I went to remove an old app from the market and it REQUIRED me to
upload a 512x512 icon before I could UNPUBLISH the app. At least I
have a heads up now to start making all these large icons before I
need to push any updates out for my other apps.

I also dispute the whole notion of a 512px icon. By definition, an
icon is a simple image which looks good at a small size. Even if you
have the source graphics, an icon which works well at 48px is likely
to look stupid when upsized to 512px. /grumble

Yes, we really need to know the actual size of the graphic when it's
viewed in order to figure out what to put in it. On my PC screen,
512x512 is HUGE and I could put a lot of detail in it, but if it gets
shrunk down to a centimeter or two on a side on someone's tablet
device, it's another story!
It very much looks like they blow anything smaller up to 512x512.

Going back, I should have mentioned I was pointing at existing
releases. It would be rather rough if they kicked everybody out that
didn't produce and uploaded an 512x512 app icon in time for whatever
cutover is supposed to occur some time in the near future. Having said
