Kinda a leading question to ask on a list sponsored by Active State.
However, I honestly recommend their IDE Komodo. I use it at work and even
registered a copy at home for personal use.  It's only about 20$ for the
personal edition and has all the things I need from an IDE (and more!).  I
have to admit I haven't tried other scripting IDEs for Perl, but I was
familiar with Visual C++ prior to Komodo and was able to transition quickly.

Just my 2 cents.
