We apply late fees to all invoices that get past 90 days and suspend them. We don’t turn them back on until they bring their account “current” (sadly under the terms, just bringing it under 90 days past due) and then suspend them again when they get past 90. We only have one customer that goes past 90 on it currently and she’s been shut off since last month so I’m not sure how this is going to go down if she doesn’t pay something soon.
So, the way the system works, tomorrow they will create a “snapshot” of all of our subscribed customers as of the first of the month. We then submit for August service reimbursement before the 15th of September. We then receive the money via deposit into a bank account (we created a separate account at Chase for this since they had an account option with no fees and no minimum balances) that we essentially use as a sweep account around the end of that month. We received the July reimbursement on August 25th which I think is the earliest we’ve gotten it so far. It’s typically two days before the end of the month when it hits our account. I don’t know what it takes to sign up for the program now but I would estimate it took 40-60 hours of work to enroll when EBB started……. IE: You give them 90 days, suspend\disconnect them, and then they re-apply. We signed up for it as EBB and then transitioned when that was converted to ACP. Frankly, it was a pain to get setup and is rather a pain to administer. We did it only as a service to our customers and to avoid being a reason that they would switch to a competitor. The program has nothing to do with FUSF taxes though since it is a reimbursement program. You apply for a reimbursement on behalf of your customers. It started out up to $50 ($75 on tribal lands) per month for internet service but is $30 per customer/address per month now. Originally you were not allowed to suspend customers who were late on payments no matter how far behind they were as long as they were in the EBB program. With ACP that changed to allowing late fees and you can suspend if they are more than 90 days past due. We don’t participate in the device portion of the program. There is an upcoming “Transparency” process that opens on September 8th. The webinar didn’t make it look like that will be too big of a deal for anyone participating at a low level like we do but that remains to be seen. Honestly though, the only advantage to participating in this is to keep customers (or get them if their current provider doesn’t participate) from leaving because they want their welfare (that’s what it is) check. It is a considerable amount of work each month for ultimately $0 extra income.
