOA! Not now, not never!

Minister Digamber Kamat to congratulate him for the party's victory in Mormugao
Lok Sabha bypoll. 


Just now I got a call from Sonia Gandhi congratulating
me for the victory. This is a victory of all the party workers who worked 
overtime,
Kamat told mediapersons outside the counting station in Margao town on
Saturday.


Refuting the BJP's allegation that the low voters turn out
showed people's no confidence in the state government, the chief minister on
Saturday said that the victory has proved that the Goan voters are with them.


Kamat also lauded its alliance partner Nationalistic
Congress Party (NCP) for their share in the campaigning. NCP leaders
campaigned with us throughout, which anointed our victory, he said.


Though he did not comment directly on other two alliance
partners -- Save Goa Front (SGF) and Maharashtrawadi Gomantak Party (MGP) who
had declared their support to the Congress candidate.


I presume everyone worked for us and that is why the
Congress got victorious, he mentioned.

coveted `Karamveer Puraskar' this year conferred by ICONGO. 


ICONGO, a Delhi-based confederation of NGOs, will be
honouring the singer under the category Artistes 4 Change award
during their two-day conclave scheduled in Delhi from November 25.


The singer has been on the forefront of various movements in
Goa and had hit the headlines when he declined
the state government award this year.


Remo has been vociferous on spending public money on
festivals like International Film Festival of India (IFFI).


Commenting on the award, he said, it gives a wonderful
feeling because it is not given for my music's chart positions or sales
figures; but rather for the socio-political contribution which the content of
my music has made to the society.


My songs have tried to give out positive messages
about drug, AIDS, women exploitation, communalism and corruption; and having
this aspect of it appreciated and awarded is particularly satisfying, much more
so than receiving a film or music industry award, the singer told PTI.


Appreciation is the greatest encouragement and
motivation to do better, whether you are a sweeper or a company director.

Panaji, Nov 2 With the by-election to the Mormugao (South Goa) parliamentary 
constituency over, the Congress
leadership would now have to do a balancing act by acting against those who 
worked
against the party and also keep the partymen happy as well as strengthen the
functioning of the government.  The
Congress leadership is quite irked at stance of Save Goa Front, a constituent
of the government, as its leaders and workers worked against the Congress
nominee in the by-poll. The Congressmen have demanded action against the SGF
leader, Mr Churchill Alemao and demanded that he be dropped from the
cabinet.  According to the sources in the
party, if the Congress nominee fares below par in the constituencies
represented by SGF, the chorus for removal of the SGF leader from the
government would only grow louder and the party would soon have to take a
decision to please the Congressmen.


The Congress sources further said that the party high command was
aware of the anti-Congress work of Mr Alemao and his party men and that action
against him could depend on the election results. They also went on to add that
even if no immediate action is taken against Mr Alemao, it would follow at
appropriate time.  Though any threat to
the Congress-led government headed by Mr Digambar Kamat has been ruled out at
least for the moment in case of party nominee being defeated at the hustings,
the party has geared up to face any eventuality.  The Congress party has 
already drawn a
contingency plan by “withdrawing” the case for disqualification against the
Maharashtrawadi Gomantak Party MLAs, Mr Ramkrishna Dhavalikar and Mr Pandurang
Dhavalikar, in case it has to take action against Mr Alemao and drop him from
the cabinet.  The sources in the party,
however, said that no conditions have been put forward by the MGP MLAs.
According to the Congress leaders, both the MGP legislators want their voting
rights in the House restored for extending support to the government and the
party leadership has acceded to their request.


Mr Ramkrishna Dhavalikar, however, said that the case him and his brother
was dropped because there was no substance in the case filed against them. He
hastened to add that it was for the Speaker and the Supreme Court to decide on
the matter.  The sources also said that
there could be a minor reshuffle in the ministry and one of the ministerial
colleagues of the Chief Minister could be axed. The possibility of dropping one
of the Alemao brothers has not been ruled out to accomodate one of the
Dhavalikar brothers.  According to the
sources in the party, the Congress leadership would now have to focus on the
issues raised by the partymen and take actions against those who worked against
Mr Francisco Sardinha, the party nominee for the elections and president of Goa
Pradesh Congress committee. Mr Sardinha has said that the SGF has worked

It may be a question of a few hours, on Saturday morning, for Goans to know who
will represent them to the Centre from Mormugao constituency.  Fate of Mr 
Francisco Sardinha (Congress) and
Dr Wilfred Mesquita (BJP), apart from two independent candidates will be known
within couple of hours of counting, which will be taken up tomorrow morning.
Counting of votes of the South Goa
parliamentary by-election will begin at 8 a.m and the whole process is expected 
to end
by 11 a.m.  According to the assistant returning officer,
Mr Venancio Furtado, counting will simultaneously begin in five halls – three
in Damodar College of Commerce and Economics and two in Kare College of Law.  
Both the national party candidates expressed
confidence of winning the by-poll.


