Olá Severin, No Brasil esse mapeamento urbano é de responsabilidade do municipio. Normalmente ele fica na secretaria de urbanismo ou na fazenda pois dados da construção sao usados no calculo do imposto. Em Salvador é na secretaria de fazenda que fica o geoprocessamento que tem esses dados.
