I'm not an expert on ipmitool, we use our Compass GUI instead. I've seen
setting and retrieving the shelf location done as a raw command to
IPMItool.
Another option is instead of using the PICMG 3.0 shelf location is use
one of the PICMG 3.0 IP address records that is accessed using PICMG 3.0
And there is another case where there is no Mac at all.
The IPM Controller uses a private interface to a ethernet switch and the
switch does not report the MAC back to the the IPM Controller.
Examples of this are the switch hub boards chassis with multiple blades.

It may recognize the power supply but it does not mean there is an
electrical bridge between the IPMB bus and PSMI bus.
Check with your vendor that bridging between the two buses is supported.