The Congress candidate, Mr
Francisco Sardinha said he will stick to his stand of winning with a margin of
15,000 odd votes.  The BJP candidate, Dr
Wilfred Mesquita was brimming with confidence and said that he would win by a
margin of at least 10,000 votes. “I will definitely obtain a lead of 4,000
votes in Vasco and Mormugao,” Dr Mesquita emphasised and added that he would
lead in at least 14 to 15 other constituencies.

Gazette notification of a public holiday to the whole state; but later a 
confusion of sorts – the paid public holiday was sought to be modified only to

was believed to have been turned down by the Chief Minister who holds the 
industry portfolio but only as late on the afternoon of eve of polling day. e) 
considering that both candidates were Cristao Bamonns they are not known to 
spend funds and many say they would opt to stash away electoral funds for their 
winter forays.

October 31 byelections to Mormugoa Lok Sabha constituency in south

district.

Goa Pradesh Congress Committee President Francisco Sardinha won

the Mormugao seat with about 41,000 votes over his BJP rival Dr

Wilfred Mesquita.

Kishore Samrite of the Samajwadi Party defeated BJP's

Dhareshwari Bhatere, wife of former minister Dilip Bhatere, by a

margin of 3734 votes in Lanji assembly constituency.

Mr Samrite, who came on the third spot in the 2003 election,

wrested the seat from BJP with a margin of 3734 votes, netting a

total of 28,779 votes as against 25,045 votes polled by his nearest

BJP rival Dhareshwari Bhatere, widow of former minister Dilip

Bhatere (BJP), whose death caused the byelection.

The National Travel Health Network and Centre has reported an increased risk of
malaria in Jamaica and Goa.  An outbreak
involving 370 cases was reported in Kingston,
 Jamaica, in
December 2006 but was believed to have subsided. However, two new cases have
been identified in the Kingston
area in the last few weeks. 

Goa has also seen a rise of malaria cases in
residents since last year. During the first six months of 2007, there were 788
cases. In the same period of 2006, there were 240. There have also been a few
cases of malaria in travellers to Goa as
recently as August.  ABTA is encouraging
agents and tour operators to inform their clients of the risk of malaria in
these regions.

It was quite obvious that the MGP Dhavalikar brothers
could not direct their voters to vote for the INC and
hence the voters appeared to have voted for their near
ideological partner the BJP and got a lead in the 
constituencies of Priol and Marcaim in Ponda Taluka.  

In Sanguem taluka the BJP took a lead given that the
constituency has been under a BJP MLA for well nigh
two terms and the Van vasis forest dwellers  have
been well cultivated as grass root workers in this
region did well.
But unfortunately for the BJP the real blow came to
them  in some of the Constituencies held by their
MLA's viz; Mormugao, Fatorda, Canacona, and Poinguinim
where the INC took leads.

Contrary to the common belief that the SGF would play
spoil sport the leads for the INC were convincing in
Curtorim and Navelim.

Similarly in the case of Benaulim where the NCP MLA
reigns supreme there was no signs of the SGF or the
UGDP having tilted the votes to the BJP camp ; the
same appears to be the scenario in Loutolim, Cortalim
Velim and Quepem.

In conclusion one could read from this bye elections
the following scenario
a) those who were disillusioned with the current
politics in the State stayed away from the EVM's
b) the secular votes of SGF UGDP NCP and an
Independent appears to have easily gone  to the INC
c) similarly the MGP votes went to their near
ideological partner the BJP 

Since as already stated all regional and national
parties contested against each other in the 2nd June
2007 Assembly elections; except for the pre election
partners viz the INC and the NCP it was difficult for
any sitting MLA either in the oppositon or the BJP to
campaign for votes in favour of the INC or BJP for the
2 Lok Sabha Mormugao Parliamentary Constituency

For  the BJP it must be clear that the secular votes
cannot be expected to go for the right wing hindu
fundamentalist party notwithstanding their efforts to
show a peace flag in the Catholic bastion of Salcete.

Another major reason that the BJP did not succeed even
in their own homeground talukas in Novas Conquistas
arties was owing to its  soft polarisation agenda that
started since 1994 and was reinforced  during their
rule since 24th October 2000 which had clearly
attempted  to divide the voters on two planks a)
Catholics and Moslems ---as voters of INC and other
secular based pAnother major reason that the BJP did
not succeed even in their own homeground talukas in
Novas Conquistas arties viz  SGF and UGDP b) Hindus as
voters of the BJP and MGP . Hence the offer of the BJP
seat to a Catholic was seen by the voters  as a
betrayal of their leadership just to grab power at any
cost.

Credibility of Mr Manohar Parrikars  suffered a  
downfall having hobnobbed with the likes of Mr
Antanasio (Babush ) Monseratte, and the Churchill
Alemao overnight under the guise of Goa Democratic
Alliance to grab power in the State despite his pre
election assurance  that they would sit in the
Oppostion if they did not get a majority. He proved
that his was not a party with a difference.  Even the
BJP High Command Mr L K Advanic and Mr Pratap Rudy
overseeing the BJP desk in Goa had rebuked Mr Parrikar
for his lack of foresightedness in the July August
2007 drama to bring down the INC NCP government.

