It is not default for my 64 Studio 2.1 32bit and 64bit. If I run hwinfo,
I can see that the CPU is running on 100%, KPowersafe says 99%.

For Suse hwinfo says that the frequency default is < half of the highest
possible frequency by default, 50% by KPowersafe and 100% by hwinfo ans
KPowersafe, if I use the performance profile.
