-Caveat Lector- From http://www.ahram.org.eg/weekly/2000/503/re4.htm }}Begin Shame on you, Mrs Albright By Hanan Ashrawi In her interview on NBC's "Meet the Press" (Sunday 8 October 2000), US Secretary of State Madeleine Albright epitomised the willful blindness, moral emptiness, human insensitivity, political cynicism, and strategic ignorance that have characterised the US's handling of the Arab-Israeli "peace process" and the Palestinian question in particular. When asked about the US's abstention on UN Security Council Resolution 1233 deploring the [anonymous] "provocation carried out at Al-Haram Al-Sharif in Jerusalem on 28 September 2000" and condemning [also anonymous] "acts of violence, especially the excessive use of force against Palestinians," Albright immediately waxed apologetic. She was not defensive about diluting the text of the resolution and eliminating any explicit reference to Israel's culpability, about abstaining when the US should have cast an affirmative vote in condemnation of the horrific and tragic loss of Palestinian lives (mainly children), or about American passivity before the very visible crimes against humanity that are being committed by Israel with impunity and arrogance. Rather, Mrs Albright expressed contrition at not casting a veto on this hesitant, apologetic, and inadequate expression by the international community of minimal recognition of Palestinian humanity and suffering. Why? Because the US wants to "safeguard" its role as an "even-handed peace broker." To the Palestinians, this came as a complete surprise, since the US has never been even-handed or fair, or even remotely human, in its brokerage of the peace process. Given the chance to atone, however modestly, for such double standards and bias, the US once again has insisted on failing the test of moral integrity and humanity. Worse yet, Mrs Albright (with a straight face) declared in a cold and deliberate tone that the Palestinians have "placed Israel under siege." I immediately assumed that she had confused her nouns, and that she had inadvertently given the converse version of reality. In the next breath, however, and with the same deadpan, expressionless, emotionless, glazed look, Mrs Albright repeated: "Those Palestinian rock throwers have placed Israel under siege," adding that the Israeli army is defending itself. At the risk of tediousness and redundancy, it is appropriate to remind Mrs Albright of a few basic facts that may have escaped her notice. It is Israel that is the belligerent occupant of Palestine (and not the other way around). Israeli tanks and armoured vehicles are surrounding Palestinian villages, camps and cities (and not the other way around). Israeli (American-made) Apache gun ships are firing Lau and other missiles at Palestinian protesters and homes (and not the other way around). It is Israel that is confiscating Palestinian land and importing Jewish settlers to set up illegal armed settlements in the heart of Palestinian territory (and not the other way around). The settlers on the rampage in the West Bank are Israelis terrorising Palestinians in their own homes (and not the other way around). The homes that are being demolished at the hands of the Israelis are Palestinian homes (and not the other way around). The armed soldiers and Special Forces at checkpoints throughout Palestine are Israeli (and not the other way around). The more than a hundred murdered civilians and thousands of injured are all Palestinians being shot by Israeli occupation troops (and not the other way around). It is Israel that has closed down the Palestinian airport at Gaza, thereby preventing badly needed medical supplies from reaching the Palestinians (and not the other way around). The crossing points to and from Palestine as well as entrances and exits to and from all Palestinian inhabited areas are manned and controlled by Israeli soldiers who have completely prevented all freedom of movement (and not the other way around). To state the obvious once again, Israel is committing atrocities against the Palestinians with total impunity, and yet Mrs Albright maintains that "Israel is besieged." To add insult to injury, she admonishes the Palestinian leadership for not ordering its people to "stop the violence," as though she were entirely oblivious of the fact that all it takes is an order from Barak to his "disciplined" occupation army to stop killing Palestinians. No, we will not lie down and die in silence, even to accommodate you, Mrs Albright, for cold- blooded murder is not a phenomenon we condone. I suggest that the siege is in the minds of American officials and apologists for Israel, who willfully persist in blaming the victim, finding a false symmetry between occupier and occupied, adopting a double standard on the value of human lives and rights while totally dehumanising the Palestinians, in treating Israel as a country above the law and Palestinians as a people not worthy of the

The unanimous decision said a court also can order medication if a patient lacks the capacity to give or withhold informed consent regarding treatment, and if a less intrusive treatment is unavailable. Before Wednesday's decision, medical personnel could only forcibly medicate mentally ill people who posed an immediate danger to themselves or others. The court ruled in the case of Jeffrey Steele, who appealed a 1997 request by the Hamilton County Community Mental Health Board to forcibly give him psychotropic or mind-altering drugs. "We have attempted to craft a decision that acknowledges a person's right to refuse anti-psychotic medication, and yet recognizes that mental illness sometimes robs a person of the capacity to make informed treatment decisions," Justice Andrew Douglas wrote. Steele was judged mentally ill and involuntarily hospitalized in August 1997, according to court documents. Seeking a legal standard for such cases, his lawyer, Shannon Smith, appealed the order to the Supreme Court even though Steele voluntarily began taking the drugs in 1998. "I'm disappointed in the decision. I am encouraged by the fact they took a good hard look at it and now we have a standard," Smith said. Why? Deprogramming cannot be consistently successful if the person is still in contact with the abusers. Survivors will take one step forward, then will find themselves knocked down internally. All the hard work in therapy will be undone or set back. They and their therapist will find that they have trouble finding internal alters. Whole systems may shut down. A child presenting system may come out. Confusers and scramblers will take over therapy sessions and blockers will block therapy. No one chapter can ever be totally comprehensive in how to prevent reaccessing. What I will share are some of the more common ways that the cult and trainers will try to reaccess individuals, and give some techniques on avoiding this. The cult has a vested interest in keeping its members. After all, it has spent generations telling its members that if they leave they will die, be killed, or go psychotic. It makes them quite unhappy to see someone who is quite alive and very clearly not psychotic leave. It also makes their more restive members question the truth of what they have been told if they see someone get out. Having a member leave may break the hold of some programming in other members. Trainers especially hate to see anyone leave, and grind their teeth over this problem at night. People leaving the cult is considered a training failure and the trainers may be punished severely. So, the cult has come up with certain ways to keep their members with them, willingly or unwillingly. These include, but are not limited to: E.T. phone home (phone programming) : the individual will have personalities whose sole job is to call and report to the trainer or cult leader. These are often young child alters who are eager to please, starved for attention and nurture, and who are heavily rewarded for calling back in. Any survivor who attempts to leave the cult must deal with the urge to phone home. To phone their abusers. To phone their friends who are in the group. To phone their parents, siblings, cousins, or aunts. This urge may become overwhelming at times and worst of all, the survivor may be totally amnesic to the fact that the people they are calling are cult members who are urging them, in code, to come back. Common phrases used include: your 'family' loves you, misses you, needs you. So and so is ill and needs to see you. You are so special to us. You are so valuable. You need to come see us. Why are you so distant? Why haven't we heard from you lately? The list goes on and on. Sweet, kind phrases with double meanings, placed in the person during training sessions. Trainers are not stupid and know that if cult members said "come to the ritual meeting at midnight next week", the survivor would run the other way, and be validated as well that they are not making things up. So, they ingrain code messages behind innocuous phrases such as described above. These, and other messages, are meant to trigger recontact programming. In recontact programming, (ALL ILLUMINATI MEMBERS HAVE RECONTACT PROGRAMMING, IT IS NEVER LEFT TO CHANCE) the person has parts whose only job is to have contact with their trainer or cult leader, or accountability person (person one step above them in the cult). These parts are heavily programmed under drugs, hypnosis, shock, torture, to have recontact. The individual will feel restless, shaky, weepy, afraid if they try to break this programming. It will often be linked or joined in to suicidal programming (see previous chapter for more on suicidal programming). They may experience PTSD symptomology, or even flood programming, and internal self punishment sequences, as they fight this programming internally. Siblings are often cross trained to access each other with special codes. Remember when may initiate this. I love you, or, your family loves you, can also be used. Phrases will be individual, depending on the person's family members and background. Certain clothing or jewelry worn can be used to draw a cult loyal system, such as a color coded system, or jewel system , to the front. The person must physically resemble the person the individual was "keyed into" during the programming sequence, to prevent inadvertent popping out of alters by anyone wearing a ruby pin, for example. This kind of cueing will be based on sight recognition of a person, plus the clothing color or jewelry being worn a certain way. Phone calls from concerned family members, friends, and cult members will flood the survivor's phone lines and answering machine, especially during the initial getting out phase. Hang up calls, three or six in a row, or calls where a series of tones are heard, may be used

