Hello Amiyo, Regarding the activation of the railway concession card, I believe there's no need for an activation process at a station or DRM office. I recently booked a ticket through the IRCTC website myself and was able to do so successfully using an 11-digit card number. This number consisted of the first four digits representing the railway division and station code, followed by five additional digits. I simply entered this 11-digit number, and the booking went through without any issues.
One thing I've noticed, which might be causing the transaction error you're experiencing, is that the card number I have is in lowercase. However, when you're booking a ticket online, you need to enter this number in uppercase. I would suggest you try entering your card number in uppercase to see if that resolves the problem.
