Is it possible to extract all files and directories from the the tar.gz file except
for a list of specified files?
Checked out the man and info pages of tar and could not find info for that. It does
have an option to extract a list of specific files.

Check out /etc/init.d/vsftpd or wuftpd or proftpd or whatever servers...Just start it.
This ftp servers are started as daemons (mostly) and not controlled by xinetd or inetd.

Yeah you should have changed the option in postgresql.conf file of you
data directory.

check the error messages in there. They will tell you what is wrong..
