To answer Vetri's question:

1. You need to pay Rs. 2800 to get the card and a USB drive. There are
several schemes of which I remember fainter details, however the plan I
have taken is the 15hrs in day and 30 hrs in night (total 45 hrs) free
access. This costs Rs 300 monthly charge. 
Though they give a mobile number to connect, this is for internet access
and not for voice calls.

CDMA could get better speeds than GSM.

Vodaphone too has a datacard and probably you can use the hardware at US

too.
