Having done more public access than I care to shake a stick at (come
to think of it retroactively, I'd _like_ to take a stick to some of
it), I can tell you that the process is somewhat more involved, but this is still a 
good idea.

A better idea would be to _find_ the people already doing this, both
on TV and radio, both commercial and non-profit, and work with them.

A possibly better idea might be to produce shorts that could be
used, like the "journalism" you see on the local news which is
actually puffery produced by some industry that knows how to get PR
done right.