-Caveat Lector- Chapter Thirteen Shell programming, Internal Councils, Human Experimentation, Function Codes Parts of this chapter could be extremely triggering, please read with caution and only with a therapist if a survivor. Shell programming is a form of programming used to create a âshellâ on the outside, that other alters inside speak through. This is a designed to hide the personâs multiplicity from the outside world, and works extremely well with highly fragmented systems. It also takes a person with the ability to dissociate to a great degree. How it is done: with shell programming, the trainer will often take a clear plastic or glass mask, and put it in front of the subject. They will be extremely traumatized, shocked, drugged, and told that they (the alter or alters in front) are the âmaskâ that they see. Their job will be to be a shell, or voice, to cover for the others behind. These parts will be so traumatized that they literally see themselves as only a shell, with no real substance or body. Others inside will then be directed to come next to the âshellâ alters, and use their voice to cover their own. This allows greater fragmentation of the person, while being able to hide it from outside view, since the internal alters will learn to present through the shell. Shell alters always see themselves as âclearâ, and will have no color if color coding is present in other systems. Suggestions It is important to realize that what the system is actually doing is co-presenting, although not co-consciously. For a shell program to work, the shell alters have been taught to allow co-presentation with the other alters in the systems. Other alters in the back may not always be aware that this is what is happening, and the front shell especially will not know that they are being âgone throughâ for co-presentation. Recognizing the trauma that occurred, and finding out where the shell fragments came from, will help. Allowing both the shell alters and the other alters to recognize that this is how they have been presenting, and why, will be an important step. Back alters may then begin presenting without going through the shell, and the person may look âmore multipleâ than they ever have for a period, with accents or young voices coming through. What is actually happening is that the back is presenting without masking who they are through the shell. Meanwhile, the shell alters may decide to coalesce, for greater strength, and may decide to change jobs. Each system will decide what is best for them. Internal Councils: Survivors of Illuminati programming will always have some type of hierarchy inside. This is because the cult itself is very hierarchical, and puts this hierarchy inside the person. What better way to inspire loyalty to leadership than to put the leadership inside the personâs head? Trainers are also very hierarchy conscious themselves. They know that a system without hierarchy and head honchos inside to direct things will be a system in chaos. They will not leave the personâs system leaderless inside. Many trainers will put themselves in the person, over the internal programmers or trainers. This is because they are egotistical, but also because it uses a well known phenomenon of human nature: PEOPLE TEND TO INTERNALIZE THEIR ABUSERS. The survivor may be horrified to find a representative of one of their worst perpetrators inside, but this was a survival mechanism. A tenet of human behavior is that often people will punish someone less who mimics them. A brutal nazi will be less likely to punish another brutal nazi, but will look down upon and punish a weak, crying person. So, the survivor will internalize the rough nazi inside, to avoid being hurt. The survivor may mimic accents, mannerisms, even claim the perpetratorâs life history as their own. The ultimate form of internalization comes with internalizing hierarchical councils. The person, under pain, hypnosis, and drugs, will be taught to incorporate a highly dissociated group inside to lead the others. These will often be created from core splits, because the trainers want them to be extremely strong, stable alters in the system. Triads of three elders may be seen Platinum's may have a head council of three Jewels will have a triad, made up of ruby, emerald, diamond in many systems, to rule over the others And, of course, an internal âleadership councilâ, âSystem Aboveâ, âAscended Mastersâ, âsupreme councilâ, regional council, world council, etc. may be found. The councils found will vary with each survivor. These internal groups will correlate roughly to the outside group. Often the child or youth at age twelve will be presented to these groups in a formal coming of age ceremony. This ceremony is considered quite an honor, and will involve the child being traumatized and accepting the leadership of the council for the rest of their life. Undying loyalty is promised. These are called Function Codes, and there are three main types: Command Codes: these are irreversible commands, put in at the limbic level of conditioning. The first code always put in is the âhalt â command, which stops the person in their tracks, and is the first code any new trainer learns. This will stop the subject from assassinating their trainer, if they have MK ULTRA or other assassin training in place. Other command codes will include: system destruct codes (suicide); shatter codes; erasure codes; and antisuicide codes. Access Codes: these are specialized codes, often coded into short messages, or numerical codes, that allow access into the personâs system. A trainer will always begin a session by repeating the personâs personal complete access code, which will allow authorized entry into the system without setting off booby traps and internal protectors. These codes may also depend and be set up on sight recognition and voice recognition of the person giving the codes. In other words, the system will respond to the codes only if a person who appears to be an authorized person, such as the personâs trainer, gives them. This is to prevent unauthorized access or using of the person by others outside of the personâs local cult group. Function codes: these are the âjob codesâ or work codes within the system. Often, several will be coded to link together to perform a task. These are usually a letter, such as a Greek alphabet letter, combined with a numeric sequence that corresponds to their place on the internal grid or landscape. Suggestions: If the survivor has function codes, or the other codes internally, it will help if the different system controllers can share these with the person. The person can then get to know the fragments, hear their history, and help them begin coalescing with other parts internally. It may help to find the template these codes were fragmented from, and help the template realize how they were traumatized to create these fragments. About deprogrammers: Often people who call themselves deprogrammers will attempt to find these codes and help the person. This is an individual decision of each survivor and therapist. There may be excellent deprogrammers, but I have always felt extreme caution, and never used one myself for two reasons: 1. I would never ever give away the locus of control away to an outside person again. It would remind me to much of my own abuse, and I believe the survivor should be self empowered in therapy as much as possible. 2. There are no quick cures, or miracles, or short cuts in the process of undoing the extensive amount of abuse that has occurred with Illuminati programming. Even the best deprogrammers will admit that after they are done, the person will usually have an idea of what was put in them, but must finish with years of therapy dealing with how they FEEL about the programming that was done. Illuminati programming takes YEARS to put in, with extensive, methodical abuse, and a realistic therapist will realize that it will take years of patience, support, and hard work by both therapist and survivor to undo a lifetime of conditioning and pain. This is not to say that deprogrammers donât help people; good, reputable, safe ones have been reported to be of great help. But the person can also undertake the process themselves of undoing their own programming, and often the survivor is the best âinternal deprogrammerâ of all. They know their inside people and what motivates them, better than anyone else. top Chapter Fourteen Spiritual Programming **Note: this chapter includes discussion of both cult and Christian spirituality; do not read if these themes are triggering*** Any discussion of Illuminati programming would be lacking if it did not address spiritual programming. Most of the previous chapters have dealt with scientifically based, organized, structured programming. But the Illuminati are first and foremost not scientists, but spiritual. The very foundation of the group is based on the occult. And they go to