I encountered the same problem on fresh install. The reason turned out
to be different versions of gnome-packages within gnome bundle itself.
For instance gnome-desktop-environment version was 2.26 while
gnome-session 2.28 etc. So I added sid repos to upgrade all Gnome
related packages to v 2.28

After upgrading to Karmic Koala I'm now getting this same error.
However, I can build with --with-external-torsocks.
Short of developing a magic wand to fix whatever it is libtool is doing
wrong, I don't see a way of fixing this.
One way out of this is to package torsocks separately