From now on it would be ideal for the Opposition and
the Ruling alliance to take note of the peoples
disgust and bring about a reasonable attempt at
governance a message which His Excellency the Governor
of Goa Mr S C Jamir had given to the elected
representatives of Goa Legislative Assembly at the
time of Budget presentation.

For the INC NCP combine led by Mr Digamber Kamat they
should realise that cultivating the SGF and the UGDP 
instead of the MGP Sudin and Deepak Dhavalikar would
be the ideal situation for stability and have a
cohesive vote bank in the Velhas Conquistas talukas
not vice versa.  

This is even conceding the fact that the writ of Mr
Alemao on his personal capacity till this dates runs
beyond his constituency and that of Monseratte in
Taleigao Santa Cruz Panaji and eventually whole of
Ilhas (Tiswadi)and Dhavalikar brothers within the
Ponda taluka. 

While  other MLA's are mere paper mascots who 
flourish only under the prosperity of their party
symbols to win an election and have no charisma of
their own.

I think you are mixing up Hitchens with Gilbert.
Gilbert who has been consistently donating blood
obviously has had the circulation to his brain cut off
from this activity :-) Hitch, on the other hand,
doesn't suffer from a real God syndrome.

You've missed the point of both the question and the
response. The Fijian man was postulating that the
arrival of Christianity has had a civilising effect on
his society (which it might well have had, at least
through the prism of his own eye). He has assumed this
to mean that ergo Christianity is the real religion.
Hitchen's response was that had Christianity been a
divine religion, it's dissemination would have been
earlier and, more evenly and simultaneously spread
across the world.

A more fitting response would have been Frazer's
viewpoint that anthropologically speaking, evidence
points to the fact that all societies evolve to arrive
at the same moral values. Some just take a lot longer.
The Fijians would ultimately stop using human flesh as
canapes before dinner, even without the help of
interventionist missionaries. 

This being a debate, perhaps it's hard to come up with
good responses thinking on your feet as it were,
whiskey glass in hand.

Wow !  What a spectacular exchibition of photographs taken all  over Goa by 
Rajan Parrikar.
  He is not a professional photographer, at least that is what I believe, but 
the photographs are
  excellent, in composition, subject, background etc.  His love for Goa shows 
in his comprehensive coverage of various parts of Goa.  This is a must see for 
our Goencar bhau
  (including me) who think that Goa starts and ends with the relatively narrow 
and crowded
  districts close to the ocean.  Rajan has journeyed to the interior of Goa as 
well as the coastal districts and chosen a wide variety of subjects to 
photograph.  There is Tambde Surla temple, there are the remains of the ancient 
port built by the Kadambas along the
  Sal river, there are portraits of ordinary people in the hinterland.
  It was wonderful talking to Rajan in whom I found a fellow Goaphile who is so 
passionate about Goa,  I asked him if he was going to publish a book with his 
photographs.  He told me that he was planning a Cyber gallery.  Congratulations 
on a job well done Rajan.

Pelo que li da sua autoria e porque graças a si aprendi algo que ignorava e 
me levava a expressar opiniões erradas,
julgava-o mais auto-confiante. Quando falei em publicitar, óbviamente não 
implicava que o fazia por qualquer tipo de interesse comercial. Pretendi tão 
sómente que não fosse mais alguém a divulgar uma qualquer Telenovela, a que 
os americanos tão bem chamaram de soap opera. Julgo que conhece as razões 
para essa denominação.

E da minha parte não há qualquer aborrecimento.
E não fora o meu vício, chamemos-lhe assim, em ajudar os outros a pensar, 
não com afirmações constantes mas com perguntas, eu teria um método muito

Kundaim voter can now heave a sigh of relief

MARGAO, NOV 2 — The lone voter in Kundaim polling booth, Hemant Fadte should
be a relieved man now. For, the Election Commission has ruled that his vote
should be taken up for counting only if the margin between the first and second
candidate after completion of counting of votes in all other polling stations,
is one. This means that Fadte’s vote would be taken up for counting only if the
margin between the two main candidates - Francisco Sardinha and Dr Wilfred
Mesquita - is one vote after completion of counting of votes in all other
polling stations. Given that the possibility of a one vote margin between
Sardinha and Mesquita appears remote, Fadte should hopefully be a relaxed man.
For, if the election authorities had to count his vote along with other votes,
his preference for the candidate would have been known, thus violating the
voting secrecy. The Election Commission dispatched its communiqué to the Chief
Electoral Officer, Goa after the Returning
Officer of Mormugao Lok Sabha Constituency, Mihir Vardhan today. Vardhan had
sought guidance from the Election Commission to the unusual situation in view
of the clear-cut provision in the Representation of People’s Act, dealing with

