Of course not. A partition is never "unallocated",  But unallocated  space 
can hold several partitions depending on your needs.  Hard drives can  be 
delivered  with unallocated space or already partitioned with one or  more 
partitions and already formatted.  Partitions can also be created  "hidden" but 
that is 
more for special needs and I have no experience  therein.
