Though your reasoning makes sense, I believe the numbers mentioned in
the Judging process summary MAY have more to do with the mere human
nature since they are put together by people (did anybody say
androids?). Humans love nice round numbers (see this for more details
http://www.sciam.com/article.cfm?id=why-things-cost-1995). Of course
you would not expect them to say something like "we will select 76 or
64 or 123 submissions". 100 sounds nice, it's twice the number of the
first round winners so why not...
