OSM TMC is in Germany only) - I can "listen" (using google translate>
and my colegue here) but it is much harder for me to explain the
problem. Simply if any object (node, way, relation) contains in tags:
TMC:cid_58:tabcd_1:LocationCode
TMC:cid_58:tabcd_1:NextLocationCode
TMC:cid_58:tabcd_1:PrevLocationCode
more than one integer the "linking" algorithm fails (and it is not
easy to do it even manually).

Achso: Du hast Knoten zusammengelegt, und josm hat die Location codes
mit xy;zw aneinandergeklebt. Das hat noch nie funktioniert (auch bei
Straßennamen nicht). Also wirf eine der Werte und das Semikolon raus.
Filterung nach Werten mit Semikolon müsste in josm ja einfach machbar sein.
