Gulf News online Exclusive: Another blow to Alliance Quetta | By Nissar Hoath | 04/11/2001 The Northern Alliance in Afghanistan is set to suffer another blow as one of the key commanders of Gulbadin Hikmatyar's Hizb-e-Islami is negotiating to join Taliban forces along with hundreds of his armed men. Amir Mohammed Akbar Khan Barech, former Mujahideen commander of Shorawak who recently made overtures to join the Taliban following American attacks on the country told Gulf News in an exclusive interview that he has started negotiations with the Taliban in Kandahar about two weeks ago. He belongs to the Barech, a powerful tribe in southern Afghanistan. The negotiations have come after a Jirga of the chieftains of the Barech tribe and their ulema in the district of Kandahar in the south, said Barech, while speaking to Gulf News in a small musafirkhana, a motel room, ou tside Quetta city. He said the decision has been taken due to foreign interference and outside attack on the country. We have political differences with the Taliban, but when it comes to direct foreign attack on the country, it is ours and every Afghan's, responsibility to join hands. That is what brings us close to the Taliban, he sai d. The Hizb-e-Islami commander has decided to return to the political arena after a silence of seven years when Taliban swept through Afghanistan and captured Kabul. Asked if he and his junior commanders would quit former Rabbani's Prime Minister Hikmatyar's party, Khan's reply was in the negative. We would be affiliated with Hizb-e-Islami even after joining Taliban ranks in the war against U.S. We will be fighting the Americans and their Afghan partners (referring to Northern Alliance) in the frontline, but our po litical affiliations will remain with our party, he explained. Asked if the party leadership approves of this, he responded: Simply, we will quit the party and join Taliban in the war. Because, here the country is at risk, and if our leadership tries to become an obstacle to protect the country, we will fight them as well. Khan also said that Hikmatyar is a mujahid, and a mujahid will have no objection to protect the country from outside attack. Referring to the talks with the Taliban, he said the negotiations started about two weeks ago. We started the negotiations with Maulvi Ghulam Haider Barech, Maulvi Noor Shah Barech and Maulvi Faizullah, all Taliban officials in Kandahar and Quetta. And we have given the authority to all these three officials to ne gotiate for us with their senior leaders in Kandahar, he said. Haider is the chief of Kandahar city police, while Noor Shah is the chief judge of Taliban Spin Boldak district while Faizullah runs the Taliban madrassa here in Quetta. Several rounds of talks have been held with these Taliban officials, who hail from Shorawak, and we are expecting the result so that we could send our men from Shorawak and various refugee camps in Balochistan to join th e battle field, he said. On the supply of weapons, he said: Weapon is the ornament for an Afghan. Though silent and living in Pakistan, we will get our hands on weapons. It is not a problem for the Afghan people. The most important thing is fait h. We have faith in Almighty Allah. He also claimed 70 per cent of 50,000 Barech people are with him and all the men will go to the frontline and fight both Americans and their agents in Afghanistan. The Barech tribal commander also strongly condemned the Northern Alliance, said: We condemn them, because they are killing their own people with foreign aid. But when it was pointed out that the Mujahideen have also killed their own people with American and other countries' support, he said things were different. Before, we fought the communists and their Russian patrons. But today Northern Alliance forces are killing their people with the help of our extreme enemy Russia, he maintained. About differences with Taliban, he said the major difference is that they were on opposite sides when they were gathering momentum in 1995. He and his men took the support of former President Dr Najibullah's former militi amen and rose against Mujahideen who threw out Russians from Afghanistan. We have no problem with religious thoughts, teachings and Shariah laws, he replied when asked if Taliban brand of Islam was also one of the reasons for the differences. London urged to give Dome to New York

THE troubleshooter brought in to rescue the Millennium Dome urged
Tony Blair last night to give the structure to New York to conceal
the horrors of the salvage operation at the World Trade Centre site.
Officials in the New York Mayors Department have already been in
contact with engineers and designers of the Greenwich building for
advice on how to build a dome.
The need to cover Ground Zero has been driven by the rapid onset of
winter and complaints that the site is being turned into a ghoulish
tourist attraction.
New Yorkers on their way to work in the financial district, and
people who live near by, are upset that they have to confront the
tragic scene each day. Salvage workers also need protection from the
elements.
The dome proposal has already been discussed at senior levels in New York. Robert
Adams, safety dir
ector for the Department of Design and Construction, told a city committee earlier
this week that e
xperts involved in the
Dome project had been contacted.
David James, the businessman personally appointed by the Prime Minister to save the
Dome when it wa
s only 20 minutes from closure, said last night: It would be a wonderful gesture on
the part of th
e Government to give th
e Dome to the City of New York. It would be a marvellous means of seeing the
Millennium Dome having
a meaningful purpose to its life.
Mr James was backed by Pierre-Yves Gerbeau, the Frenchman who was brought in to run
the visitor att
raction and whose enthusiasm for the Dome visitor attractionwas praised by the Prime
Minister.
M Gerbeau said: I lost a couple of friends in New York on September 11 and I think
anything we can
do to help should be considered. It would be a wonderful idea in principle to move
the Dome to Gro
und Zero. I am not sure
about the practicalities, but if it could be possible we should consider it.
While there would be huge practical and logistical difficulties the Greenwich Dome,
which is 325 me
tres in diameter, would comfortably fit the site of the twin towers tragedy.
Matthew Monahan, an assistant commissioner at New Yorks Department of Design and
Construction, sai
d last night that the need for a dome was less a consequence of the low temperatures
and more to p
rotect it from rain tha
t freezes. He said the city was concerned about the cost of a dome on the site and
whether it coul
d be built in time for winter. Temperatures in New York are still in the 70s, but are
set to plunge
over the next three we
eks.
Mr Monohan added that a Ground Zero dome would be more of a covering for the site
than an enclosur
e so that trucks and workers could get in and out easily. New York City officials
have already com
e up with a nickname fo
r the project, Dome of the brave.
The operation to move the Greenwich structure would cost around £40 million, provided
practical pro
blems could be overcome.
According to people involved in its design, it can be moved easily. But the
complications would eme
rge trying to reposition it on the New York site. The Dome is held together by 12
giant pylons. A D
ome source said: The d
ifficulty would be embedding those pylons in the wreckage of the towers. Im not sure
that it could
be done.
Since it closed on December 31, the Dome has proved almost as much of an embarrassment
to the Gover
nment as when it was open.
The empty structure costs around £500,000 a month in insurance and security costs. At
one stage, it
was costing up to £1 million a month.
Ministers are desperate to off-load the controversial structure but almost a year
after the doors w
ere closed for the last time, no firm plan has been drawn up for its disposal.
One senior Whitehall source said last night: We are desperate to get
shot of the Dome and would look seriously at anything that could draw
a line under the affair.
I am not sure it is practically possible to shift the Dome to New
York lock, stock and barrel, but if there was a way I am sure
ministers would look sympathetically at it. We are market testing the
entire 63-acre site and the adjoining 60 acres of land which is ear-
marked for development. I think you will find a commercial buyer will
end up with the site, even though New York sounds like a good idea on
paper.
Prime contenders to buy the site are the Welcome Trust, who want to
use it to build a biomedical research laboratory. Another leading
bidder was the Duke of Westminsters property consortium, Grosvenor
Estate Holdings, but reports last night suggested that the company,
together with Stanhope, another property developer, was pulling out.

