I think the incremental approach makes more sense. Once you've proven yourself with smaller projects, it makes sense to go for bigger ones.
If we are talking about millions of dollars.. The only projects I can think of that justify that are reversible circuit micro processors. Otherwise for software stuff, I think the goal is really on getting mass collaboration of effort. Like has been mentioned creating a complete AGI capable of taking over the job of any given human, would require likely trillions of dollars in man hours. However in opensource libreware people like to do stuff for "free" or for themselves but also to share, so emphasizing this software commons, a collaborative version is I think one way we can achieve that kind of project. A project the whole of humanity can participate in. Thought even that has incremental scaling points, translation software, voting software, collaborative forums, collaborative source code. not sure how crowd funding would do it, but I guess it would help.
