Answer to a): There are several ways but the best IMO, First you need to figure out consciousness, including qualia and the hard problem which I think I have just figured out BTW following some of these other threads. Need to document it... Once you can do consciousness then to avoid racism you would need to program Love. Love IMO comes from being conscious of other conscious entities, but I haven't formally/scientifically formulated love but it sounds very interesting (and kind of corny but whaddya gonna do?).