While talking about the truth of the conflict, opinion polls in the world have shown that a little more than 80 per cent of Westerners, of Christians in the United States and elsewhere, have been saddened by the strikes that hit the United States. The polls showed that the vast majority of the sons of the Islamic world were happy about these strikes because they believe that the strikes were in reaction to the huge criminality practiced by Israel and the United States in Palestine and other Muslim countries. After the strikes on Afghanistan began, these groups changed positions. Those who were happy about striking the United States felt sad when Afghanistan was hit, and those who felt sad when the United States was hit were happy when Afghanistan was hit. These groups comprise millions of people. Barbaric West The entire West, with the exception of a few countries, supports this unfair, barbaric campaign, although there is no evidence of the involvement of the people of Afghanistan in what happened in America. The people of Afghanistan had nothing to do with this matter. The campaign, however, continues to unjustly annihilate the villagers and civilians, children, women, and innocent people. The positions of the two sides are very clear. Mass demonstrations have spread from the farthest point in the eastern part of the Islamic world to the farthest point in the western part of the Islamic world, and from Indonesia, Philippines, Bangladesh, India, Pakistan to the Arab world and Nigeria and Mauritania. War fundamentally religious This clearly indicates the nature of this war. This war is fundamentally religious. The people of the East are Muslims. They sympathized with Muslims against the people of the West, who are the crusaders. Those who try to cover this crystal clear fact, which the entire world has admitted, are deceiving the Islamic nation. They are trying to deflect the attention of the Islamic nation from the truth of this conflict. I saw four or five people like this, says Dr. Atiq, whose mobile clinic treats critically injured civilians and Northern Alliance rebels wounded by the daily shelling and gunfire at the front line a few kilometres away. The Taliban keeps its victims alive for days, drawing their blood with a syringe every 24 hours until they succumb, he says. The blood is extracted by doctors on the orders of Taliban military officers. They are army doctors and they make them do this by force, he says. Dr. Atiq says further evidence came from a patient who had witnessed the practice and a prisoner who escaped from the city of Mazar-e Sharif. He was flown to Iran for treatment but died. Locals have similar stories, including that of Khalil Abdul Jamil, a rebel soldier being held prisoner in the capital, Kabul. In a desperate letter to friends, Mr. Jamil told of having blood extracted and begged them to find a Taliban prisoner who could be exchanged for him. A healthy body contains five litres of blood. One litre can be safely withdrawn, but taking two litres or more, especially in Afghanistan's harsh climate, is almost certainly fatal. Dr. Atiq said the Taliban also has doctor-terrorists, physicians so committed to the Taliban they willingly impose pain. He blames the Taliban's ranks of foreigners -- Arab and Pakistani religious zealots who see Afghanistan as the purest expression of Islam and are willing to fight to defend it. He says they give the orders. The Taliban, which fought its way to power in 1996, is a group of radical religious students, or talibs, who govern according to their strict interpretation of the Islamic faith. But the movement's claim to religious purity is undermined by the abuses committed by its leaders and soldiers in the name of Islam. The regime has allowed terrorist groups to operate training camps in Afghanistan and continues to give safe haven to Osama bin Laden and his al-Qaeda organization, believed to have staged the Sept. 11 terrorist attacks in New York and Washington. As well as providing a base to launch atrocities abroad, the Taliban has committed atrocities against Afghans for more than five years. Information gleaned from refugees flowing north to this rebel outpost of mud houses, battered Jeeps and camel caravans paints a chilling panorama of the horror of life under Taliban rule. The camps are filled with women whose husbands have been killed by the Taliban. Villagers tell of girls as young as 10 being rounded up and taken away by Taliban troops. There are stories of rapes, torture, amputations and executions. Dr. Atiq knows first-hand what it is like to live under the Taliban. He studied medicine in Kabul and was working at the military hospital there when the Talibs left their refugee camps in Pakistan, where they had developed their hardline philosophy, and overran the city, ousting the mujahedeen government. His female boss, Dr. Suhella, with whom he had worked as chief of medicine, was forced out when the new regime confined women to their homes, banning them from going to school or working. It imposed harsh sentences on those who violated its obscure laws, ordering their hands or feet cut off. The severed limbs were hung from trees in Kabul parks to remind people to behave, turning public gathering places into gruesome displays of amputated body parts. After six months, Dr. Atiq slipped out of the city under the cover of darkness and walked across the front line to territory held by the Northern Alliance rebels. His wife, Adala, a teacher, and their daughter Katayoon and son Kambez joined him later. They now live in Dushanbe, Tajikistan, 100 kilometres north of this desolate post. There are nine cots and an operating table inside his clinic, currently all empty, although that will soon change if the rebels launch their long-threatened offensive. Asserin, 18, of Falls Church, was arrested Tuesday on a felony charge of setting a fire capable of spreading and a misdemeanor charge of burning the U.S. flag. Virginia is among 48 states that still have flag desecration laws on the books, even though the U.S. Supreme Court ruled in 1989 in Texas v. Johnson that flag burning is constitutionally protected speech. Kent Willis, executive director of the American Civil Liberties Union of Virginia, said the flag-burning law, enacted in 1960, is unconstitutional and that the ACLU will seek to have the charge dismissed if prosecutors don't drop it. It is irresponsible and shameful that the fire department would fan the emotional flames that are present here in this case. It's almost hard to believe they're serious, Willis said. SITE IN NEW YORK WAS DESTROYED ON SEPT. 11 By JAMES RISEN WASHINGTON, Nov. 3 -- The Central Intelligence Agency's clandestine New York station was destroyed in the Sept. 11 attack on the World Trade Center, seriously disrupting United States intelligence operations while bringing the war on terrorism dangerously close to home for America's spy agency, government officials say. The C.I.A.'s undercover New York station was in the 47-story building at 7 World Trade Center, one of the smaller office towers destroyed in the aftermath of the collapse of the twin towers that morning. All of the agency's employees at the site were safely evacuated soon after the hijacked planes hit the twin towers, the officials said. The intelligence agency's employees were able to watch from their office windows while the twin towers burned just before they evacuated their own building. Immediately after the attack, the C.I.A. dispatched a special team to scour the rubble in search of secret documents and intelligence reports that had been stored in the New York station, either on paper or in computers, officials said. It could not be learned whether the agency was successful in retrieving its classified records from the wreckage. A C.I.A. spokesman declined to comment. The agency's New York station was behind the false front of another federal organization, which intelligence officials requested that The Times not identify. The station was, among other things, a base of operations to spy on and recruit foreign diplomats stationed at the United Nations, while debriefing selected American business executives and others willing to talk to the C.I.A. after returning from overseas. The agency's officers in New York often work undercover, posing as diplomats and business executives, among other things, depending on the nature of their intelligence operations. The recovery of secret documents and other records from the New York station should follow well-rehearsed procedures laid out by the agency after the Iranian takeover of the United States Embassy in Tehran in 1979. The revolutionaries took over the embassy so rapidly that the C.I.A. station was not able to effectively destroy all of its documents, and the Iranians were later able to piece together shredded agency reports. Since that disaster, the agency has emphasized rigorous training and drills among its employees on how to quickly and effectively destroy and dispose of important documents in emergencies. As a result, a C.I.A. station today should be able to protect most of its secrets even in the middle of a catastrophic disaster like the Sept. 11 attacks, said one former agency official. If it was well run, there shouldn't be too much paper around, the former official said. The agency's New York officers have been deeply involved in counterterrorism efforts in the New York area, working jointly with the Federal Bureau of Investigation and other agencies. Many of the most important counterterrorism cases of the last few years, including the bureau's criminal investigations of the August 1998 bombings of two United States Embassies in East Africa and the October 2000 bombing of the U.S.S. Cole in Yemen have been handled out of New York. The United States has accused Osama bin Laden and his Al Qaeda terrorist network of conducting both of those attacks. But United States intelligence officials emphasize that there is no evidence that the hijackers knew that the undercover station was in the World Trade Center complex. With their undercover station in ruins, C.I.A. officers in New York have been forced to share space at the United States Mission to the United Nations, as well as borrow other federal government offices in the city, officials said. The C.I.A.'s plans for finding a new permanent station in New York could not be determined. The agency is prohibited from conducting domestic espionage operations against Americans, but the agency maintains stations in a number of major United States cities, where C.I.A. case officers try to meet and recruit students and other foreigners to return to their countries and spy for the United States. The New York station, which has been led by its first female station chief for the last year, is believed to have been the largest and most important C.I.A. domestic station outside the Washington area. The station has for years played an important role in espionage operations against Russian intelligence officers, many of whom work undercover as diplomats at the United Nations. BHoward A State of High Alert Posted on Nov. 2, 2001 By Anthony Kimery National Guard members stand watch in many metropolitan areas across the United States. State sponsors of terrorism and terrorist links worldwide are under close scrutiny for transshipment of weapons of mass destruction (WMDs) ranging from biological and chemical agents to nuclear-related materials and devices. The result, according to more than a dozen top security, military and intelligence officials, is heightened alerts around the world to track down and eliminate these threats. Highly specialized teams from the FBI and other federal law-enforcement agencies, working in close cooperation with military and intelligence agencies, have been on the lookout with extremely