In the same way that the US honors a Poet Laureate, I can visualize the 
effect that a US Artist in Residence (1-5 year term) would have on the 
notion of "American Art".  I appreciate the centric perspective in this, as 
it relates to prizes in general, but I don't believe the NEA sponsors such a 
position and I now believe they should.
