yes, but we pay by direct debit in advance, so if the bill is more, you have to pay extra. This is just a way of spreading the cost. I try and keep mine to a minimum but even so, it still costs a lot I feel. Maybe other countries pay more than this, but I will be surprised if they do, considering the cost of everything else here. dee