sophisticated devices to detect WMDs of every kind. This includes deployment of specialists from the Nuclear Emergency Search Team (NEST). Insight was the first national journal given access to this secretive agency (see Your Life May Depend on the Woman from NEST, Oct. 23, 1995). The primary task of NEST is constantly to be on the lookout for potential nuclear or radiological weapons that might be smuggled onto the U.S. mainland. Indeed, after the collapse of the former Soviet Union, NEST personnel were deployed to Russia to help that country and its former satellite states learn how to identify, locate and eliminate potential WMD threats, including the tracking of lost and stolen nuclear materials. After the Sept. 11 attacks on New York City and the Pentagon, Insight has learned, NEST was put on a state of high alert and operating 24 hours a day, seven days a week in the nation's capital and New York City monitoring for nuclear-related weapons. Federal officials have told the magazine that this includes extensive use of deployed sensors and specially equipped vehicles patrolling the streets of both cities. So NEST personnel were accompanied by special forces and on their highest state of alert for possible radiological threats during the first national terrorist alert announced by Attorney General John Ashcroft. Vice President Richard Cheney quickly was moved out of the capital to a secure location as a means of ensuring an orderly transition in the event of the death of the president. Officials would not comment on possible links between the nuclear concerns and the hustling away of Cheney, but after the vice president returned to a normal work schedule at his White House office they confirmed that NEST had moved to a lower state of alert. Media Credit: Ricardo Watson/UPI As Ashcroft issued formal terrorist alerts, the Nuclear Emergency Search Team scoured Washington for a radiological dispersal device. Soon, however, both White House and Department of Defense (DOD) officials began to brief the press on concerns about potential radiological releases on U.S. grounds while dismissing the potential for a conventional nuclear-bomb attack as highly improbable. However, the ongoing operations of NEST and its frantic activities were not addressed. The press failed to pick up on the fact that NEST and its specialists had been on highest alert and systematically searching Washington, facts Insight has not been asked to withhold. When Ashcroft again announced an increased state of alert during Halloween week, a similar pattern emerged. As NEST worked aggressively, U.S. government spokesmen and officials downplayed the potential for radiological attacks using nuclear materials packed into explosive packages that upon detonation disperse highly toxic materials. But, according to WMD specialists interviewed at length by Insight, there is no doubt that Osama bin Laden and his al-Qaeda organization have acquired fissile materials. And, as one military source says, We believe they have, at least, drawn up plans with the full intention of using them inside the United States. In this lengthy series of interviews by Insight, insiders emphasized repeatedly that the issue was never if WMDs would be used by terrorists but when. This threat is very, very real, a U.S. intelligence official tells the magazine. The current consensus is that, rather than a conventional nuclear bomb, the terrorists have acquired nuclear-related materials to be dispersed with a conventional explosion. Such a radiological dispersal device, known as an RDD, might kill hundreds and subject thousands to harm from radioactivity. Using plutonium, which is extraordinarily carcinogenic, an RDD could render an area of three to five square miles uninhabitable for months â or a lifetime. The specialists note that as a result of the April 1986 nuclear accident at the Chernobyl plant in the Ukraine, according to Soviet authorities, there were more than 1,000 direct casualties and about 100,000 were put at risk from cancer. The non-stop pounding of front lines, one day after B-52 bombers were seen in action for the first time over the heavily fortified Taliban positions, brought a smile to the faces of opposition commanders who have been critical so far of the scope of the US air raids. In the United States, where anthrax-by-mail bioterror attacks claimed their fourth death, US President George W. Bush reiterated that new terror assaults were imminent on US soil, saying: I put the country on alert for a reason. British Prime Minister Tony Blair, Bush's closest ally, was in talks with King Abdullah II of Jordan on the third leg of a Middle East tour, which the British press agreed Thursday got off to a disastrous start. Taliban Education Minister Amir Khan Muttaqi said seven US raids Wednesday and Thursday severely damaged the Kajaki dam and hydroelectricity plant in the southern province of Helmand, completely knocking out the power supplies of Kandahar and Lashkarga. So far water has not started gushing out of the dam but any further bombing will destroy the dam, Muttaqi told AFP. It may cause widespread flooding, putting at risk the lives of thousands of people. Kajaki, 90 kilometers (56 miles) northwest of Kandahar, contains 2.7 billion cubic metres of water. It normally produces 150,000 kilowatts of electricity per hour and irrigates land farmed by 75,000 families in a desert area where water is a precious commodity, the minister said. America wants to destroy everything in Afghanistan, he said. There are no military installations in Kajaki, not even in the district. Another Taliban spokesman, Qari Fazal Rabi, said in Kabul: Winter is coming and the Americans want to deprive Afghans of all living facilities. Today is a better day, a delighted opposition commander Alu Zaqi commented on the relentless US battering of Taliban front lines. If this keeps going, the Taliban will be weakened and the front lines will collapse. But another commander, General Hussein Anwari, head of a small Shiite faction and a member of the fractious Northern Alliance's leadership council, said opposition forces were still not ready to attack Kabul. He told AFP the US had yet to provide any aid in materiel, saying military equipment received recently from Russia had been paid for before September 11, when terrorist attacks on the United States killed some 5,000 people. He added, however, that the Alliance hoped to receive aid after a meeting Tuesday in Dushanbe between its military chief, General Mohammad Qasim Fahim, and the head of the US military campaign, General Tommy Franks. We hope to receive ammunition, cannon and heavy equipment, he said. That would be the most efficient way to fight the Taliban. Turkey, the only Muslim majority populated member of NATO, meanwhile announced that it would send 90 elite troops to Afghanistan. A government statement said the force would engage in surveillance, the struggle against terrorists, guiding the Northern Alliance, supporting humanitarian missions, protecting innocent people and helping the evacuation of civilians when necessary. It said the decision came after a US request on October 26, but gave no details on when the troops would be sent, nor where they would be deployed. The Taliban immediately condemned the decision, the militia's ambassador in Islamabad, Abdul Salam Zaeef, saying: Any soldier, whether they are from a Muslim or non-Muslim country -- if they are joining the Americans, they are our enemy. If they attack Afghanistan we will defend ourselves. In Washington, the Post newspaper reported that the recent intensification of air raids was the result of a shift in US strategy and marked a decision to separate military operations from efforts to form a post-Taliban goverenment. Wave after wave of US bombers, including giant B-52s, carpet bombed frontlines in northern Afghanistan for more than four hours Thursday, dropping their thunderous payloads on Taliban positions close to the Tajik border. John McCrone investigates YOU have just been arrested on suspicion of murder. You're sweating it out in the interrogation room with a pair of beefy detectives. But your lips are sealed-you know your rights. Then with a smirk they slip a thing like a hairnet covered in dozens of tiny electrodes over your head and sit you down in front of a computer. Pictures of the crime scene begin to flash up on the screen interspersed with multiple-choice questions. Flash! A photo of a brick wall. Flash! What lies behind this wall? Flash! Cement and blacktop? Flash! Sand and gravel? Flash! Weeds and grass? You said nothing. You were even trying not to think. But sorry buddy, your brain just gave you away. It couldn't help but show an electrical start of recognition at the image matching the memory of hurdling a wall and wading through a backyard of weeds as you fled. An Orwellian fantasy? No, this technique was actually used in a recent test case at a County Court in Iowa. The brain reading technology was developed in university labs with CIA money. And it's not the only way that researchers are searching for new ways to probe a lying mind. The US Department of Defense is funding research into the use of multimillion dollar brain scanners. Other labs are looking at more low-tech methods, such as a simple reaction time test that can be an astonishingly reliable way of discovering guilty knowledge you might rather conceal. The field of lie detecting is long overdue for a shake-up. The polygraph is still hugely controversial, based as it is on emotional responses such as sweaty palms and changes in blood pressure or breathing patterns. Polygraph results can be offered as evidence for the defence in US courts, and the American Civil Liberties Union estimates that more than a million tests are performed each year. But many people believe the polygraph is unreliable-the Internet will tell you how to fool the machine by clenching your buttocks or biting your tongue. However, the test is still widely used by security forces in the US, Israel and Japan. In the US, the FBI and CIA screen potential employees, and the US government is even pushing through the polygraph for scientists working at national research labs. But what if you could get inside someone's head? Forget about easy-to-fake emotional responses. Just look for the differences in brain signals that reveal when someone is lying, or even probe directly for the information they're trying to conceal. Believe it or not, brain researchers can already do this with startling accuracy. It all began in the early 1990s when the CIA gave a little money to Emanuel Donchin, a psychologist at the University of Illinois, Urbana-Champaign, and his student, Lawrence Farwell, to see what they could do with an EEG test. The EEG, or electroencephalograph, uses super-sensitive electrodes to measure fluctuations in electrical potential caused by patterns of brain activity. Donchin is an expert on a particular characteristic bump in the EEG trace called the P300, which happens about a third of a second after you notice something significant. It's like a mental click of recognition. Crucially, it's automatic and utterly predictable. How would the P300 expose a lie? There are two ways of using a polygraph. The standard way is to first ask a stressful, but general, question like Have you ever driven while slightly over the limit? This creates a baseline reading before you jump in with the serious questions such as Have you had unauthorised contact with a foreign national? The rationale is that only guilty people will react strongly to actual accusations. It is of course the ease with which the knowledgeable can pump up their arousal during the baseline readings, disguising any later lies, which has brought the polygraph into such disrepute. But there is an alternative, little-used form of testing, known as the guilty knowledge test. Subjects are probed with pictures or phrases significant only to them. A suspected KGB agent might have been tested for an emotional reaction-such as a skip of the heart or ragged breathing-to KGB code words. A suspected criminal would be tested for knowledge of a particular crime. Donchin and Farwell realised that the guilty knowledge test dovetailed neatly with P300 recording. People with secret knowledge should show a P300 to otherwise innocent-looking pictures or phrases. They set up a lab test in which subjects had to play-act spy scenarios-fictitious missions like delivering the owl file to a contact in a blue coat in a particular street. Then they recorded brain responses to lists of words which included innocuous alternatives like the fog file and a contact in a red scarf. Analysis of P300 responses picked out nearly 90 per cent of the spies. More importantly, there were no false positives

