I am not exactly sure what problems you were experiencing with fdisk but I know that sometimes it would complain the disk was locked.
What I would do then was the following reboot run fdisk /mbr create fylesystem run "lock c:" and answer yes restart and perform the unattended install as usual (from install.pl).
