I don't think this is a corfu/AUCTeX issue. Try:
• emacs -Q
• M-x package-initialize RET
• eval (setq tab-always-indent 'complete)
• Open a .tex file and do 'M-x

Yes, in-buffer completion for package/class names and options isn't
implemented yet, patches welcome.