The West's reaction has been revealing. A grand coalition is being organised to combat terrorism. But not terrorism in general. The Western powers are not concerned about the Tamil Tigers or ETA or the IRA or the various South American guerrilla groups. They are out to get Islamic fundamentalist terrorism because this is the rising ideology of their rivals for control of the Middle East oilfields. This, not terrorism in general, is the threat to the supply of this key resource. Russia has no problem in joining this coalition since its oil supplies too have been challenged by the same movement, as in Chechnya. The one accurate thing Bush, Colin Powell and the US media have said about the attacks on the WTC and the Pentagon was that it was an act of war. It was. The latest act in the 50-year struggle for the control of Middle East oil. This of course is not how they see it, or rather, how they present it. For them it is an attack on civilisation and freedom-loving people everywhere and (Blair's favourite) democracy. It is appalling, virtually unbelievable, that any human being would hi-jack an airliner full of people and deliberately fly it into a tower block where thousands more worked. It is also true that the establishment of Islamic States everywhere would undo the Enlightenment and plunge the world back a thousand years (and has done so in Afghanistan). But this is not the issue. The Islamic fundamentalists who flew those planes would indeed completely suppress freedom of thought and speech and replace ruled by elected politicians by the rule of ignorant and obscurantist priests, but those who trained and sent them weren't attacking America because it was democratic. They would still have attacked America even if it had been a fascist dictatorship or a Christian theocracy. Socialists of course appreciate the existence of secular, political democratic forms, limited as we know they are, and wouldn't want to see these replaced by an Islamic State. But democracy as an ideology is something different. It is based on the idea that everybody living under a democratic state (as a state allowing the election of certain state officials) share a common interest. This is a lie that socialists challenge. Under capitalism, whatever the political form, society is divided into two classes with conflicting interests: those who own and control the means of production and the rest of us who have to work for them. This is not changed if the excluded majority are allowed to vote for those who run the political side of capitalism and who define the common interest, inevitably since they are governing on behalf of the capitalist class, as in fact the interest of that class. What Blair and the others call democracy is not genuine democracy, which can only exist in the classless context of a society based on the common ownership and democratic control of the means of production. Their democracy is the inevitably limited and narrowly political democracy that is the most that can exist under capitalism. But, in any event, it is not even this stunted, political democracy that is at stake. It is oil. So, the line-up in the next military episode in the continuing struggle for control of the oil resources of the Middle East is, on the one side, a section of the local capitalist class using Islam to rally mass support and, on the other, the Western capitalist powers using democracy as their ideology to win mass support for war. But Islamic State versus Democracy is only the ideological smokescreen disguising the real issue at stake: control of oil resources and trade routes. It is not an issue worth the shedding of a single drop of working-class blood. At least 25 people, and possibly as many as 35, were killed on the night of 22 October in Chowkar-Karez, a small village 25 miles north of the Taliban stronghold of Kandahar, according to reports based on the accounts of eyewitnesses in the village and survivors ferried to hospital in the Pakistani city of Quetta. The firefight between the lite special forces unit and the Taliban took place on the same night as a separate raid by US Rangers parachutists on an airfield near Kandahar, in southern Afghanistan. This assault was broadcast to the world as a morale-boosting success for the coalition The Delta Force unit were ambushed by Taliban troops using machine guns and rocket-propelled grenade launchers or mortars. The United States has admitted losing one helicopter in Afghanistan yesterday in bad weather but said there were only four injured. Taliban Education Minister Amir Khan Muttaqi said the two helicopters crashed close to each other in Nawur district of the eastern province of Ghazni. One transport helicopter had crashed for unknown reasons and a second helicopter gunship was shot down as it came to rescue the crew of the first, Muttaqi told AFP It was the first confirmed loss of a US aircraft in Afghanistan since the United States launched an air campaign on October 7 against the ruling Taliban militia There was no way to confirm whether the Taliban and the US Defence Department were talking about the same incident. The 6m cross, which fell intact from one of the twin towers, was found early in the search for survivors. Rescue workers have since made pilgrimages to pray or meditate near it, some etching messages on the metal. This week, workers hoisted the cross atop a 12m-high foundation and stood quietly as it was blessed with holy water. Few other identifiable items have been recovered from the wreckage. But with such valuable and sensitive items buried, ABC News reported growing concern at the presence of trucking firms and cleanup workers with organised crime connections. Authorities are investigating claims that Mob-connected truckers stole tonnes of scrap metal instead of taking it to a landfill site for inspection. Most workers at the site are provided by the Carpenters' Union Local 608, which has longstanding ties to the Genovese crime family. Hijackers' Meticulous Strategy of Brains, Muscle and PracticeSource: NY TimesPublished: 11/04/01 Author: By DON VAN NATTA Jr. and KATE ZERNIKEAmerican Airlines Flight 11 was in line for takeoff from Logan International Airport, the passengers already reminded to turn off personal electronic devices, when Mohamed Atta, in seat 8D in business class, dialed his cellphone for the last time. The call rang aboard another sparsely occupied jetliner a bit farther back on the same tarmac, on a cellphone belonging to Marwan al- Shehhi, in seat 6C on United Airlines Flight 175.The conversation between the two men, so close that they called each other cousin, lasted less than one minute just long enough, investigators say, to signal that the plot was on.That simple communication was the culmination of months of meticulous planning and coordination that by 10 o'clock on the morning of Sept. 11 would become the worst terrorist attack in history.With all the suspects dead and no evidence, as yet, of any accomplices, investigators have been left to recreate the architecture and orchestration of the plot largely from the recorded minutiae of the hijackers' brief American lives: their cellphone calls, credit card charges, Internet communications and automated teller machine withdrawals. What has emerged, nearly two months into the investigation, is a picture in which the roles of the 19 hijackers are so well defined as to be almost corporate in their organization and coordination. Investigators now divide the 19 into three distinct groups:Mr. Atta, considered the mastermind, and three other leaders who chose the dates for the attack and flew the planes; a support staff of three who helped with the logistics of renting apartments, securing driver's licenses and distributing cash to the teams that would take the four planes; and beneath them, 12 soldiers, or "muscle," whose sole responsibility seems to have been restraining the flight attendants and passengers while the leaders took over the jets' controls. The leaders had researched their plans so well that they knew just when each of the four cross-country flights would reach its cruising altitude the moment, investigators say, when the hijackers stormed the cockpits to confront the pilots with box cutters. The coordination was so thorough that each of the four hijacking teams had its own bank account, and each team's A.T.M. cards used a single PIN. The slightest misstep could trigger intense frustration: more than once last summer in Florida, when money transfers from abroad had not arrived on the expected dates, security cameras captured several hijackers glaring impatiently into A.T.M. screens. The hijackers made a true technophile's use of the Internet, online chat rooms and e-mail. But when it came to their most crucial communications, they did what Al Qaeda's manual on terrorist operations instructs: they met in person. They chose as their meeting place the same locale where generations of American conventioneers have met to exchange information about their crafts: Las Vegas, where investigators now say they believe the most crucial planning in the United States occurred.But unlike traditional conventioneers who cluster in casino hotels that replicate the Pyramids or the New York City skyline, the leaders and their logistics men stayed at the seediest end of the famous Las Vegas Strip, next to the "Home of the $5 Lap Dance," at a cheap motel guaranteed not to have surveillance cameras. They stayed briefly, only as long as it took to exchange important information, and apparently did not visit the casinos or any of the other purveyors of easy vice in America's City of Sin.Most of the 19 hijackers, perhaps all of them, spent time in Osama bin Laden's Afghan training camps, investigators now say. Some of the Sept. 11 soldiers appear to have met there. And like Mr. Atta and the other pilots, the muscle did not seem to fit the profile of suicide bombers as desperate and impoverished young men. With the exception of one, they were all Saudis, relatively well off and well educated. While the leaders seemed to be Islamic zealots, the muscle did not, indulging often in pornography and liquor. There is still much that investigators do not know. While they contend, for instance, that the plot cost nearly $500,000, they have been able to trace only half of it back to a suspected Al Qaeda source. They know where the leaders met, but not what information they exchanged among hundreds of e-mail messages seized from computers in Florida and Las Vegas, there is no "smoking gun" or reference to the Sept. 11 attacks, a senior investigator said.The investigators say they are unsure how the soldiers were recruited. And they do not know how those men thought the story was going to end if they were aware that they had signed on to die. "This went totally by the book," one senior government official said.