Quepem ‘quack’ granted anticipatory bail


PANJIM, NOV 2 (HR) — The Bombay High Court at Goa on Friday
allowed the anticipatory bail application of a homeopathic doctor from Quepem
against whom local doctors has filed complaint alleging that he is a
quack.  The Justice N A Britto granted
the application of Dr Peter Fernandes practicing in Quepem. His counsel Adv
Arun Bras de Sa submitted that doctors from petitioner’s area namely Dr Arun
Sankow, Dr Milagres Fernandes, Dr Umesh Netravalkar, Dr Deepak Dangui and Dr
Deepak Lotlikar, mischievously and malafidely in order to settle professional
score and professional rivalry had filed a false complaint against him with the
Disciplinary Committee of Goa Medical Council (GMC) stating that he was a quack
and had no professional degree to practice medicine.  Petitioner however 
claimed to have First
Class Final Year Bachelors degree in Homeopathy, Medicines and Surgery (BHMS)
and he has also registered himself with the Goa Board of Indian system of
medicines and homeopath and also with Karnataka Board of Homeopathy System of
Medicines and the Maharashtra Council of Homeopathy.

Sanguem petrol pump closure causing hardship to
motorists

SANGUEM, NOV 2 — The sudden closure of the lone petrol pump at Sanguem town
due to lack of stocks has caused severe hardship to motorists in the area.  
Residents from in and around Sanguem are
puzzled over the non-availability of petrol in Sanguem, especially since petrol
pumps all over the State get regular stocks of petrol.  The closure of the lone 
petrol pump in
Sanguem constituency has forced motorists to travel to Curchorem to fill fuel.

Disputing the ‘no-stocks’ claim, some locals alleged that the petrol pump was
allegedly sealed by authorities, after the pump owner failed to comply with
certain formalities.  When some residents
confronted the owner over the abrupt closure of the pump, the pump owner
accused the residents of threatening him and warned them not visit the petrol
pump again.  A resident, Dilesh Sambhari,
however, lodged a police complaint with the Sanguem Police Station, accusing
the petrol pump owner of threatening him with dire consequences.  Another 
resident, Antonio Carvalho, urged
authorities to permanently close down the petrol pump and to issue fresh
permission to another individual to open a petrol pump in Sanguem.

Kamat rules out Goa cabinet reshuffle

Panaji (PTI): Goa Chief Minister Digamber Kamat on Friday ruled out a
reshuffle in the state cabinet rejecting speculation about the same.

There are rumours being spread by certain media reports about Cabinet
reshuffle... There is nothing on card at this juncture, Kamat said on
Friday.

At the same time, he added, if at all something is to be decided
(reshuffle), it will be done only after party high command approves
the change.

There were reports in some local dailies about possible move by the
government to drop Public Works Department (PWD) minister Churchill
Alemao from the Cabinet.

Almeo had reportedly campaigned against Congress in Mormugao
constituency Lok Sabha by-poll on October 31, which led to low turnout
of the voters.

The reports also said that Alemao was likely to be replaced by former
PWD Minister Sudin Dhavalikar.

I presume that all my alliance partners have worked for Congress
candidate. The low turnout was due to political insignificance
attached to the by-poll, the Chief Minister said.

Kamat also said the by-poll cannot be taken as a referendum on the
state government.

The government was formed in June this year which followed toppling
games... After that it rained and just now we are in a position to
start developmental works, he said, clarifying that his government
will make all efforts to provide good governance and development in
the state.

possible reasons:
1. He may not be a Holier Than Thou Candidate - Did you check if he had
any extra maritial affairs in heavly Catholic Goa ? Apparently Not - and
No Bill Clinton-like Hanky Panky here - considering that my mom's Seeda
Sada Holier Than Thou cousin Dr Jose Colaco in the Bahamas considers him
a good friend. see below.
2. Christao Goenkars do not like the term MGP - Why should we have
Maharashtrawadi in the name of Goa's leading party ? Its probably time
to proudly rename you party THE GOMANTAK PARTY

You must be in mourning - Please accept my sincere apologies.

The cat is out of the bag.  Now we know who you were thinking about (Kevin 
Saldanha) when you were watching this debate.:=))  Likely others have seen the 
debate on You-Tube, now that the link has been posted on Goanet and elsewhere.  
 
I especially liked Dinesh's argument towards the end of the debate about 
atheists chaffing under the Do's and Don'ts of religion. And thus atheism is a 
moral rebellion against God  (rather than a theological or intellectual one).  
An small example of this rebellion (to the Do's and Dont's) was seen in the 
posts on consensual sex on Goanet from the same group of individuals. Yet 
none had any arguments when the social / legal (non-religious) reasonings 
against consensual sex were presented.
 
Dinesh's comparison of the moral chaffing of atheists is similar to the point 
I made on Goanet. This was about the chronic Saturday night 'bebdo' who claims 
God does not exists. This because the bebdo finds it too difficult to attend 
church on Sunday.  
 
OK! Christopher Hitchens  like other atheists / agnostics / humanists etc. etc. 
have read a few smart books  while sipping on their martinis.:=))  And as 
written, many think he was doing it during the debate.:=))

Your most recent point regarding Hitchens is well
taken. Now as far as cannibalism is concerned, the
evolutionary and archeological records show that while
it has being practiced by humans and hominids
throughout the ages, these have been very rare
occurrences. It is a rarity even among other mammals.
It is virtually unheard of among non-human primates.
Only a few instances have been recorded among wild
chimpanzees, all involving infanticide.

