Agreed with Amar.

In addition, even Reliance dialer is also inaccessible but we can connect
using their menus. 

Having said that, it's difficult to view the speed, usage etc.

It is a fact that tata dialur is not accessible at all.

One way which I use to connect is to create a new connection in network 
connections.