In the email it also has such sentiments as: "We speak English, not Spanish, Arabic, Chinese, Japanese, Russian, or any other language. Therefore, if you wish to become part of our society, learn our language!" and "'In God We Trust' is our national motto . . . . . . We adopted this motto because Christian men and women, on Christian principles, founded this nation; and this is clearly documented throughout our history. . . . . God is in our pledge, our National Anthem, nearly every patriotic song, and in our founding documents. We honor His birth, death, and resurrection as holidays, and we turn to Him in prayer in times of crisis. If God offends you, then I suggest you consider another part of the world as your new home, because God is part of our culture and we are proud to have Him. "Well, today I received it yet again, and it had this lovely bonus as an epilogue: "I agree ditto's if you dont like it get out now ! And learn to speak english if you plan on staying, it's like coming to my house and talking to each other in a different language, it's rude." No doubt it would help this person's cause a bit if he/she could learn the proper use of forms of 'be,' but that's hardly the point. Patriotism is all well and good, however this is not a very tolerant piece. Yes, I am over trying not to "offend" anyone, but I am also over people telling anyone who disagrees that they should "get the hell out." That is just as intolerant as what they are protesting in the first place, and even more ignorant of our great nation's history. Am I the only one who learned American history in high school or has everyone else conveniently forgotten those very important lessons of our heritage? Let's review: It wasn't until 1954 that the phrase "under God" was added to the Pledge of Allegiance. Most of our Founding Fathers were not Christians, they were Deists, including the first six presidents. If you don't know what Deist means, look it up. It is one of the main reasons this country was founded in the first place, and why they made separation of church and state so paramount. Religious Freedom, meaning, to be free from religion as well as to be free to believe in whatever. At the beginning, the United States was anything but a "Christian" nation, nor was it founded by "Christian men and women." It's all right there in American History 101. We do, in fact, speak more than just English in this country, though English is our unofficial language. It might do some of us some good to learn a little bit more than just one language. As a culture, not only is it arrogant as hell, but we are quite behind in this aspect; people in most other countries speak more than one language. Diversity and tolerance is part of our strength, and we should be proud of it. We should also celebrate and flaunt the hell out of it! As for the "In God We Trust" part . . . nononononono. Also, up until March 3, 1865, "our currency was totally secular; as clean from a mention of God as was the Constitution." Basically the small church membership (around 25 percent) before the Civil War, was really miffed that the US Constitution had absolutely no mention of God, and wanting to rectify the situation, introduced what would become known as the "Christian amendment." In it they wanted to amend the Preamble to the Constitution as follows: "We, the people of the United States, humbly acknowledging Almighty God as the source of all authority and power in civil government, the Lord Jesus Christ as the Ruler among the nations, His revealed will as the supreme law of the land, in order to constitute a Christian government, and in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of life, liberty, and the pursuit of happiness to ourselves, our posterity, and all the people, do ordain and establish this Constitution

Hemp Policy Absurd by Bob Newland *Bob Newland, a Hermosa (SD) writer and publisher, recently released a compilation of South Dakota press coverage, essays and facts about hemp, called, after the U.S. gov't's slogan for its hemp production campaign during WWII, Hemp for Victory!.* By any measure, Alex White Plume is a remarkable man. Now 49, he was raised in the unconscionable United States' ghetto called Pine Ridge Indian Reservation, surviving a typical reservation youth-hood of fighting, drinking and womanizing. Undergoing a spiritual transition, White Plume initiated the annual Big Foot Ride in 1986. It commemorates the blizzard-lashed journey of Big Foot's band through the Badlands to their mass murder at Wounded Knee in December, 1890. For fifteen years, the Ride has offered opportunity for participants -- Indians and non-Indians -- to connect through shared experience with those who endured the journey, massacre, and aftermath. Over the past two decades, Alex has searched for means to endow his [start italics] tiospaye [end italics] (extended family) with both meaning to their lives and ways to make a living. He raises and trains beautiful paint horses. He and his family have harvested and sold echynacea. The White Plumes raise buffalo and offer horseback tours. They are also the only farmers in the United States to grow and sell [start italics] wahupta [end italics] (hemp) since 1945. The 1868 Ft. Laramie Treaty, the document which defines the sovereign relationship between the Lakota people and the United States, provides that members of the tribe may produce food and fiber on the various reservations. The Pine Ridge Reservation did, in fact, produce hemp prior to and during World War II. U.S. Indian Policy has given lip service to empowerment, to self-reliance, to development of industry on the various Indian reservations. It also administers the worst public schools on earth to Indians, and conducts law enforcement policies which put Indians in federal prisons at about 60 times the rate of white Americans. In 1998, the Oglala Sioux Tribal Council resolved to again permit hemp production on Pine Ridge. In April of 2000, Alex White Plume and his family prayed together, then planted an acre of industrial hemp, from seeds obtained from Canada. He pre-sold his hemp to The Body Shop, an international hemp products retailer. On August 24, 2000, in a dawn helicopter raid, Drug Enforcement Agency and other U.S. law-enforcement agencies stormed the White Plume field and held him and his family at gunpoint while they confiscated his hemp. They placed the green hemp in storage, where it rotted in a few days. No criminal charges were filed. In November, the Kentucky Hemp Growers Association, an advocacy group, bought a load of bagged hemp from Canadian producers and trucked it to the Black Hills to present it to Alex. The gesture was exquisite in its exposure of the absurdity of U.S. policy concerning hemp. Hemp is legally produced in 33 nations, including Canada. Much of Canada's crop is exported to the United States, which will import over $300 million in hemp products this year. White Plume planted again in 2001. On July 30, U.S. agents again plundered his crop, which he had again pre-sold. If a scenario had been written to illustrate the absolute (we ache for stronger adjectives) absurdity of U.S. policy concerning both Indians and hemp, it would have fallen short of the starkness of these events. When cannabis was first banned in 1937, it was done so by calling it a name -- marijuana -- which was almost universally unknown to Americans. Even the American Medical Association, which opposed the ban, didn't know until the day of the congressional hearing on the bill that Congress was referring to the hemp plant. U.S. hemp policy since 1937 has been laced with lies and misprision of the truth. That has coincided with the imprisonment of Americans for violation of marijuana law for a total of over 18 million years. That has coincided with government seizures of tens, maybe hundreds, of billions of dollars worth of private property. All this has coincided with an ever-steady rise of both marijuana use and violent crime. No benefits from U.S. drug policy have ever been presented. Alex White Plume, attempting to help his family survive with grace and spirituality, has twice been humiliated by agents of a foreign government (ours) while his crops were destroyed by those agents. To accomplish what? To set a good example for children? U.S. government law enforcement agents twice recently invaded a sovereign nation and terrorized and stole from a farmer-citizen of that nation, then fled back across the border to the safety of their courts and armed services. http://www.oz.net/~vvawai/ain/top-five-lies.html THE TOP FIVE LIES ABOUT THIS WAR How many people do you know who claim to be skeptical, who pride themselves on their distrust for authority, who like to pretend that they're wise to the ways of the world -- and then, every time there's a war, they swallow the lies of the government with all the gullibility of a three-year-old child in the lap of a department store Santa Claus? Don't fall into that trap yourself! Learn to identify and refute official misinformation when you see it. Let's count down some of the common misconceptions about this war: Lie #5: "We're not at war with the Afghan people -- look, we're bringing them food!" Reality: Afghanistan is in the midst of a severe drought which threatens literally millions of people with starvation. Even before the threat of U.S. bombing, the World Food Program (WFP) said that nearly 6 million people were in need of immediate food assistance. When the threat of war caused massive movements of refugees and internally displaced people, the WFP raised that number to 7.5 million. UN agencies were keeping huge numbers of people alive, but the war danger -- as well as the U.S. demand that Pakistan seal its border with Afghanistan -- caused the WFP to suspend deliveries of wheat flour to the country. We have no idea how many people have already died as a result. Meanwhile, the U.S. dropped 37,000 individually-wrapped packages of food from the sky. You do the math. That's enough to feed about 37,000 people for one day, in a country where seven and a half million are in danger of starvation. Additionally, the spokesman for an international charity active in Afghanistan told the London Independent that "Random food drops are the worst possible way of delivering food aid. They cause more problems than they solve." Not the least of which is the fact that Afghanistan has the highest number of unexploded land mines in the world. There are already 10 or 15 mine incidents every day, and with people scrambling into mine-ridden areas to pick up random packages of food dropped from U.S. planes, that number is only going to go up. Lie #4: "Oil? Who said anything about oil?" Reality: The Caspian Sea region has potentially the world's largest oil reserves, likely making Central Asia the next Middle East. The problem is