I wasn't hitting on you personally, I was fed up with people complaining
about things that they could actually do something about themselves,
such as ignore, or to more extremes as mentioned below. Sorry for the
confusion.

Power - I meant as "the ability to do so" - eg, chanop status in order
to kick/ban. As for kill, etc, it is entirely at the discretion of the
individual IRC network and their opers on how they define abuse,
certainly it isn't allowed on a network I'm on (xnet) for such trivial
things but I've seen it done elsewhere, but thankfully they are in the
minority and as a result, not very popular :-) Anyway, this is going
way off on a tangent so I'll stop right now.
