Spencer - thank you!

As you suggested, I  manually copied the Internet Commands bundle from 1. to 3. 
where it is now present. It has fixed the problem.

In the server process debugger that IT_Version (added for testing) when copied 
to the expression pane now displays a value 15r5build15r5.203500 (previously it 
always showed as undefined). 

Previously execution of this line also generated a system error 54; this same 
system error number occurred at all subsequent calls to any Internet Commands 
function.

By the way, this application is interpreted not compiled - so I presume the 
BUILD APPLICATION is not involved.