piping it out. Afghanistan occupies a strategic position between the Caspian and the markets of the Indian subcontinent and east Asia. It's prime territory for building pipelines, which is why the oil company Unocal -- as well as the U.S. government -- welcomed the Taliban's rise to power in 1996 as a promising source of "stability." That turned out to be a pipe dream (so to speak), but people like our Commander-in-Chief and the oil men around him have never given up on the tremendous profit possibilities that Central Asia offers. And if you don't think such considerations are crossing their minds at this time of crisis, may we suggest a refresher course in The Facts of Life? Lie #3: "The U.S. is trying to liberate the people of Afghanistan from Taliban tyranny." Reality: The U.S., Russia, and Iran have been aiding a rough coalition of armed groups called the Northern Alliance. The Northern Alliance's fighters are drawn mainly from ethnic minority groups in Afghanistan who have been persecuted by the Taliban. But their record is also a bloody one. Groups like the Revolutionary Association of the Women of Afghanistan (RAWA), which have been fighting against fundamentalism and for democracy in Afghanistan for years, have publicly stated that the fundamentalist gangsters of the Northern Alliance are not an acceptable alternative to the fundamentalist gangsters of the Taliban. No wonder: Human Rights Watch implicates the Northern Alliance in "indiscriminate aerial bombardment and shelling, direct attacks on civilians, summary executions, rape, persecution on the basis of religion or ethnicity, the recruitment and use of children as soldiers, and the use of antipersonnel landmines." By now everyone knows that Osama bin Laden was among the mujihadin recruited by the CIA to fight the Soviets in Afghanistan. Meet the next generation. Lie #2: "America is coming together." Reality: Tens of thousands of people have been laid off in the airline industry alone. The government quickly responded to the airline industry crisis with a multi-billion-dollar bailout package for the companies in order to keep afloat the profits of shareholders and the salaries of CEOs, but when it came to aiding the thousands of workers laid off, Congressman Dick Armey said that that would be contrary to "the American spirit." Maybe it is. Maybe it's the "American spirit" to make common working people pay for a crisis and to bear the burdens of an expensive war. But it certainly doesn't have anything to do with "togetherness." And the biggest lie of them all . . . Lie #1: "It's possible to win a 'war against terrorism.'" Reality:

Public opinion polls taken even before the full force of anthrax hysteria engulfed the country showed that four-fifths support not only the use of ground troops in Afghanistan, but also military action against other countries in the Middle East—and three-quarters of Americans favor military action against countries outside the Middle East. These numbers free the Bush administration from any political constraints on widening the war beyond Afghanistan. The “zero casualties” mentality that governed our military brass for the past two decades went up in smoke when the hijacked plane exploded in the Pentagon. It has now evaporated in the country as well. In the wake of the bioterrorism scare, fear and frustration will drive even higher the public frenzy to lash out with bombs and bullets at someone—anyone. The escalation strategy is now clear, particularly after Dubya’s October 11 prime-time press conference: We will expand military strikes against other countries ad seriatim. There is no question that Iraq is next on the list. The new chairman of the Joint Chiefs of Staff, Gen. Richard Myers, let slip on Meet the Press that we are selecting targets in Iraq. And when Dubya went out of his way to publicly praise Paul Wolfowitz, the Pentagon’s No. 2 and its most fervent hawk on Iraq, his goal became obvious. The administration is already leaking selected “intelligence” designed to soften up the American people for a new war in Iraq—we are being told of meetings between the hijacker’s leader, Mohammed Atta, and Iraqi secret service officers in Czechoslovakia, and of the British-educated Iraqi scientist Rihab Tabar (nicknamed “Dr. Germ”) as the mastermind behind the anthrax attacks (even though the former head of Russia’s chemical and biological warfare program—Ken Abilek, now a U.S.-based consultant—told Ted Koppel on Nightline that he is convinced al-Qaeda purchased the anthrax and other toxins and technology from Russian scientists left impoverished when their huge chemical and biological weapons establishment of 30,000 technicians was dismantled). But the sanguineous despot Saddam Hussein is easy to hate, and it will take very little to convince Americans that he must be the next target in the long war. We are plunging down that bloody road with no debate in Congress. Indeed, major figures in both parties—like Joe Lieberman and John McCain—are already voicing their support for hitting Iraq. And this even though the Gulf War demonstrated that Saddam cannot be toppled by air power alone—it will require investing the entire country with a huge army of occupation to end the Ba’ath regime’s sorry history. The use of tactical nuclear weapons in Afghanistan is already being called for by congressional Republicans—not just hard-right ignoramuses like Arizona Sen. Jon Kyl, but also moderate Long Island Rep. Peter King and influential Indiana Rep. Steve Buyer. When an invasion of Iraq confronts our finger-in-the-wind elected representatives with the prospect of thousands of their constituents coming home in body bags, the cry of “nuke Saddam” will be widespread. However, Bush will not move with full force against Iraq until the Taliban falls. And those in the punditocracy like the Wall Street Journal’s Al Hunt—who predicted on CNN that the Taliban will collapse “within a week”—are dreaming. The air campaign to pave the way for the minority Northern Alliance’s entrance into Kabul is only stiffening the resistance among Southern Afghanistan’s Pashtun majority, for the fratricidal history of Afghan civil war makes the prospect of ethnic cleansing in the event of an Alliance victory very real. International politics is rather like chess; one has to be able to think eight to ten moves ahead. That’s something American presidents of the past 50 years have not been very good at—they cannot see farther than the next election. Bush is no chess player, and the madness of militarizing the campaign against terrorism becomes clearer every day, for war has its own momentum—once set in motion, the machine operates on its own inexorable logic, divorced from rational political goals. U.S. military action in Afghanistan is already outpacing Bush’s murky political objectives. American efforts to put together a coalition government under the aegis of the octogenarian King Zahir have stalled amid the squabbling of the heroin-dealing warlords who are our purchased allies. Pakistan, of course, detests the Northern Alliance, and neither has it forgotten that the king tried to annex part of Pakistan in the ’60s. President Pervez Musharraf will face enormous difficulty in keeping the lid on growing opposition in Pakistan if a hastily cobbled-together regime considered hostile to Pakistani interests takes symbolic power in Kabul. THE WEAKNESS OF THE ANTI-WAR MOVEMENT The weakness of the anti-war movement is that the majority want nothing more than a return to capitalist peace rather than the overthrow of the system that causes war According to the Guardian (15 October), government ministers were genuinely surprised at the estimated 20,000 plus demonstrators who turned out the previous Saturday for a Campaign for Nuclear Disarmament (CND) peace march against the war in Afghanistan. The editors of the Guardian themselves must have been surprised, since earlier the same week they had published opinion polls showing 86 percent support for the war. Opponents of the war have already had a number of surprisingly large turnouts, given the short notice and word-of-mouth methods of announcing their meetings. In clear distinction to the recent anti-capitalist demonstrations, these events were attended by an immensely broad range of background and age. One of the demonstrators was old enough to recall being handcuffed to a Socialist Party member, as a conscientious objector during the Second World War. Compared with crowds at other political events, they were relatively receptive to taking the literature being distributed by Socialist Party members present. Alongside this various committees have been formed: Media Workers Against the War, Artists Against the War and Lawyers Against the War, usually with a significant SWP-leninists-twatskyists) organisational input. This mushroom-like proliferation of organisations and their prominence within the anti-war movement that exists demonstrates the degree to which it is dominated by leftist notions and agendas. The aim, indeed their very existence, is focussed on the war itself, as an immediate crisis, without developing any broad analysis of the system of society that spawned it, with themselves as the unifying organisations drawing together the disparate groups and agendas involved in opposing the war. Many of the protestors are dyed-in-the-wool pacifists, whilst others are leftists, and still others Islamists, united only in their opposition to this particular war, not their reasons for opposing it. This was made abundantly clear at the CND march. Trafalgar square had been booked, some time before the September 11 attack, by the Palestine Solidarity Campaign (PSC) for their own cause, but they handed it over to CND for their anti-war march. A number of speakers, including one from the PSC, used the occasion of the war to push the Palestinian nationalist case as a cure for international terrorism. The number of mosques thanked by the meeting chair for their help in organising the event indicated why slightly more turned out in opposition to this war compared with the Kosovan conflict. The chair also thanked the Stop the War Coalition for helping organise the event. So, the front of a front was working in a front with CND to hold the march. Speaker after speaker at each of the meetings have trotted out a long list of reforms, from George Monbiot's suggestion of a Tobin Tax and an International Clearing House to alleviate world poverty, to Tariq Ali's more conventional leftist approach of assessing the situation in national terms such as placing the Palestinian question at the centre, to the general cry for a standing International World Court to try crimes against humanity. The best CND could manage was a weak call to negotiate. The only glimmer of hope has been that the nebulous threat from terrorists has made