I had the same ptoblem with Win 7, 64 bit Pro.  B'dale or Keith sent me a
link to a newer driver.  That worked.

Yeah,

 

   I'll wait to hear from B'dale or Keith.  Funny, I can't get the thing
connected in Win7 64 bit.  Software loads but the device isn't recognized.

Makes me realize why I spend more time in Linux now.  WinBlows takes away
the ability to easily trouble shoot.  Oh well.  Thanks for all the advice
all.

Kurt,

    I didn't see anything in your settings that would have kept the APRS 
data from being sent.    It sounds like your unit may need to go back 
and be looked at if Doug's suggestion of loading an older version of FW 
doesn't change anything.