great lengths to grind in these occult beliefs in their peopleâs systems. Each therapist and survivor will need to come to terms with their own spiritual beliefs. I personally believe that a therapist needs to consider the possibility of the demonic, since this is what the survivor has been exposed to all their life. The cult certainly does believe it is real, and anyone who has been involved in a cult setting will have had experiences that are in-explainable by normal rational scientific principles. The survivor needs hope, and healing. A positive spirituality based on love, gentleness, forgiveness, that is the opposite of the coercing, punitive, negative spirituality the survivor has known, will help immensely in the healing process. A spiritual belief system that offers hope, healing, grace, mercy, and affirmation will often give the survivor the support they need to go on during the often difficult process of healing. top Chapter Fifteen Core splits, Denial programming, the last Five Steps of Discipline Virtual Reality Programming Virtual reality programming (VR) is a form of programming that has become more and more widely used in the past few decades. It involves the person being placed in VR headsets and suit while a cult created VR disk is used to run the program. It can be used to create 3D and holographic images, and especially is useful in scripted programming, and target practice sequences for assassin training. Under hypnosis , the person will really believe they are in the scene. Virtually any scenario can be recreated. Images to be âburned inâ will be shown on the VR disk, and reinforced repetitively during the programming sequence. Some trainers feel it removes the element of âhuman errorâ in training, and use it quite extensively. VR programming, like any other programming, means going inside and finding out the distortions that were placed in the parts that went through the programming, allowing them to see how they were deceived, and dealing with the trauma associated with the programming. Denial Programming: Denial programming begins with the first experiences the infant goes through in life. The child has been horrendously wounded and traumatized, yet the next morning, the adults around him are acting normally, as if nothing had happened. They are modeling a lifestyle of denial for the infant and young child. This is reinforced later by the child being told: âIt was just a bad dreamâ (oh, how the child wants to believe this lie. It makes the pain less to think it didnât really happen) âItâs just your imagination; it isnât really happeningâ (which is again embraced as an escape from the horror). Denial will also be fed by the adults around the child telling them that they will never be believed if they disclose. There will be set ups to teach the child what they see and hear, and to teach the child to trust outside adults to tell them their reality. A typical set up will go like this: The adult will hold an object such as an orange in their hand, and ask the young child, about age two or three, âwhat is this?â. The child will quickly respond, âoh, an orange!â The child will be shocked, and told, âno, itâs an apple.â The child will be confused, because what they are looking at is obviously an orange. It is the color orange, smells like an orange, looks like an orange. The question will be repeated. The child may answer again,â an orange,â and will be shocked again. Finally, the child, unsure and not wanting to be punished, will say, âan apple,â and be praised. The purpose of this exercise is to teach the child to not trust their own reality, and look to outside adults or leaders to tell them what reality really is. That is the basis of denial: the person learns to not trust their own reality, because of punishment and fear when they have spoken the truth. Alters will be created as the child grows, whose purpose is to deny the cult abuse. If any leakage or breakthrough occurs, the denial alterâs job is to create a plausible explanation: it was a nightmare, a book the person read, a movie they saw, etc. These alters will read and quote literature that refutes SRA. THESE ALTERS OFTEN BELIEVE THAT THEY ARE SAVING THE LIFE OF THE SURVIVOR. They have been told that if the survivor remembers, and believes the abuse, the survivor will be killed, or the denial alter will be severely punished or shattered for not doing their job. These parts have a vested interest in their job: they believe their very existence and they bodyâs survival, depend upon them. Suggestions: Arguing with a denial alter will not work, since they are not motivated by logic, but fear. A better approach is to ask them what they fear if the person remembers. This will open up the deception and lies that were ground in.

Her husband, a landless peasant, would disappear on drunken binges for days at time, she says, "But he was the kind of man who believed a woman should always stay at home. I had to get his permission just to visit my parents. "I wanted to do something with my life. I wanted things to change," says Ms. Gonzalez, explaining why 26 years ago she left her family, chose a new name, and became a guerrilla fighter in what is now Colombia's largest - and most feared - rebel army. The Revolutionary Armed Forces of Colombia, or FARC, are best known in the wider world for their reliance on kidnapping and extortion, close ties with the illegal narcotics trade, and casual use of extreme violence. So why are increasing numbers of Colombian women choosing to join them? When Gonzalez became a guerrilla in 1974, the FARC had fewer than 900 members, of whom only a handful were women. Now the group fields some 15,000 fighters, including more than 5,000 women. The figures alone illustrate the escalation of Colombia's bloody 34-year conflict, which pits leftist rebels against state security forces and their de facto allies, illegal right-wing paramilitaries. And as the US prepares to send nearly $1 billion worth of aid to Colombia's military, the fighting is likely to get worse, observers say. According to military analyst Alfredo Rangel, the FARC are stepping up their recruiting drives throughout the country. "A growing army needs whoever it can get, and women are an important source of new recruits," he says. But while the numbers indicate the scale of the violence, they also reflect the social conditions that helped trigger Colombia's war. "Young people in rural areas have no alternatives. Their families don't have money for education and there are no jobs," says Mariluz Rubio, human rights ombudsman in San Vicente del Caguan, the largest town in a southern region ceded to the rebels to enable peace talks that began in January, 1999. In much of rural Colombia, there has never been a consistent state presence, or investment in any kind of infrastructure or legal economy. A nationwide recession has pushed urban unemployment above 20 percent, so rural youngsters have little hope of escape to the cities. "And this is still a very macho country. For women, the possibilities are even fewer," says Ms. Rubio, adding that many families still see educating daughters as a waste of time. In rural communities, girls are married and start childbearing when they are as young as 12 years old. For many, the only job opportunities are in the drug trade, or with the armed factions. East of San Vicente, a two-hour drive down a rutted track leads to a rebel camp deep in the jungle. At the sound of a whistle blast, 24 guerrillas in drab green uniforms line up on a makeshift parade ground. Each one bears an assault rifle, a harness with spare ammunition, and a stubby machete. None is older than 25, and almost half are women. The drill commander is Sandra. The guerrilla in her 20s, who didn't want to give a last name, takes roll call in a school composition book, then assigns cookhouse and sentry details. "We all have the same duties and responsibilities, man or woman," she says later, sitting on her rough wooden cotwhile she and two friends paint their fingernails with red and pink nail polish. Like Gonzalez, Sandra grew up in a remote farming town, where she scraped through one year of primary school before the money ran out. She started working when she was 10, keeping house and looking after her five younger brothers and sisters. Because HIV is so prevalent in Africa, the recent increase in the numbers of refugees from Africa will certainly cause a dramatic increase in AIDS cases in the U.S. The Clinton Administration's masterful response to this threat: it has lowered the bar for admission of HIV positive refugees. A senior Centers for Disease Control official says this was done specifically to allow more HIV positive refugees into the country. And guess who gets to pay for this... The number of African refugees admitted to the U.S. has tripled in the last 2 years, under pressure from the Congressional Black Caucus, the U.N., and various charities. Approximately 18,000 will be admitted as refugees from Africa in the year 2000. According to refugee officials, this number could double again in the next 2 years. All refugee flows - without exception - lead to expanded flows of non-refugee immigrants. This scene of the skeptical Kirk flashed in my mind this week as I read about Carnivore, the FBI's system for reading the e-mail of bad guys. Carnivore is a sealed box that is installed at the network operations center of an Internet Service Provider. It filters packets, finds e-mail going to and from identified criminals, and saves that e-mail for later decryption and analysis. What bothers the Internet Service Providers is they have no control over the Carnivore box, and no way of protecting the privacy of all the customers who aren't drug lords or escaped felons. What bothers the American Civil Liberties Union is the likelihood that individuals will not only lose their right