the situation resistant to attempts to nationalise the problems into a conflict between specific states, thus speakers have had to talk much more in terms of a world solution. The problem with this approach, above and beyond the mendacity of leftist fronts, is that it fetishises the crisis (both in philosophical, and more popular usages of the word, the latter, specifically for all the activists who long for a campaign to throw themselves into). It sees the immediate situation of open conflict as the problem, the simple solution of which is to simply pull back the troops. It doesn't go beyond that to examine the fact that if states have weapons and armies, they are there to be used. It fails to look at how conflict is actually continuous in the present world. Silver, Post-Gazette Staff Writer Eight days after USAir Flight 427 crashed in Hopewell in 1994, the federal government began disclosing excerpts of what was captured by the jetliner's cockpit voice recorder. But nearly eight weeks after United Airlines Flight 93 crashed in Somerset County on Sept. 11, after passengers tried to regain control of the plane from hijackers, only the barest dribbles of information have leaked out about the noises heard in its cockpit. Flight 427's crash was an accident, and thus was investigated by the National Transportation Safety Board, a small government agency whose procedures are fairly open. Flight 93's crash is considered a criminal act, and that makes all the difference. The FBI is in charge of the investigation, and everything, even the most minute details, are being kept under strict lock and key. The only information that has emerged about the cockpit noises and conversations on the hijacked flight has been snippets of phrases or sounds provided to a few media outlets by anonymous sources. On the official information front, there has been a wall of silence. The FBI, Justice Department and Federal Aviation Administration are routinely rejecting Freedom of Information Act requests for details of the Sept. 11 terrorist attacks. Former and current law enforcement officials said the government's decision to withhold the majority of the information compiled in the Flight 93 investigation makes perfect sense to them. "You don't really know until an investigation is completed how relevant ... certain information may be," said Mary Beth Buchanan, the U.S. attorney for the Western District of Pennsylvania. "So the need to maintain the secrecy of that information while the investigation is pending is greater than the public's need to know about it." Former U.S. Attorney General Dick Thornburgh said investigators would not want to risk tipping their hand by releasing information that might be used to prosecute conspirators in the Sept. 11 attacks. Secrecy a 'flimflam' Others strongly disagree.Gail A. Dunham, president of the National Air Disaster Alliance/Foundation, said such protection-of-evidence claims "are political flimflam. The people you would most want to prosecute, the hijackers, are dead." Dunham said the right of the public to know the details of what's on the black boxes indeed outweighs the value of keeping them secret, particularly if they can help make flight safer in the future. She said there had been a persistent rumor that one of the hijackers had gotten into the cockpit at the beginning of the flight by posing as a pilot and asking to sit in the jump seat behind the pilot and first officer. The cockpit voice recorder might help reveal whether that was true, Dunham said, or put the rumor to rest. "If there's something relevant to the investigation," she said, federal officials "can edit it out. This information must be made public. The American public has a right to know it, the family members [of the passengers] have a right to know it and the 70,000 commercial airline pilots have a right to know it." But that is not the attitude of the FBI. In denying a request by the Pittsburgh Post-Gazette for details about Flight 93's flight path, the telephone calls made by passengers on board after the hijacking, and even a passenger seating chart, the FBI cited an exemption that such information "could reasonably be expected to interfere with enforcement proceedings." The FBI won't even discuss where the so-called black box and its twin, the flight data recorder, have been since their recovery Sept. 14 from the crash site, even though it is known that the voice recorder made stops at the Seattle laboratories of its manufacturer, Honeywell, and the NTSB's headquarters in Washington, D.C. Asked to update the status of the cockpit voice recorder, Bill Carter, an FBI spokesman in Washington, D.C., said he could not. "It's considered evidentiary," Carter said. "Therefore, it's not something that can be provided publicly to the news media unless there is a law enforcement purpose that can be served by release of such data." What they measure The cockpit voice recorder is a rectangular device encased in durable metal that is placed in the tail section of every commercial airplane. Microphones in the cockpit pick up voices and other noises, which are recorded on a loop of tape that starts anew every 30 minutes. The flight data recorder keeps a running record of several aspects of a plane's flight, including altitude, airspeed and the craft's direction and pitch, all correlated with time measurements. Investigators placed a high priority on recovering Flight 93's voice recorder because they hoped it could shed light on the struggle between passengers and hijackers before the plane crashed into a

CNN provided no details about whether the transformation occured in a sudden miraculous flash like the transubstantiation of the host in a Catholic mass, or happened slowly and gradually like Darwinian evolution. In a related bulletin, Russia pledged its support in the War Against Some Terrorists, and will presumably start with those bastards in Chechnya. The 7,000-page guide - entitled Encyclopaedia of Jihad - provides an insight into how terrorists from Osama Bin Laden's Al-Qaeda network operate in both urban environments and on the battlefield. Filling 11 volumes and circulated both in book form and on CD-Rom to terrorist instructors, it offers guidance on how to inject frozen food with biochemical agents to create mass panic, rig up a door lock to explode when the handle is turned, and bring down a plane with a missile. This is an amazing document, said Roland Jacquard, head of the World Terrorism Observatory in Paris. It gives us a very clear idea of what we are up against with Al-Qaeda and Bin Laden's followers throughout the world. The encyclopaedia - extracts of which have been obtained by The Sunday Times - is dedicated to Bin Laden and Abdullah Azzam, a charismatic preacher who was a formative influence on the Saudi terrorist. It distils the expe rience of 10 years of guerrilla fighting against the Russians in Afghanistan and draws on stolen CIA and special services' handbooks. The most chilling volume is the 11th, which deals with bioterrorism, which is on a separate CD-Rom. It explains how to disperse potentially lethal organisms and poisons, ranging from botulism and viral infections to anth rax and ricin, the highly toxic chemical used on the tip of an umbrella by a Bulgarian secret service agent to kill the dissident Georgy Markov in London in 1978. It details targets such as water and food supplies, and advocates maximising public panic by poisoning medicine, thereby jeopardising treatment of the sick and injured. Sources of biological material include a list of cou ntries that produce anthrax and a training camp in Pakistan where toxins are manufactured. The encyclopaedia was found in 1999 in the home of Khalil Deek when he was arrested in connection with an alleged plot to bomb Jordan's main airport in the capital, Amman, on the eve of the millennium. A university educated computer expert, Deek, who was born in the Israeli-occupied territories, had spent two years in Peshawar, Pakistan, where he told people he was compiling a CD-Rom on the writings of a well-known Musl im preacher. Though he denied being part of the Al-Qaeda network, he shared a bank account with Abu Zubaydah, often described as Bin Laden's chief-of-staff. Despite his connections, Deek was released by the Jordanian authorities in May this year after 17 months in prison. Officials said there was insufficient evidence to charge him, though it is known that he helped to deciph er Al-Qaeda computer codes for investigators. Khalil Deek: owned manual Each of the 10 volumes of the main encylopaedia carries a picture showing a belt-fed machinegun standing in a window next to a copy of the Koran. One, on security and intelligence, shows the long-term planning involved in operations, with sleeper cells set up years in advance. The mujahed should be young, so he can start the mission 10 years before the start of the jihad, it states. Surveillance of potential targets - with video cameras, still cameras and mini-microphones - is critical. And targets should be chosen to put pressure on the country to stop it intervening or creating an obstacle to the jihad, according to Jacquard. They include: Symbolic targets, such as the Statue of Liberty in New York or the Eiffel Tower in Paris, where attacks would cause psychological damage but would be largely victimless; Key infrastructure, such as nuclear power stations, skyscrapers, ports and train stations; Human targets, including stadiums where large numbers of people congregate and, particularly in Arabic countries, influential public figures. They look like typically articulate and casually dressed young Asians. But they want to fight for the Taliban. 'I'd never have previously considered going off to fight. But this is serious. Very serious. And something has to be done,' said Qassim. Qassim, 26, and Salim, 22, are members of al-Muhajiroun, followers of firebrand Islamist Sheikh Omar Bakri Mohamed. They had gathered at the mosque along with 50 other young Asian men to hear their leader speak. Fiercely uncompromising in their interpretation of Islam, the members of al-Muhajiroun are dedicated to their faith. But there can be a price to pay. Last week the group announced the death of at least three of its British members in Afghanistan. It said they had joined the Taliban to defend Islam, but were killed by an American bomb. Qassim and Salim walked into the mosque and began to wash before prayer, removing their socks and shoes at a sink. Salim looked approvingly at the bearded Bakri, dressed in white robes and seated by the microphone. 'I have pledged myself to what he says. It's a promise and one that I intend to keep. I'd do anything he'd ask me to,' he said. The duo listened as Bakri began to condemn, with characteristic flair, Britain's war against terrorism. 'The British Government has to be stopped,' said Bakri. 