And they are keeping all of us squabbling Goans together, BTW) ! We tried
that at IIT Kharagpur - and it works ! We won the Inter IIT Gold Medal in

endemic to Indians - we need to Lick our hockey team to shape up by the
time of Beijing Olympics and win the Olympic Gold ! That's what Good Ole

If Dr Mesquita has any morality in his character, or if he has any sanity left 
in him he should atone for his sins for being a constant party hopper...

I guess this defeat or rather drubbing at the hands of Sardinha should ensure 
that political chemeleons like Mesquita are finished from the Goan politics for 
good.

Three months ago it was SGF, now it was BJP...watch out which political party 
the likes of Dr Mesquita will swing or lend their backsides at the next 
hustings.

If there needs to be any atonment for any sin, its the biggest sin that Dr 
Mesquita needs to ask pardon for is letting the communial BJP ride on his 
shoulders at the recent elections. The game of parrikar and co was to finish 
you politically and for good and they succeeded.

Dedicate your hunger strike to atone the sins committed by your BJP against the 
minorities and the virus of communial politics that the BJP spreads.

It is little surprise then thatthe electorate dumped these evildoers...

Death to the communial BJP in Goan politics for ever.

TRIBUTE TO A TRUE GOAN

Hoary Hospicio, South Goa’s major public hospital, opened on December 13, 1867, 
in a
thatched hut. Yes, a single thatched hut. A saintly Catholic priest, Antonio 
Joao Miranda,
a Margaoite who lived on the same street as I am now privileged to, started it 
at a time
when the town reeled under an epidemic of the dreaded small pox. Dozens were 
dying.
Disposing the dead was difficult: people feared the contagion.

In tattered cassock and ragged leather chappals, Pe. Miranda, after whom 
Margao’s
main entry thoroughfare is today named, not only tended the sick and buried the 
dead,
but went door to door beseeching the wealthy Margao gentry for alms for his 
‘Hospicio
do Sagrado Coração de Maria.’ Like his ‘Gaudi’ patients, he lived on ‘ambil’ 
and frugal
meals. The institution, under a Trust, received funding from the colonial 
regime much
after the Padre had demised. Such were pioneers.

Let us pan to the present. Hospicio was nationalized in the late 1960s. It is 
since
begging for both official attention and facilities. Money was well spent in the 
1980s, on a
new block behind the old, now heritage, structure. The present morgue was added.

Times still were when ministers inaugurated only major public projects, not 
urinals and,
as we shall see, compound walls. Then Health Minister, Dr. Wilfred de Souza, 
caused a
flutter when he insisted on ‘inaugurating’ the morgue. He didn’t do it the way 
Margao’s
irrepressible stormy petrel, late Jyoti Sarmalkar, wanted him to. Dr. Willie 
cut a ribbon
and spoke about caring for the dead, even if he forgot that those still alive 
in the by-now
notorious public hospital, where one went in vertically but emerged 
horizontally, also
cried for care.

Goa’s current Health Minister is a young man in a tearing hurry. Watch how he 
left all
other ministers way behind with a rapid-fire major policy decision to hand over 
public
land in the GMC for a super speciality private enclave. More on PPP (Public 
Private
Participation), Goa style, another day. Given the speed at which the young Rane 
wants
to spend public money, I have no doubt the proposed District Hospital in Margao 
will
soon be a reality. And the hoary Hospicio, history.

I have an honest suggestion to my friend, Digu, the Chief Minister. When the new
hospital is ready, pay a fitting tribute to the old Hospicio premises. In the 
heritage part,
house a South Goa branch of the Dept. of Archives and Archaeology, an urgent 
need.
Old civil registration records, re-shifted in mixed wisdom from the erstwhile 
Psychiatry
Hospital at Altinho-Panjim, need better handling than what they receive at the 
crammed
Sub-Registrar offices in South Goa. The impression that these records, 
pertaining
largely to Goa’s Christian minority, are systematically being destroyed, must 
be allayed.
Margao also needs a sub-Central Library. House one in the new block of the 
Hospicio.
Pretty certain Pe. Miranda would be pleased.

UZGATTAN: One has heard of public projects, big, small and insignificant -- 
from a
wayside bus shelter to a public WC block -- being inaugurated by our worthy 
ministers.
But, inaugurate a compound wall?

The North Goa Member of Parliament, Sripad Naik, not long ago inaugurated a
compound wall built around a college campus at Mapusa. The wall was funded from 
his
‘Local Area Development’ kitty. Pray, how does one inaugurate a compound wall?
Simple, fix a plaque to the wall and unveil it!

Even routine repair work of old public utilities like roads, are now being 
inaugurated by
our worthies. The trend, I believe, was started by Luizinho Faleiro, a past 
master at
appropriating credit to himself, even if none was due. But then, I guess, that 
singular skill
-- of appropriating or misappropriating -- is the true hallmark of today’s 
authentic politico.