to privacy, but lose it in a new and insidious way. What bothers me is the damned box. Why would the FBI need a box? Here's all the FBI will say about Carnivore. It sits on the network at the ISP, is PC-based, is "a kind of a sniffer," identifies and saves packets associated with suspected criminals, is installed under a court order, and doesn't itself act as a decryption device. There are supposed to be around 20 Carnivore boxes, and they have been in use since early this year. You don't need a sealed box to do any of these tasks, most of which are already being done for completely legal reasons right inside the router at every ISP. Routers look at every packet, determine what type of packet it is, where it is coming from and where it is going to, then the router delivers the packet to its intended destination. This is what routers do. Adding the Carnivore task is a simple matter of blind copying every packet to or from a bad guy to a third address at the J. Edgar Hoover FBI Building in Washington, DC. It's at most a few lines of code and requires no additional hardware. So why the box? The probable reason is because cops like to be in control. They LIKE boxes, like delivering them in unmarked cars, like the satisfying click of the RJ-45 connector as it slides home. Maybe they don't know that it could all be done without a box. Heck, it IS being done without a box all the time, and that's where the ACLU is missing the point. Sniffers have been running on networks ever since Harry Saal invented the device. Every packet at every ISP already goes through a sniffer at least part of the time. An ISP could do at any time what we fear the FBI might do with Carnivore read the e-mail and follow the surfing habits of every pretty blonde customer. Good ISPs, which is to say nearly all ISPs don't do this, of course, but it happens. So why doesn't the FBI just get a court order making the ISP do the dirty work? That's what the ISPs wonder, too, especially since that's how phone taps are handled. Cops don't really climb poles and attach alligator clips to hear phone calls. That's all done at the central office by telephone company technicians. The FBI, through the use of Carnivore, is trying to grab a little more power. And by doing it themselves with Carnivore, the FBI doesn't have to reveal the identity of the bad guy or extent to which it is using the box. Yeah, right. But wait, it gets worse. There are aspects of this case that the ACLU hasn't even considered. The Carnivore boxes are what's called "co-located" at the ISP. This isn't a rare thing. Many organizations like to control their own Web or mail servers and so co-locate them at an ISP. Colocation puts your server closer to the Internet backbone, eliminates typical T-1 line costs, allows the ISP to monitor and reboot the server, and usually comes with nifty things like redundant backbone connections and diesel generators in case the power goes out. Companies in the co-location business include well-known names like ATT, IBM, and Intel. So there are tens of thousands -- maybe hundreds of thousands -- of computers already installed just like the FBI installs its Carnivore boxes. Palestinian police said that a number of Palestinians already have gone missing, and at least eight are believed to be held by Israel. Without confirming or denying, Deputy Defense Minister Ephraim Sneh said that those who carried out the lynching of Sgt.-Maj. (res.) Vadim Novesche and Sgt.-Maj. (res.) Yosef Avrahami last Thursday should beware. "I say in the most unequivocal way, justice will get to those who did this, just like it came to perpetrators of the massacre [of Israeli athletes at the 1972 Olympics] in Munich," Sneh said in an interview with Channel 2. "I don't want to go into detail about what has been done, and certainly not about what is to be done," he said. "That could only spoil things." His comments appeared to indicate that the operation is ongoing. A leader of the Palestinian Tanzim, Hussein a-Sheikh, said that if it turns out that Israeli special forces had entered Palestinian- controlled territory to seize the suspects, it would provoke an outburst of fury. "I think our reaction will be very grave. This gives Palestinians a free hand," Sheik told Channel 1. "Now, you give us the right to go after those who killed Mohammed Aldura," the 12-year-old boy killed by IDF bullets during a September 30 firefight with Palestinian police. A Palestinian security officer said that eight suspected participants in last Thursday's lynching were captured by a special undercover operation in Palestinian-controlled areas and brought to Israel to stand trial. According to unconfirmed reports, at least one of the men has been "eliminated" by Israeli security forces. Scores of people participated in the lynch, which was broadcast in grizzly detail around the world. There are a few, however, that Israel especially would like to punish, such as the man who proudly showed the crowd his hands covered with the dead reservists' blood. The Palestinian security officer also confirmed reports that many of those who took part in the lynch have gone underground. The Palestinians themselves claim to have arrested two of the leaders. Army radio said that Palestinian police in Ramallah have increased patrols to prevent infiltration into the city. The missing Palestinians were apprehended by an elite undercover unit acting together with General Security Service agents, Itim reported. "If it turns out that Israel captured them in Area A, the PA will consider it a grave violation of the agreement," one Palestinian security officer said. Another, however, said he did not believe the Israeli action would greatly upset the PA, "since most Palestinians were shocked by the lynching." The fact that Israeli troops may have had to violate Palestinian "sovereignty" to get their hands on the men raises the question of whether PA security forces cooperated with Israel. Government and security sources refused to comment or confirm the reports, beyond vowing that Israel would settle accounts with those responsible for the lynch. IDF Spokesman Brig.-Gen. Ron Kitri told Army Radio, "If I were in their shoes, I too would be looking for a place to sleep at night." As word of the arrests rippled through the territories, it was seen in Israel as a success in restoring some of the IDF's deterrent power, which has suffered due to an accumulation of mishaps and defeats. Boaz Ganor, director of the International Policy Institute for Counter Terrorism, said that the echo of the arrests would certainly help boost Israel's deterrence. Is anybody out there listening? We still wont know how much of this debt increase is due to stealing Social Security and other excess entitlement funds, at least not until after the elections. The December Monthly Report from the Treasury contains those details. But its certainly not what honest Bill and Al have been telling us, is it? In December of 1995, when nasty Republicans like Newt Gingrich and Bob Dole forced government shutdowns by insisting that Clinton and the Democrats agree to a date for a balanced budget, the national debt stood at a ceiling of $4.9 trillion. Refusing to raise the debt ceiling was what gave them the leverage to pull this bluff. That was five years and $800 billion ago. Figure it out. How much of an average annual increase is that? Jack Denton, a friend of mine, says that: It is economic stupidity to think that a nation can borrow itself into prosperity, and then tax the people to pay the principal and interest on the debt. How do you feel about that? Whats happening is that you and I are working like crazy to keep our heads above water and create a great economy, but the government is in deep doo-doo. Its also been two years since the government set out to save Social Security, and what have you got? The government has plans to increase entitlement taxes and cut benefitsthats what youve got. Meanwhile, the federal government stole about $80 billion (by my estimate) from Social Security tax payments during fiscal 2000 and another $100 billion from other entitlements, including Medicare. And weve had presidential candidates out there for just about two years now trying to sell us on their qualifications and qualities for the job. ITEP's new report examines the U.S. profits and federal income taxes of 250 of the nation's largest and most profitable corporations over the 1996-98 period. Although big corporations ostensibly are supposed to pay 35 percent of their profits in taxes, the 250 companies in ITEP's survey paid only 20.1 percent in 1998. That was down from 22.9 percent in 1996, and far below the 26.5 percent that a similar group of large companies paid back in 1988, soon after passage of the loophole-closing 1986 Tax Reform Act. "With significant help from Congress, corporations appear to be finding ways around the tax reforms adopted in 1986," said Robert S. McIntyre, a principal author of both the new study and previous corporate tax studies in the 1980s. "We hope our findings will encourage lawmakers to reexamine this important area of taxation." The weapons are not the same because the goals are not the same. To achieve their goals, the Palestinians need to produce sympathy by producing dead Palestinians. The younger the better. To achieve their goals, the Israelis need to produce some dead Palestinians for a warning, and keep the toll as low as possible while defending themselves from rocks and bricks ( which are deadly,) and preventing an escalating revolt in their own back yard. The numbers of dead and wounded attest to the success of both sides. The lie here is that the Palestinians are ONLY fighting with rocks. From day one, the Tanzin, Arafat's armed militia, has been using live ammunition without a rubber coating. So have the Palestinian Police who were armed by Israel to