You pick up the (land line) phone expecting that if you do hear dial tone,
there's a lot of noise/static and your conversation will be just an
inconvenience.  Best to step outside with the cell.

Been probably 5+ years since the last one I heard, but the customer had
dial-up that wouldn't only be able to get a lower rate (like 14.4 instead
of 56k).