DROWNING DEATHS: We entice people from India’s hinterland to our land of beaches
and booze. A fatal combination for those who have never seen an ocean, and 
liquor so
cheap. A handful of untrained and underpaid lifeguards -- however gallant their 
individual
rescues -- could have never stemmed the alarming tide of sea drowning deaths. 
Goa
Tourism Development Corporation and its ex-chairperson, Fatima de Sa, did well 
to
recruit and train a hundred lifeguards. That would have earned them accolades 
anyway.
But the GTDC did not stop there. It went overboard with a series of large 
newspaper ads
with macabre titles. Was that necessary? Have our Babus lost all sense of 
proportion
and sensitivity?

DEMOCRACY: In the tailpiece last Sunday, I had spoken of low voter turnout for 
the Oct
31 poll. We must thank the migrants; else, the figure wouldn’t have crossed 20 
percent.
Time Digu started work, and not only for the migrant Aam Aadmi. Even if 
decisions for
the good of Goa cost him the chair. After all, as he rightly said, CMs are not 
permanent.

I am taking the liberty of sharing with you a post  which was made on GOA 
NRI - I thought I d share it with as many of our Goans - as i possibly can.
We all seem to be fired up to do something GOOD ? but ...many of us are not 
prepared to stand up against the injustice that seems to prevail around us 
in Goa ..and in the Goan communities around us.


All we do is blame our Goan Politicians - but , I believe that our Goan 
Leaders everywhere have do have to take the blame for the situation our Goan 
Community is in today.

This is the beginning of the turn in the tide. Three of my fellow alumni at 
St. Britto HS, Mapusa, ... BOB Sandip Jacques, Director of Transport; BOB 
Prakash Azavedo, Asst. Director of Transport-South [Margao] and BOB Roland 
Martins of GoaCAN [Goa Consumer Action Network] ...are on the cutting edge 
of this change. When Jesuit products like BOBs get into action, there is 
very little that can stop us. Superintendent of Police [Traffic], Atmaram 
V.Deshpande, has also supported this programme. This is not a Traffic 
Safety Weak type of event that one sees every first week of January ... 
this is about strengthening of the enforcement system.


The GSCC, as the name suggests, is for Children's rights. It is the product 
of the Goa Children's Act, 2003 ...a parting gift of Secretary [Woman  
Child], Ms. Rina Ray, to Goa. Of course, the Manohar Parrikar regime moved 
the Bill and made it in to a law. The spade work and the subsequent 
promotion of its implementation was done by Rina Ray, who was also Secretary 
[Finance] and was able to leverage that position to help Women and Children 
in Goa. Any politician understands money.


If fully grown up men take Sh*t from bus conductors, they deserve it.Can not 
half a bus-load of men teach one lousy bus conductor a lesson? Then why 
don't they. In fact, why can't men and women take up for the children 
instead of waiting for the Government to enforce laws ...because it is 
convenient to park one's seat  while the kids stand with their bags on their 
shoulders?


Even those who are scared to soil their hands could send a post card to the 
RTO  or just call Police Control Room vehicle on toll free number 100 to 
complain. Call the police and give them the bus number and where it is and 
to what town it is proceeding. Almost everyone has a mobile phone these 
days. Use one.

GSCC guidelines may 'bend' rude bus operators to mend their ways

PANJIM, NOV 1 - The bus operators who treat school children travelling in 
their buses quite rudely for they pay half ticket - now may have to mend 
their ways.


The Goa State Commission for Children (GSCC) which works for promotion and 
protection of child rights in the State


The Commission observed the bus operators do not permit students to enter 
the buses until all the seats have been occupied as they pay only 50 per 
cent fare as provided under rules.
This means that all children are only permitted to stand in buses. Children 
then have to make their way into the buses with heavy bags/raincoats and are 
pushed into buses that are packed over permissible limits.
Some students have also complained that the bus conductors are rude and at 
times even subject them to sexual harassment.


Adults who travel in these buses also allow for this unjust practice to 
continue as if it were only fair that they be allowed to sit since they are 
paying more, pointed out Commission.


RECOMMENDATIONS
*It should be made mandatory in all buses (both public and private), to 
allow children to enter the buses and be seated and to be treated equal to 
passengers who pay the full fare.

One of the first thing I noticed in Cuba was that the buses were converted 
Russian SAM transporters. The ordinary Cubans were benefiting from collapse of 
the cold war (at last).  I once worked for a military contractor in Tanzania. 
We built shelters for the SAM transporters. At the time, the Russian Colonels 
did not let us get closer than ten feet to the vehicles. Those state secrets 
now operate as buses in Cuba. You may have noticed that it is customary for 
Cubans to line up on the roadside looking for a ride to work. Any truck that is 
going empty will stop and people climb into the truck for a free ride. Unlike 
their neighbours, Cubans have no fear that the truck drivers or anyone else 
will molest them. While transport services may be of laughable standards 
compared to the western world, I feel the real measure of their standards is to 
compare them to other islands in the Caribbean, much in the same way that one 
does not compare the standards in
 Goa to the west but rather to the neighbouring states in India.
 
