Looks like an old FAA flyswatter tower.

That tower looks heavy enough that if you stripped the excess load you could 
probably relocate the anchors and guy it at 60%. Judging from the pics it looks 
like it is at the standard 80%. Having said all that. It might be cheaper to 
build another one. The "own parcel of land" deal is tempting though.

    I looked up on the property records who's parcel of land that tower is on 
and was able to google search a name and find a phone number and called it. 
Long story short the tower is on its own parcel of land but the guy wires go 
into a neighbors field and they messed up the original contract for the 
easement and basically the farmer doesn't want to farm around the wires anymore 
and there are attorneys involved and the tower company is decided to tear the 
tower down since its vacant anyway. Sounds like a mess.

      I have done this a few times. I have had some success converting annual 
leases to one time easement payments. If you would like to discuss give me a 
shout. I have done both ways. Taking ownership of an abandoned tower from a 
landowner, buying a tower cheap and renegotiating land lease, I even got paid 
to take a tower once.
