Soci is not supposed to be built without the flag.
My patch fixes only the public API.
This API should be as easy and convenient to use as possible.

But inside soci this convenience is not really required as we have a
standing build system which sets up everything correctly already.
So to build soci the flag is required and it is not intended to be
disabled.

I see only little gain in reorganizing all headers inside soci.
