There has to be lots of evidence. I can only go by my experience which was dreadful and still is unresolved. The packing slip alone is very bizarre. Have you ever seen a packing slip that included all the things NOT included in the package? Normally a packing slip has the things are ARE included. I remember years ago having an issue with paypal. I couldn't get money returned that I believe was owed to me. I filed with the attorney general and shortly after that, the attorney general of california won a case against them and my money was returned. Attorney generals do not file big lawsuits until they have a lot of people involved...they collect all the complaints until they can show a pattern of fraud against the public. Take from my story what you will. I am just saying what I experienced and what the attorney general said. I have since been contact by other people who had bad experiences similiar to mine.
