I don't think it is fair to expect all remedies by one court order.
Regarding guides, I know some NGO's at Hyderabad and Bangalore who make
available guides too in an accessible form.
The state is expected to make textbooks in accessible form and any private
publications to be made accessible can only be recommendory. Hence, making
available guides is indeed out of scope of this initiative and hence, it
is pointless raising it.

Dear Kanchan,
Although this is a salutary direction (Order), my contention is that if at
all, all the books for study first need to be made available in accessible
format in reasonable time rather than past papers. Of course, if we were
to take the argument that all that is available to sighted students also
needs to be available to the blind then what about guides?
Please do not take this as undervaluing the order but only that so many
other requirements need to be fulfilled.
