Dear All,
Kanchan will definitely update us from her end. But I wish to give you some inputs on behalf of XRCVC and Dr. Sam Taraporevala. XRCVC has taken up this issue on changing copyright law of India and getting e-text books from publishers since May 2006. Lot of advocacy work is being done by XRCVC and its stakeholders. In the year 2006 we formed a committee called as Publication Access Co-ordination Committee (PACC). Under this umbrella body a representation is submitted to copyright registrar office with signatory from 7 different organizations. This s what Amiyo has mentioned in his reply. Dr. Sam is continuously advocating for copyright law change by keeping in touch with copyright registrars. Meeting Ministry officials from Delhi time to time to convince them about the suggested clause by the PACC. The problem is in every six month there is a new copyright registrar and you need to start from square one to explain him. Also our suggested amendment is just one clause which will benefit all print disabled and visually challenged but the whole copyright act of India is up for amendment so it will take its own time. The success that we got is copyright registrar office has put up an amended clause which is fair but we need precise changes in the wordings to make it fully beneficial to the visually challenged and print disabled in the long run considering the technological changes. We have done the presentation on copyright challenged during DFI met in April 2007 at Delhi and at the Techshare 2008. Even in the month of April 2008 during the DFI meeting in Mumbai, we had a brainstorming session on this and on our future stratergies. Many of our access India members are aware of PACC and XRCVC efforts on this issue. The latest update from our end is last month Dr. Sam met the joint secretary of HRD on this issue, demonstrated him the access technology that we use and shared our concerned on copyright issue. You can visit our website www.xrcvc.org where more details are given and can download a short movie on this issue that we created for awareness on this issue for parliamentarians named as "the blind act". Even the full PACC representation can be downloaded from the site. About the publisher's sharing e-text, again we have taken lot of initiatives in this regard. We were able to convince few publishers' who have shared e-text and we are trying to reach others with proper presentation and approach. On xrcvc's agenda the copyright law change and print access are the key work areas. Sorry for a long mail but this one is a key issue for all of us. Many countries have changed their copyright law but in India to get it change we need to create lot of awareness amongst government officials and also collective effort and push from the community.
