Try formatting the harddisk with gparted [0]. If you do not have any
linux distro installed, try any live-cds. I guess most of them come
with a disk partitioner (mostly gparted). You can also give a try to
gparted live cd [1]

my linux system on client side broadcast too much(in range of LAC(4 LAC))and
on refreshing the system it again restart broadcasting , is it a hardware problem or
it can be modified internally.

being a system admin , if u want to start a utility that will search ''users