prevent just such an uprising. They did not. The fact that most people are sympathetic to the Palestinians shows how very effective Arafat's plan turned out be. He won the battle. But now he will lose the war. The Tanzim, the largest of many armed factions leading the new intifada, or uprising, are considered the front-line troops among the rock and Molotov cocktail throwers who do battle with Israeli soldiers every afternoon as regularly as a daily factory shift. Yesterday, their faces hidden under black balaclavas and carrying assault rifles, they accompanied the body of one of their comrades in a funeral procession through the streets of Ramallah, the unofficial Palestinian capital. According to the Israelis, the Tanzim was responsible for the mob that attacked a police station last Friday, killing two Israeli soldiers and setting off a series of retaliatory missile attacks that put both sides on a virtual war footing. That appears to be its job -- raising and lowering the level of tension according to the political demands of the situation. Shortly after the bombings, hooded members of the Tanzim were standing in the ruins of the levelled police station, cheering. A youth movement cum militia within Yasser Arafat's Fatah party, the Tanzim appears to be under the control of Mr. Arafat and is thought to have chapters in most villages as well as many neighbourhoods in the larger cities. Unlike terrorist campaigns of the past by groups such as Hamas, the street fighting of the last few weeks has been an effective way of uniting the Palestinians and focusing world attention on their grievances. "Tanzim is an expression of anger," said Mahmud Barghouti, a member of the Tanzim, after returning from his friend's funeral yesterday. "You don't have to carry a gun or anything -- you can fight with your hands." The Israelis, he said, pin all the violence on the Tanzim because they fear it will be as effective as the last intifada, which broke out in 1987 and lasted until 1993. "The Tanzim comes out of Fatah and they were the ones who started the last intifada, so everybody tries to blame them. Hamas did not start this one." Mr. Barghouti, like many Palestinians, dismissed the generally held Israeli view that the Tanzim is doing most of the shooting. "Right now, it is very hard to tell who is shooting. The Israelis say that it is the Tanzim. But anybody can get a gun and go out there and start shooting. They don't have to be Tanzim. They could be from Hamas, they could be from any other side. At this moment everybody is trying to unite with each other. We can't say it's Tanzim, Fatah or Hamas." Like a later generation that glorifies a war it missed, Mr. Barghouti and other Palestinians were too young for much of the original intifada and the Tanzim provides the opportunity to make up for it. An MBA student, the 24-year old Mr. Barghouti speaks with an American accent, having moved to the United States for four years after being shot in the leg during a protest in 1993. "Anybody can get involved in the Tanzim," he says. "You go out on the street on the borders and throw stones and you become one of them. You don't have to have a lot of experience ... if you were 10 or 12 years old back in the intifada in '91 and '92 you couldn't do much. Right now it's the right time for all the people who didn't do much in the past to show their anger." Asked if he just throws stones, Mr. Barghouti equivocates. "There are many things you can do beside throwing stones, which I don't have to say." On the street, protesters are reluctant to admit any association with Tanzim, which Israeli troops say they are targeting, often with snipers. During a protest yesterday, a young man looking to wash the soot from burning tires off his hands indicates to his friends not to answer when asked whether they are part of the Tanzim. "We're just demonstrating against the peace talks," he says. Nearby, a machine gun opens up on Israeli troops from a half-built building. As the protesters flee, television crews hide behind short palm trees lining the main street. A helicopter flies past, but with the talks on, retaliation is unlikely. The Israeli troops withdraw and the protest peters out. Armed with a cellphone, walkie-talkie and pistol, Halil, a plain- clothes member of the Palestinian "preventative security" who has come to report on the demonstration, radios to his headquarters that there are more television crews than protesters. Asked who is shooting and whether anybody will stop them he says, "I don't have any orders." -Caveat Lector- A lot of people are talking about a strange incident which happened in Austin last Monday. Here's the story: A University of Texas police officer stopped an old Grand Prix with diplomatic license plates which were (depending on which news report you hear) either stolen or expired, but which later turned out to be neither (?). Three other UT officers arrived on the scene, along with an Austin Community College officer (all of them way outside their jurisdiction). While searching the vehicle, the first officer went into a seizure. The four other cops became sick with headache, nausea, and sore throat--"allergy-like" symptoms. The first cop was hospitalized; the others treated and released. News reporters reporting live on the scene described the same symptoms, including a bad smell. The Hazardous Materials Unit arrived, then several blocks of Lamar and 15th were shut down. Two large blue tents were set up. Men in protective suits worked for three hours. Then, when it was all over, they announced there never was any substance, and that the first cop must have been overcome by allergies. Nothing was said about the symptoms experienced by the other persons! The young man who had been driving the car was handcuffed and taken to jail. He was later released. The police refused to release the identity or nationality of the man who was driving the diplomatic car. However, I have learned from a reliable source that the man was Sudanese. Incidentally, this incident occurred about two minutes' drive from the Governors Mansion. Gov. Bush was in the mansion that day (these days he is usually away on the campaign trail); I know because when I drove past it on the way to work that morning I saw a large security detail of DPS officers surrounding the mansion. ALSO: In the past hour it was reported that 100+ persons where evacuated from the Department of Public Safety (DPS) office on North Lamar. (DPS is our highway patrol; the Texas Rangers are part of DPS.) Twenty (?) persons were hospitalized with chest pains and "allergy-like" symptoms. (The number of persons hospitalized is unclear. I've also heard it was four persons.) Nothing more known at this time. Ziad Ahmed Farrah, 20, clearly remembers being 100 yards away from Israeli soldiers in Palestinian-controlled Bethlehem when one of them fired a rubber-coated steel bullet into his left eye. I was hit in my eye and my arm, Ziad said. My friends carried me about 50 me ters to the ambulance. I arrived at the eye hospital at exactly 5:30 p.m. on Saturday, Sept. 30. Ziad is one of many patients who have come to St. Johns Opthalmologic Hos pital in East Jerusalem since Friday, Sept. 29, with eye injuries sustained in Israeli attacks against Palestinians. All we can do for him now is to repair the fractures and fit him for an artificial eye, one of the nurses explained. We will try to match the color of the other eye. Khaled Abu Aker, a Palestinian journalist in Jerusalem told The SPOTLIGHT on Oct. 11 that more than 25 Palestinians12 in Jerusalem alonehave lost their eyes as a result of being hit with rubber-coated steel balls. The so-called rubber bullets are actually marble-sized metal balls with a thin rubber coating. A 12-year-old child, Ala Mad, is at St. Johns after being shot in the eye with a rubber-coated steel bullet. The hospital report states that his left eye was perforated twice, with the contents expelled, and the bullet caused fractures in the medial aspect and floor of the orbit. It has lodged in the maxillary sinus and could be seen in the upper jaw, protruding behind the teeth. This is the kind of catastrophic damage that rubber bullets inflict when fired from close range at a persons face. By Oct. 5 more than 12 children were in the hospital with injuries from Israeli bullets and a total of nine patients had lost their eyes. Among them is Ramadan Salwat, 15, who lost one eye while the other was seriously injured by a rubber-coated bullet. Doctors are trying to repair the injured eye, but it is likely that Ramadan will remain blind. Other patients shot in the eye include Abdel-Rahman An-Nadi, 12; Ibrahim Abu-Mursa, 12; Amjad Mazeed, 12; Taher Awad, 13; and Ahmad Abed, 14. In all of these cases, the doctors say the injuries could only have been inflicted by bullets fired at the heads of the children. Ziad is upset over the loss of his eye, but is even more offended by the military assault on Palestinian children: I want to say to the soldiers who shot me, You would not want someone to shoot your son, so you should not shoot a young person who is someone elses son. Reports issued by the Palestinian hospitals indicate that 60 percent of the 3,300 wounded are children. Further more, 77 percent of the injuries were in the upper body, i.e. above the waist. Nine ty-two percent of the victims were under 30 years of age. Most of the Palestinians killed were shot in the head or the chest. The high number of dead indicates Israels intent to kill Palestinian demonstrators, rather than to merely disperse them. A great number of the Palestinians killed during the first week of protests were children, including six who were 18 years old, 13 who were under 18, and some as young as 12. long-simmering fruit fight has led this fall to armed standoffs between
Florida agriculture crews and enraged homeowners.