'Blair knows that he is wrong. And he will pay for it. We will remodel this country in an Islamic image.' Waiting until his followers stopped giggling at the vision of an Islamic state of Great Britain, Bakri continued: 'We will replace the Bible with the Koran.' Salim leaned inwards, whispering of his intention to fly to Lahore within weeks. 'I have managed to save some money from my job in a shop and I'll use that to get over there.' He looked round at Qassim in encouragement. ' You're going to do it as well, aren't you?' he asked. 'I think we should both go and fight. It's our duty to do it.' He glanced up at Bakri, who was now vociferously condemning Britain to an internal intifada . 'Christian s have to learn that they cannot do this to Islam. We will not allow our brothers to be colonialised. If they try it, Britain will turn into Bosnia.' Al-Muhajiroun was founded in Jeddah in 1983 by the charismatic, Syrian-born Bakri. It promises to re-establish 'true' Islam throughout the world to the extent of wiping out other religious faiths. It is extremely anti-Sem itic. Bakri, who was expelled from Saudi Arabia and has lived in London since 1986, calls for young Muslims to take up arms against the opponents of Islam. The organisation has offices across the developed world - in Kuwait, France, South Africa, Lebanon, Bangladesh, Mauritius, Syria and Algeria - and regularly asks its members for donations to fund its work. It funnels its British supporters to conflicts around the world by providing them with guides and contacts, but volunteers almost always have to pay their own way. Many commentators have previously written off Bakri and his tiny band of followers as an unpleasant joke. Bakri was even the subject of a documentary by the humorist Jon Ronson. But after the deaths last week, few people now see al-Muhajiroun as funny. Suddenly it is a threat. To Al-Muhajiroun, Afzal Munir, Aftab Manzoor and Yasir Khan are martyrs who died defending their Islamic brothers against an attack by the infidel. They are to be glorified. To many Britons, including government politicians, they are traitors, willing to take up arms to fight the armed forces of the country they grew up in. They are to be feared. But to their parents, they were idealistic but perhaps mistaken young men, who gave up a life of suburban normality to die in a foreign field. They are to be mourned. For Chudry Manzoor, who last week buried his son in the village of Sakria just outside Islamabad, it is a tragedy. He had repeatedly warned him about the risks, forbidding him to fight several times over the past three ye ars. 'I never wanted him to fight a holy war against anybody,' he said at the burial. For many, the most shocking thing about the three young men is the suburban normality of their lives. Chudry Manzoor is a Luton grocer who has lived in Britain for 20 years and brought Aftab up to be a respectful family m an. Aftab, 25, had a variety of part-time jobs, including one as a driver. The family home - like those of the other two dead men - is on a quiet residential backstreet, leafy and modestly prosperous. It has more lobbyists than there are members of Congress 625 who are registered. It had a combined lobbying and campaign contribution budget in 1999 and 2000 of $197 million, larger than any other industry. Now it is harnessing those resources to influence major policy decisions being made by the Bush administration that may well influence public health issues and industry profitability for years to come much to the dismay of many consumer groups and others...Because of the anthrax scare, and all the attention given to Cipro, the anti-anthrax drug of choice, that access has been enormous. In recent weeks, the chief executives and other top executives of Merck, Bristol-Myers Squibb, Bayer, Pfizer, Eli Lilly and Johnson Johnson, along with trade association officials, have been meeting regularly with Bush cabinet members. On one occasion, with executives from other industries, pharmaceutical executives met with President Bush in New York to discuss the administration's response to terrorism. Drug company executives have offered to send scores of industry scientists, now on their payrolls, to work in government agencies in what the industry calls a gift to the nation, but critics say it is both a conflict of interest and a way for the industry to get a toehold in government. In return, at these top-level meetings, industry executives and lobbyists are seeking exemption from antitrust regulations, reduction of the timetable for getting new drugs to market for treating the ills of biological warfare, and immunity from lawsuits for any vaccines they develop to combat bioterrorism. The administration, those in the meeting say, has offered other help, asking the pharmaceutical executives to identify the regulatory barriers they would like to see eliminated for this fight. Last Wednesday, for instance, a dozen industry lobbyists and executives, among them Peter R. Dolan, chief executive of Bristol-Myers, and Raymond V. Gilmartin, chief executive of Merck, met for an hour and a half in the Roosevelt Room of the White House with Tom Ridge, the director of homeland security. Such a public perception, especially if it became widespread, would spread fear even more effectively than an actual attack. Yet the Bush administrations mixed messages over threats of new terrorist attacks amplified by aggressive, 24/7 media coverage have moved us another step closer to realizing that once-remote prospect. The American public is at its worst when it is egged into a state of fearfulness by its own government. THE CONFUSED and seemingly impotent investigation into the series of anthrax attacks that have struck the East Coast, coupled with vague and perhaps unnecessary warnings of impending terrorist action, have raised very real concerns about the competence of the agencies handling these matters. Congressional leaders on Tuesday confronted administration officials about their concerns. And on Thursday in California, the problem came into sharp focus when Gov. Gray Davis, finally providing some specifics, announced that a number of suspension bridges in his state were being threatened with an attack; yet within hours a Justice Department spokesperson was contradicting him, saying that the information (provided by the FBI) was not as credible as the information we shared on Monday that is, the general warning that some kind of attack might be in the offing somewhere this week. Meanwhile, eight western states are on alert after an FBI warning about possible attacks on suspension bridges. CONFLICTING REPORTS The problems date back to Attorney General John Ashcrofts performance in a press conference on Oct. 18, when it became clear that the investigation into the anthrax mailed to media outlets and key politicians was quickly going nowhere. Asked whether the Justice Department was any closer to making any arrests in the anthrax cases, Ashcroft answered: We have significantly more information than we started with. Thats how I would characterize it. There also have been conflicting reports from the investigation. Initially the focus was on Osama bin Laden and the al-Qaida networks complicity in the mailings. In recent days, however, reports in the Washington Post and elsewhere have indicated that investigators are now examining the likelihood that domestic terrorists were responsible. But Ashcrofts references to this possibility have suggested that he has only a tenuous grasp of how domestic terrorism has organized in the United States during the past 10 years. Now comes the terrorist threat advisory, the Justice Departments warning to law-enforcement agencies nationwide to be in a heightened state of alert through this week. Ashcroft and Homeland Defense Chief Tom Ridge both cited credible sources that indicated a serious terrorist attack would take place in that time but would not provide anything more specific. LESSONS FROM HISTORY The problem with such a warning is that there is only a marginal chance of its actually preventing an attack, and a considerably higher likelihood that it will backfire and actually harm the nations chances of responding to terrorist threats successfully. Consider the lessons of history. Fears of domestic terror after Pearl Harbor made life miserable for thousands of Japanese-Americans sent to internment camps. In the days and weeks immediately following the Dec. 7, 1941, attack on Pearl Harbor, a wave of fear swept up and down Americas West Coast. Public officials began trumpeting unfounded rumors that the disaster had been a direct result of fifth column activity by Japanese-American spies in Hawaii (a report that later proved to be completely groundless). Soon the papers began hawking stories predicated on fears of an imminent invasion. The Los Angeles Times ran headlines like Jap Boat Flashes Message Ashore and Caps on Japanese Tomato Plants Point to Air Base and the public quickly jumped aboard. Reports of signals being sent out from shore to unknown, mysterious Japanese boats offshore began flowing in. The end result of all this hysteria was one of the great black marks on American history: internment of some 110,000 people of Japanese descent (70,000 of them American citizens) from 1942 to 1945 in barbed-wire camps. That spring of 1942, the populace and politicians demanded the removal of the spies from the Pacific Coast, citing the imminent threat their presence posed. This newsgroup is dedicated to the overthrow of capitalism. I did what I had to do to unsub, and sent a complaint to abuse at yahoogroups. I wanted a paperwork trail in the event I had been subscribed to this group in order for someone to prove I was a potential terrorist. I belong to another group under that particular email name - a group at eskimo.com. An offshoot of that group is an off-topic list dedicated to political discussions, etc. A few days ago, yahoogroups closed that list down without explanation - no archives remain - nothing. I've been observing Whitley's Streiber's message board at unknowncountry.com (under mindframe) and have seen entire threads deleted in the last three or four days. Most of the deleted threads pertain to the Le Figaro article on a CIA agent meeting with Bin Laden in July, 2001. Two articles from two different sources on that topic had been posted there, deleted, re-posted and re-deleted. A third article, by Mike Ruppert, on that subject (and several sourced facts pointing to US government complicity in WTC) was also deleted. For those of you who have multiple email accounts and/or yahoogroup accounts, I urge you to check them in order to make sure you haven't been subscribed to some list without your permission. Quite frankly, I think someone is setting me up to look like a domestic terrorist.