I spent some time in the good ol' USSR in 1984/85. During that period, two or 
three Soviet leaders died and everyone in the USSR was unsure of what was going 
on until the official announcement a few days later. I took a flight from the 
USSR to India. When I arrived in Delhi, the immigration officer told me that 
since I held a foreign passport, he would not allow me out of the airport. I 
had previously told him I was planning on visiting the Taj Mahal and then 
proceeding to Goa by train. When I asked him why he would not let me out, he 
told me that Indira Gandhi had been shot a few days earlier and that Hindus 
were still stopping trains and killing Sikhs and vice-versa. One thing 
communism has achieved in Cuba is that it has almost wiped out religious and 
racial discrimination. Another thing that communism has achieved there is 
Cuba's medical services. Countries that provide free medical services that are 
better than Cuba's can be counted on the fingers
 of one hand.
 
As far as Hilary is concerned, if she is elected into power, I will be shorting 
all the HMO's. When Bush 43 was elected, I switched my entire hign risk 
portfolio to oil stocks. When the US invaded Iraq, I added the arms 
manufactures to my portfolio. When Bush and co decided to stop publishing the 
amount of money they were printing, I shorted the US dollar. As you can guess, 
there is a lot of money to be made on the outcome of US politics.
 
Coming back to Macacas, I read that the Deputy Mayor of New Delhi got killed by 
a Macaca attack last month. Apparently, large groups now live in New Delhi. The 
Deputy Mayor was trying to flee an attack by the monkeys in his home when he 
slipped and fell two stories. Maybe Rajan is right, a six lane highway will 
only make it easier for the inhabitants of the less developed areas to arrive 
in and destroy the current way of life of Goa's residents ;-)

certainly all human cultures all over the world and all through history should

 And perhaps this innate instinct should be most apparent in isolated 
societies not influenced / instructed by some 'outside thinking'. 

Unless one is postulating that human instincts are different in different 
parts of the world and during different time periods based on some genetic / 
evolutionary characteristics.

In the debate, I agree that the topic kept changing between morality, religion

Sun, sand and lassitude—that was what Goa used to be. But it has
suddenly woken up...

THEY serve up the same luxury of sea views and salt spray, but one
year ago you could hardly speak of Juhu and Calangute in the same
breath. One is home to the cream of Mumbai and Bollywood, with
residential real estate rates here making it to global charts. The
other is on every globetrekker's annual December agenda, a pristine
Goa beach skipped by the winter and the moral police. Now,
unbelievably, the two unlikely rivals are neck to neck in the realty
market.
Goa's big story is no longer the foreign tourist returning unerringly.
It is the cold mathematics of real estate, more fashionable here than
in any Tier Two town and pricier than ever before. In Panjim, where
prices have doubled in a year and developers are fielding enquiries
from Europe, New Delhi and Bangalore every day, apartments in
well-planned townships are demanding—and fetching—Rs 10,000 a sq ft.
Goa's real estate is quickly moving away from its original tag as
holiday home property, says Anuj Puri, managing director of property
consultants Jones Lang la Salle Meghraj. Puri confirms there is keen
interest among foreign buyers too, perhaps a lot of the tourists now
want to just stay back.
But Goans, earning the highest per capita incomes in the country, are
for the first time beginning to live the big city life. Over 40 per
cent of our bookings until now have been made by Goans. We were
surprised ourselves, says Poonam Bhandari, heading sales for Gera
Developers, a Pune major just beginning the construction of Astoria, a
premium apartment complex and Gera's first residential project outside
Maharashtra. Ditto at Aldeia de Goa, a hugely controversial project of
Mumbai-based Dynamix Group.
In Phase I, 42 per cent of our buyers were Goans seeking to shift
residence into this gated community—for the lifestyle, the amenities
and the security, says Brigadier SCK Puri, director at the lavish

landscaped slopes on a 140-acre estate adjoining the sea. The others
were from Delhi, Mumbai and Bangalore while another 30 per cent
belonged to the UK and the Middle East. Depending on the view, plots
in Aldeia de Goa could set you back by about Rs 40,000 to Rs 55,000 a
sq m—up from Rs 15,000 a sq m two years ago.
Little wonder then that with such huge returns expected, the big
daddies from New Delhi and Mumbai are making their first forays into
uncharted Goan realty. Parsvnath is undertaking a mega residential
project, DLF is expected to soon announce plans for a mall, the
Rahejas of suburban Mumbai are developing an IT Park.
That the IT economy is dramatically changing the realty market in this
once-tranquil region is obvious, everybody agrees. IT firms readying
to occupy properties like the Rahejas's IT Park in Goa are going to
campuses for fresh recruits. Do they want to work in Hyderabad, Nagpur
or Bangalore? More and more fresh recruits are opting for Goa, says
Anuj Puri. A stint of a few years in an exotic workplace like Goa
appeals to all youngsters.
The other reason is, of course, that the tourism economy continues to
boom. After the Bali bombings especially, Goa remains a favoured
destination.
The state Government may have backed off on the Regional Plan—it
involved contentious development permissions—for now, but its IT
policy remains focused, say officials. Foreign investments, more BPOs,
IT parks, world class bandwidth and hundreds of kilometres of fibre
optics top the agenda for RP Pal, secretary for Information
Technology.
Technology infrastructure to match the first world, is what he is
concentrating his energies on, so that Goa is able to slug it out with
Mumbai and Pune not only in the real estate market, but also for a
bigger chunk of the outsourcing pie.

construction site is perched precariously along the Dona Paula cliffs,

Anthropological and ecological research has indicated that cannibalism
may be a feature of small, isolated island societies, and develops

course, cannibalism also has a ritualistic dimension, which is why it
is also found in non-isolated-island societies.

