You say that it is confirmed, but I think you and I are operating with
different definitions of the word "confirmed".  There are reports of
fans running at 100% which I was able to confirm, but the CPU frequency
scaler was in fact working correctly for me.  A fast running fan does
not necessarily mean that the CPU is at it's top speed.

The problems occur when the CPU switches speed, running at any speed
without switching should not cause any problems.  On my laptop when I am
on battery power, I will lock the CPU to the lowest speed when doing
audio work, unless I really need it (which I almost never do).
