There are two locations you can place the plugins:
1) In the Plugins folder next to the Database, for example:
Structure @ /path/to/mydatabae.4dbase/mydatabase.4db
Plugins @ /path/to/mydatabae.4dbase/Plugins/
2) In the Plugin folder next to Application (inside the package on MacOS), for
example:
Application @ /path/to/4D.app
Executable @ /path/to/4D.app/Contents/MacOS/4D
Plugins @ /path/to/4D.app/Contents/Plugins/
Both locations may have a plugins folder, but if the plugins folder is empty
then there is in fact no plugins installed now is there...