Officials are going into back yards and cutting down people's beloved
citrus trees in an effort to stamp out a crop-destroying strain of bacteria.
"We have had all our rights taken away," said Nick Michaels. "People's
property is being destroyed. We have Nazis here in Florida with Gestapo
tactics."
The problem is citrus canker, a type of bacteria that causes oranges,
grapefruits, lemons, limes and other fruits to fall prematurely and leaves
lesions on fruit and leaves. The outbreak, confined mostly to the southern
part of the state, poses a major threat to central Florida's $8.5 billion citrus
industry.
There is no chemical that will kill canker in plant tissue. As a result, more
than 750,000 trees have been cut down and burned since 1995 in
residential areas of three Miami-area counties.
State rules allow the destruction of trees within 1,900 feet of an infected
tree, no matter where it is. And citrus trees cannot be replanted in the
affected areas for two years.
Florida Agriculture Department spokesman Terry McElroy said crews hope
to wipe out the disease over the next six weeks - if homeowners cooperate.
A Broward County man was arrested Wednesday after he threatened to
shoot a worker who came into his yard to remove a tree. On Monday, a dog
died as crews ground up a stump next door; the owner suspects they were
using chemicals that killed his pet, but the cause of death has not been
determined.
Bobbie Tyler said she, her roommates and sister plan to form a human
chain to save their grapefruit tree in Kendall, outside Miami.
"She's a beautiful old grandmother grapefruit. We've loved her for 25 years
and cared for her," Tyler said. "They have to come through us to get to the
trees. If it means hauling us off to jail, then so be it."
Fernando Ruiz stood at his front gate Thursday with his six dogs as he tried
to keep workers from removing tangerine and grapefruit trees he and his
father planted 20 years ago.
"You can't come in," he said, holding a copy of the U.S. Constitution. Police
were called, and the crew left until it could produce evidence it had given
Ruiz the required notice.
Generally, letters are sent out informing people that agricultural crews will
be in the neighborhood cutting down trees in the next few days.
Even though the state offers homeowners some compensation - a $100 gift
certificate per residence no matter how many trees are removed - they
won't willingly give them up. And some are heartbroken to lose the trees.
Some of the trees were planted to remember loved ones or to celebrate
special occasions, like the birth of a child or buying a house. Many trees
are old and their caretakers have shared fruit with family and friends for
years. The Ruiz family has saved an estimated $100 per year in grocery
costs because of the homegrown grapefruit.
"There's not a lot of satisfaction in knowing that something that is not sick is
being taken away from them," said Steve Sapp, president of the Dade
County Farm Bureau.
South Miami Mayor Julio Robaina and University of Miami professor Fred
Westphal have sued the Agriculture Department, saying it is not giving
residents enough notice and the right to appeal.
Some people aren't just angry at the loss of their trees. Jeane-Robert
Lamare of Miami stood in his driveway, staring cracks on the pavement
caused by a shredder canker workers used to cut down his grapefruit tree.
"I don't care about the grapefruit tree as much as my property," Lemare
said.

want.
A California performance artist has launched what she hopes will be a new
women's movement against logging ancient redwoods -- baring her
breasts and reciting poetry to stunned timber crews.
"They stop their chainsaws and they stop their trucks and they pay
attention," Dona Nieto, who goes by the name "La Tigresa," as she
prepared another demonstration.
"I've changed some of these guys' lives. But I'd like to change the laws, and
I'd like to change history."
La Tigresa has brought what she calls "Goddess-based, nude Buddhist
guerrilla poetry" to timber and logging sites in an area some 120 miles
north of San Francisco that is one of the main battlegrounds in the fight
between environmentalists and timber companies.

-Caveat Lector- China Spy Probe Shifts to Missiles By Walter Pincus and Vernon Loeb Washington Post Staff Writers Thursday, October 19, 2000; Page A01 A new review of Chinese military documents provided by a defector in 1995 has led U.S. intelligence agencies to conclude that Chinese espionage has gathered more American missile technology than nuclear weapons secrets, senior U.S. officials said. The conclusion was reached only this year because the CIA and other intelligence agency linguists did not fully translate the huge pile of secret Chinese documents, totaling 13,000 pages, until four years after the agency obtained them, according to a senior law enforcement official, who described the delay as a major blunder. The belated translation and analysis has prompted a major reorientation of the FBI's investigation into Chinese espionage. From 1996 until late last year, the FBI probe centered on the suspected loss of U.S. nuclear warhead data, and quickly narrowed into an investigation of Wen Ho Lee, a researcher at Los Alamos National Laboratory in New Mexico. Now, however, the FBI--which never found evidence that Lee spied for China--has shifted its focus to the Defense Department and its private contractors. That is because the documents provided by the defector show that during the 1980s, Beijing had gathered a large amount of classified information about U.S. ballistic missiles and reentry vehicles. The missile secrets are far more likely to have come from defense officials or missile builders than from Los Alamos or other U.S. nuclear weapons labs, officials said. The shift in the investigation's focus follows several years of highly public and controversial efforts by the FBI, CIA and Energy Department to determine whether China stole the designs of advanced nuclear warheads from the United States, and if so, whether Beijing was aided by U.S. spies. Plagued by internal disputes between agencies, partisan pressures from Congress, and an apparently mistaken decision to focus on Lee, counterintelligence investigators were slow to review the full 13,000 pages that originally sparked the inquiry. The CIA concluded several years ago that the defector who supplied the documents was a Chinese double agent, casting doubt on the information he delivered and delaying its translation from Mandarin to English. But the FBI, which has interviewed the defector in the United States, believes that he is legitimate. The CIA now says the evidence about the defector is "inconclusive," but agrees that the information he handed over has proven accurate, a senior government official said this week. The FBI, officials said, pressed for translating more of the document and, to support its case, began to question directly the Chinese informant, a former Chinese missile specialist whom the bureau brought to the United States. Although the FBI refused to say where he is now living, a senior intelligence official said earlier this week, "We know his whereabouts." Because the informant was a volunteer who approached the United States with an unsolicited offer to provide Chinese secrets, he is known in intelligence jargon as a "walk-in." He smuggled the documents out of China through DHL, the private delivery company, according to a former intelligence official who has reviewed much of the translated material. The documents appear to be a five-year "strategic plan" for development of China's new generation of missiles, the former official said. Another intelligence expert familiar with the material described it as "an embarrassment of riches." When the walk-in first delivered the documents, a senior U.S. official said, the CIA read and translated the titles of each major portion, then ordered a full translation of a 76-page section dealing with "nuclear" information--data on U.S. warheads, including the most advanced weapon in the U.S. arsenal, the W-88. One nuclear weapons official familiar with the process said the CIA had Chinese linguists read the documents for "intelligence purposes," to see whether they contained valuable information about Chinese missiles and warheads, and decided they did not. The agency did not perform a "counterintelligence review" to determine whether they contained classified information about U.S. missiles and warheads, the official said. Because of the CIA's belief that the walk-in was a double agent, a full translation of the documents seemed less pressing. "He failed an agency polygraph," one intelligence official explained. The CIA's suspicions about the informant also slowed the FBI's already limited investigation at Los Alamos of Wen Ho Lee. Another reason for the FBI's limited inquiry at Los Alamos in 1996 and 1997, a former FBI agent said, was that the bureau's Chinese counterintelligence agents were "already swamped" by highly publicized allegations of Chinese campaign contributions to the 1996 Democratic presidential campaign. I have zero desire to see President Gore round the clock, putting comely interns to sleep with charts and lectures on gaseous reduction. On the other hand, I would have loved to