So, cannibalism in such societies probably stopped not because of the
alleged 'civilizing' influence of Christianity but because these
societies came into contact with the larger world and no longer had an
isolated island ecology.

Incidentally, the pig is considered to be the closest approximation to
human flesh, which is why in many of the Pacific islands human flesh

Many moons back I had written about my entrepreneur friend Michael
D'Costa whose latest unconventional business, at the time, was Mood
Guests on Call, which basically consisted of sending specific paid
guests for weddings and parties to define and enhance the required
ambience. Since then Michael has moved on and now runs Sit Right
Backside Arrangements.

What exact service does SRBA provide?

I plan out the exact seating arrangement at the wedding reception in
advance, in consultation with the groom and bride and their families.
Why don't you just join me for a client meeting Cecil?

So off we go to the house of Edwin and Priscilla Alvares whose son
Savio is down from Kuwait and will be marrying Marushka Rocha,
daughter of Cajetan and Lucy, who works at a Call Centre in Mumbai as
a senior supervisor. The meeting is at the Alvares residence. Present
are also Savio's two sisters and Marushka's family friend and
childhood pal, Australia-returned David, whose presence Savio
obviously resents. My friend Michael rolls out a huge blueprint on the
Alvares' dining table and begins his spiel.

Ok now here we have the band and stage. Here's where the bride and
groom sit. This is the buffet and this is the bar. Here are the
toilets and here is the main entrance to the venue. Now I have set up
arrangements of tables seating twenty, twelve, eight and four
respectively all over the place.

David asks, How come all the tables are rectangular? Don't you have
round tables for receptions like we have down under?

Michael gives him a disgusted look, This is a Rs. 250/-
per-head-everything-included wedding and not a five star extravaganza.
All you get are 4-seater square collapsible tables that we join
together to make bigger rectangles.

What's this rectangle near the bridal bench?, asks Lucy

That's for people to deposit their wedding gifts

But the invites say - No presents please, says David.

In Goa that doesn't matter. People still have to get rid of unwanted
gifts lying around the house. It's a cyclical tradition. Anyway let's
proceed. This large table here facing the stage from the left is for
the Alvares family and this on the right is for the Rochas.

What's this table here near the toilet?, asks Marushka

That's for your call centre friends from Mumbai. We kept them as far
as possible from the bar as Mumbaikars don't know how to drink
decently when in Goa. And they're sure to end up puking, so the
toilets are nearby.

What's this 4 seater table between the stage and the kitchen?

That's for Odette and Agnelo. They're crazy about dancing and rush to
the dance floor at the first note of each set sounds. They might
trample over anyone in the way so we kept them close to the stage.
They and their kids love to eat well too, so we made sure they have
access to the snacks. In fact this entire line of tables near the
buffet table is for the hogs who want to stuff themselves silly before
everyone else and then go for second and third helpings. You know
Gregory, the Farias, Santan's wife, Dr. Naik…

How come you've seated Dr. Naik away from his brother and their family?

Dr. Naik likes to eat non-veg but his elder brother is a strict
vegetarian and doesn't approve, so best to keep them apart.

Where's Uncle Pascu going to be sitting?

Here, equidistant from the bar and the toilet. He loves to drink so
that's that and with his kidney problem he has to urinate frequently
so that's that

Why is the Bhagat family seated so far away from the stage?

There are so many bald headed males and females with sequined sarees
that they will cause a flare in the camera lens if they are close to
the lights.

And this big table in the middle of nowhere?

That's for the Pintos. Doesn't matter what you specified in the
invitation, the entire joint family will come, as well as any of their
visiting relatives or friends. Speaking of which I've put an extra
chair on the Paes table. Their aunt from Germany is staying over and
they asked if they could bring her along. How very polite of them.

Why is the Chodankar family kept so far away from the Fernandes?
They're neighbours.

Don't you know that they're not on talking terms ever since Sunil
tried encroaching on the Fernandes backyard while building his garage.
In fact that's why I've kept the Baptistas away from the D'Costas.
Ever since that loan surety incident they don't even accept the Our
Lady statue from each other's house and it has to go via the Gomes
house.

And why is our young hero Dominick and his college going cousins kept
seated right under the main light

Aha! You noticed that they are also far away from the bar. To access
the bar they will have to go past their strict grandfather's table.
The waiters have been given instructions to serve only soft drinks and
limited beer to their table. These post pubescent boys get weird after
a few drinks and when girls refuse to dance with them
