Interesting thought, maybe they're trying to discourage 500 different 
soduku apps all of which have been hacked together in a couple of days, 
but I can already see a problem with that idea in that the cost is per 
dev, not per app, so it encourages developers to create as many apps as 
possible in as shorter time as possible to appeal to the widest audience 
to try and recover their costs. Not really a quality enhancing move.