have a Webcam trained on Bill Clinton during the debates. I wonder if the president, who is a pariah in his own vice president's campaign, chewed on his cigar and shouted comebacks at the screen as the Three Faces of Al flickered. What an exquisite dilemma for a man who always wants things both ways! He needs his partner to excel so that Al can defeat W. and secure Mr. Clinton's legacy. But if Mr. Gore falls short, Mr. Clinton can comfort himself with the belief that "if only I were out there, the election would be over. I'm still the best. If you find a turtle on a fencepost, it didn't get there by accident." Mr. Clinton, some close to him say, is bewildered and hurt by the way Mr. Gore keeps erasing him from his White House photo album. The president thinks Mr. Gore should run as his vice president, bragging on their record of economic growth, welfare reform and fiscal (if not personal) discipline. I would much rather have the master pol's debate commentary than those "doofus-heavy focus groups assembled by the networks," as The Washington Post's TV critic Tom Shales calls them, which deemed the governor more specific and straightforward than the vice president even when W. was offering generic and incoherent bromides. As W. bit the inside of his lip and looked hunched, vacant and played- out, you just had an image of a head full of sawdust as he sniffled, snorted and sifted through his brain trying to remember if the situation called for "I trust people, not government" or "Leave no child behind" or "The partisan bickering has to stop" or "Governors lead. That's what we do." In a 1996 debate with Bob Dole, Mr. Clinton used sidling and staring to intimidate his rival. Mr. Gore attempted the same maneuver Tuesday. Lithe as a lawn mower, subtle as a subpoena, Alpha Al clomped right up beside Mr. Bush, who rewarded him with a disdainful double take that brought chuckles from the crowd. Mr. Gore kept right on striding up to the crowd, like an Olympic diver about to do a three-and-a-half- somersault pike. Mr. Gore's points often had a subtext of tattling. He said his four children had come to the debate. (W.'s didn't, nyah, nyah!) He said he had gone to Vietnam, even though there were "fancy ways to get out of going." (W. got a cushy spot in the Texas Air National Guard, nyah, nyah!) He had "not spent the last quarter-century in pursuit of personal wealth." (W. was using family connections to get rich, nyah, nyah!) Mr. Gore's erratic and sometimes arrogant debate demeanor, which has caused some Gore focus groups to violently turn on the Democratic nominee, has surely confirmed Mr. Clinton's belief, which he once confided to a friend, that Al would have been happier in academia. After being slighted by the Gorites, the president would certainly be gratified to see them come beg him for an 11th-hour rescue to do last- minute stumping with minorities and in hard-fought states. But Mr. Gore, who has not appeared publicly with the president since their awkward passing of the torch in Monroe, Mich., two months ago, resents Mr. Clinton so much he might rather lose than reattach himself. He has paid all the dues he intends to. He frets over polls that show lingering anger at Mr. Clinton that might drag him down. Mr. Gore cannot even bring himself to use the word "Clinton." In the debate, he was boasting of his role in planning "the president's" summit meeting in the Mideast. He caught himself using the "P" word and you could practically hear the klaxon go off as he switched to praising the great job of "our country's team." Can you imagine what the puffy- eyed Mr. Clinton, back (via a fund- raiser and a golf banquet) from 20 meetings that consumed 24 of 28 hours at an Egyptian golf resort where he did not even get to golf, must have howled at the TV at that point? While serving stationed in Germany in 1995, New was among a few hundred troops President Clinton sent to Macedonia on a peacekeeping mission dispatched by the United Nations. The soldier chose not to obey what he calls an illegal order to remove his American military uniform patch in favor of the insignia and blue beret of the United Nations, saying he would not serve a foreign power. Consequently, New was slapped with a court-martial charging he had refused to obey a "lawful" order. Although his defense centered around the lawfulness of the order, evidence submitted by New's attorney bearing on that issue was set aside by Army Judge Lt. Col. Gary Jewell, New's court-martial judge who instructed the jury that the orders were indeed constitutional. New appealed to the military's highest tribunal on the grounds that he was denied an element of his defense. Oral arguments were heard by the five-member panel of civilian judges on Feb. 4, and expectations were for a quick decision. However, the court concluded its 2000 session on Sept. 30 without making a decision on the case. Two other cases that were given oral hearings were also "held over," according to the court's clerk, Thomas Granahan, who said it is not unusual for "one or two" to be decided after the Sept. 30 deadline. The court operates on a year-round calendar from Oct. 1 -- Sept. 30, he noted. One of the "held-over" cases originated in the Air Force and was heard by the Appeals Court on Apr. 5. The other is a Marine Corps case that was heard Feb. 29. Granahan said he could not speculate as to the reason for the lengthy consideration of any of the three cases. Retired Army Judge Advocate General Lt. Col. Henry Hamilton, who represents New in the military courts, said he has heard speculation that the court is waiting until after the election to make a decision on New's appeal. Should the appeal be granted, New's conviction would be re-evaluated in light of his evidence that the order to obey the U.N. command was unlawful. In other words, his successful appeal would effectively be putting U.N. authority on trial. "Some have speculated, and I decline to speculate, that substantial disagreement among the five judges or through lengthy and unusually convoluted legal reasoning, an attempt is being made to justify the army's constitutional error, which was taking away from the military jury one of the elements of the defense on the lawfulness of the order," Hamilton said, adding that he believes a decision will be rendered in late fall or early winter. Dr. Herb Titus represents New in the civilian court system and serves as lead attorney in the soldier's defense. "From a civilian perspective, I find it unusual that a court would not render an opinion when it had been argued during that particular term of court," Titus said, adding that "people become suspicious" when such delays occur. "Why is it taking this court so long to decide this case when the U.S. Supreme Court doesn't take this long?" he added. This can be verified by running the local VisualRoute client on your computer (see http://www.visualroute.com)-- this software is free for a 30-day trial and is great fun to play with. In addition, it appeared that some politically-active individuals' internet traffic is visibly detoured in all cases, not just for visits to crypto sites. Incidentally, there is no technical reason why the rerouting, if that's what it really is, should be visible except that it is *desired* that it be visible. The observation that the detouring seems limited to fixed IP addresses (ignoring untraceable activities from those with variable addresses) is additional evidence of intelligent design. At the time of my post, it was thought that Carnivore dealt with email monitoring only-- in fact, one main reason for my post was to suggest otherwise. By Brock Meeks, MSNBC October 18, 2000 4:44 AM PT WASHINGTON -- Carnivore, the FBI's controversial e-mail snooping program, is part of covert surveillance triad known inside the bureau as the "DragonWare Suite," according to recently declassified documents. The documents also outline how the DragonWare Suite is more than simply an e-mail snooping program: It's capable of reconstructing the Web surfing trail of someone under investigation. According to an analysis of the declassified documents by SecurityFocus, a California-based computer security firm, the DragonWare Suite can "reconstruct Web pages exactly as a surveillance target saw them while surfing the Web." Besides Carnivore, the DragonWare Suite includes programs called "Packeteer" and "Coolminer," the documents reveal. These latter programs are used to reconstruct the raw data scooped up in the initial phase by Carnivore. Omnivore came first The FBI was forced to release documents relating to Carnivore as the result of a lawsuit brought by the Electronic Privacy Information Center (EPIC). The suit was filed to force the bureau to comply with a Freedom of Information Act request the Washington-based privacy watchdog organization filed earlier this year. The FBI released about 600 pages from its Carnivore files, with most of the information hidden from view by huge blocks of blacked-out paragraphs. But by combing through the information left in view, the details of Carnivore's evolution begin to emerge. Two other e-mail monitoring programs preceded Carnivore, dating back to at least January 1996. Omnivore was Carnivore's immediate predecessor, developed to run on a