Yes, he’s theorizing human consciousness using Orch-OR. Human consciousness from the perspective of a panpsychist physical model may support his theory or may not depending. I think his is still under evaluation. Human consciousness though has all sorts of added attributes like experiencing the qualia, having subconscious, etc..