Sun Solaris system at a cost of $900,000. But an earlier program that still remains classified "secret" preceded Omnivore. Omnivore was pushed into service because the older system was deemed to have "deficiencies that rendered the design solution unacceptable," a product review document says. Omnivore was designed to "sniff" an e-mail stream and print out targeted e-mails in real time, while storing other data on an 8mm tape drive, the documents say. The project was conceived in February 1997 and deployed in October of that year. It was officially retired in June 1999. The system was apparently pressed into service earlier than planned. While still in its beta phase, the FBI deployed Omnivore during an investigation, but technical problems arose that required the program's commercial developers to support the installation of the program. That situation made its full development schedule "difficult to maintain," the documents show. More than it could chew But the Solaris operating system proved unwieldy in the field, and in September 1998 the bureau devised project "Phiple Troenix" -- a bastardization of the phrase "Triple Phoenix" -- as the upgrade path that would eventually become Carnivore. The main objective of Phiple Troenix was to rewrite the Omnivore software to make it work on a Windows NT platform, according the declassified documents. "This will facilitate the miniaturization of the system and support a wider range of personal computer equipment," the documents say. -Caveat Lector- Report: Clinton, Reno deceived public about Waco tragedy 10/19/2000 By Lee Hancock and Michelle Mittelstadt The Dallas Morning News A Congressional report released Thursday alleges that President Clinton and Attorney General Janet Reno misled the public for years with claims that U.S. military experts endorsed the "flawed" FBI tear gas attack that ended the Branch Davidian siege. "President Clinton and Attorney General Reno have deceived the American people for over seven years by misrepresenting that the military endorsed, sanctioned or otherwise approvingly evaluated the plan," stated the report by the House Government Reform Committee. The 99-page report also vigorously criticizes that Justice Department's response in the aftermath of the tragedy, contending that all of the agency's actions "were consistent with an organization that was not eager to learn the full truth about what happened on April 19, 1993." Officials at the Justice Department and the White House did not immediately return calls for comment Thursday. But an opposing report by the committee's Democratic minority disputed the Republican majority's criticism of Ms. Reno. Committee Democrats contended that the attorney general acted properly during the siege and its aftermath and that the committee had wasted more than a year of investigative resources on the Waco tragedy. The Democrats' 25-page response contended that the Republican majority findings were duplications of earlier investigative efforts or "unsupported allegations of wrongdoing." "The committee's 13-month investigation was unnecessary, expensive and fruitless," the Democrats charged. "It contributes virtually nothing to the public's understanding of Waco." Both reports released Thursday follow a year-long investigation by the same House committee that conducted two weeks of contentious and highly partisan hearings in 1995 on the Waco tragedy. The committee renewed its Waco inquiry in September 1999 after FBI and Justice Department officials were forced to reverse years of public denials and acknowledge that some pyrotechnic tear gas grenades had been used during their final Waco operation. That admission and a Waco federal prosecutor's public warnings to the attorney general last fall that some of her subordinates may have covered up the use of pyrotechnic tear gas grenades also led to the appointment of Waco Special Prosecutor John C. Danforth. Mr. Danforth issued a preliminary report in July exonerating the government of "bad acts" in Waco and clearing Ms. Reno of any wrongdoing or effort to mislead Congress or the public in the aftermath of the worst law enforcement tragedy in U.S. history. About 80 Davidians died on April 19, 1993, when their compound burned. The fire broke out about six hours after FBI agents began ramming the building with tanks and spraying in tear gas to try to force and end to a 51-day standoff. The incident began when a gunfight broke out as agents from the federal Bureau of Alcohol, Tobacco and Firearms tried to search the Davidian complex and arrest leader David Koresh on weapons charges. Four ATF agents and six Davidians died. The committee inquiry that led to Thursday's report began with intense partisan sniping. Ranking minority member Henry Waxman, D.-Calif., angrily chastised committee chair Dan Burton, R-Indiana, last September after the chairman accused Justice Department officials of withholding parts of an FBI lab report from Congress that identified at least one tear gas round used at Waco as a military device. Mr. Waxman's staff discovered last fall that several copies of the report, including the reference to the military rounds, were given to the congressional committee before its 1995 hearings. On Thursday, Democrats renewed their criticism of Mr. Burton, charging that his committee's entire report and investigation was flawed because of its beginnings with that "false accusation." But the committee's majority noted in its report that those documents were "dumped" on the committee only three days before the start of the 1995 Waco hearings "in an apparent hope that ...no one would have the opportunity to find these documents and ask relevant questions." "Justice Department officials were more concerned in 1995 with their own political self preservation than their duty of full disclosure to the American people and the Congress," the report released Thursday charged. The report issued by the committee's Republican majority includes accounts from an Army general and colonel of how they refused Ms. Reno's request to evaluate an FBI plan to assault the Davidian compound when FBI officials were seeking her approval for the tear-gas operation carried out on April 19, 1993. The two special forces officers said they told Ms. Reno that federal limits on involvement by U.S. military in domestic law enforcement actions prohibited them from offering any critique or suggestion about the Waco

"No globalization," chanted some 4,000 students, labor leaders and civil rights activists at Soongsil University campus in southern Seoul on the eve of the third Asia-Europe Meeting (ASEM). The evening rally drew some 100 foreign activists taking part in a forum of nongovernment organizations (NGOs) held to coincide with the summit on Friday and Saturday. Tens of thousands of police, backed by helicopters and armoured riot vehicles, have been deployed throughout Seoul to stop protests. But no violence was reported. The protestors punched the air, surrounding a podium decorated with a banner reading "We Oppose Neo-liberalization and Globalization!" and a large picture depicting an angry slogan-chanting worker. Students and union activists held up placards blasting ASEM for promoting a US-led globalization movement and vowed to lead a protest march on Friday, which will be kept several kilometers from the ASEM convention center. The march will be headed by the Korean Confederation of Trade Unions (KCTU), a militant union group which has opposed sweeping economic reforms since an economic crisis forced South Korea to accept a 58-billion-dollar bailout from the International Monetary Fund (IMF) in late 1997. The protestors blasted the lending policies of international institutions such as the World Trade Organization (WTO) and the IMF for increasing the suffering of poor nations by imposing harsh repayment obligations. "Globalization is a main cause of worsening labor conditions." read a statement distributed at the rally. "Disband the international organizations soliciting neo-liberalism. Stop negotiations about free trade measures and block the WTO New Round." South Korean pressure groups have pledged there will be no repeat of the violence that dogged the WTO conference last year in Seattle, and the World Bank/IMF meetings in Prague last month. But organizers of ASEM, South Korea's biggest international event since the 1988 Olympics, are desperate to avoid violent clashes with protestors and are taking no chances with security. From Thursday, riot police sealed off all public access to within two kilometers (1.2 miles) of the sprawling ASEM site. A South Korean photographer reported seeing around 20 local student activists detained by police after trying to break through police lines. Labour activists go to work for Hillary

THE Labour Party fought off charges that it was interfering in the American
election yesterday after it emerged that a contingent of party workers had
crossed the Atlantic to campaign for Hillary Clinton.
About eight staff, most of them in their twenties, who normally work as
researchers for Labour MPs took time off to join Mrs Clintons campaign for a
Senate seat in New York and stayed in spartan conditions in a South Bronx
convent for more than a week before flying home last night.
